Consultation with Rural Elected Officials 2015 Annual Report ADOT Multimodal Planning Division June 2015 INTRODUCTION: The Arizona Department of Transportation (ADOT) recognizes the importance of public outreach and communication, especially as it relates to the transportation planning and programming process. An open exchange of information among transportation users and government officials leads to better decision‐making and more publically supported programs and projects. With increasing demands on limited resources, transportation programs and projects need public support through an open and inclusive planning process. ADOT developed the process of State Consultation with Non‐Metropolitan Local Officials to ensure the opportunity for meaningful dialogue with local elected/appointed officials and tribal governments during transportation planning and programming activities, including the development of the Statewide Long Range Transportation Plan and the State Transportation Improvement Program/Five‐Year Facilities Construction Program. Consultation meetings will be held within each COG/MPO region. The objective of the meetings is to present information and gather input from elected and appointed officials. The COG/MPO, and ADOT, will cooperatively agree on the timing of meetings to coincide with key decision points during the planning and programming processes. ADOT will, at a minimum, hold at least one meeting per year in each COG and MPO region. ADOT 5‐YEAR PROGRAM PUBLIC REVIEW AND COMMENT The 2016‐2020 Tentative Five‐Year Transportation Facilities Construction Program will be available for public review and comment. Public hearings will be conducted on March 20 in Tucson, April 17 in Phoenix and May 15 in Chino Valley. Comments will be accepted online March 20‐May 26. He informed the Council that CAG will be entering into an IGA with Pinal County to administer the WIA Adult services and the Dislocated Worker Programs. Mr. Hall stated that he had attended the JPAC meeting and CAG’s Legislative Day. He thanked those in attendance for attending CAG’s Annual Legislative Day and helping to make it a success. He informed them that the Subcommittee is made up of members from the Management Committee including: Don McDaniel, Gila County, Brent Billingsley, City of Globe, Jess Knudson, Town of Florence, Bryant Powell, City of Apache Junction, Anna Flores, Town of Kearny, Larry Rains, City Casa Grande, and Joe Heatherly, Town of Miami. Mr. McDaniel explained that this Committee will be responsible for assessing existing CAG contract requirements; expenditures and costs; assessing future revenue projections; discussing personnel and agency work functions; the impacts of future WIA funding losses, and other items as deemed necessary. He stated that the Subcommittee will also identify a number of goals related to the identification of baseline conditions, options moving forward, regional needs and wants, sustainable revenue sources, and the development of recommendations moving forward. Appointment of a Committee to conduct in draft form the CAG Executive Director Evaluation Chairman Wheeler stated that he wanted a Committee appointed to conduct in draft form the annual evaluation of CAG’s Executive Director, Kenneth Hall. What can we do to speed up traffic accident [response]? o ADOT Response: Procedures are in place from DPS to speed up the process of re‐ opening a highway after a major accident. ADOT should expand I‐17 from Anthem to Flagstaff. I‐17 needs to be widened. What are the priorities for programming expansion projects for FY23‐FY24? 30 ADOT Response: Safety. These expansion projects have been identified for decades. How do we compare to other states [regarding the gas tax]? o ADOT Response: Other states pay the same federal gas tax. States have influence on the State gas tax. ADOT is the 6th from the bottom (cheapest). AZ’s gas tax is currently 18 cents on the dollar. As for mileage, it’s a bit unfair to compare. We get back 96% back on the federal gas tax. What is the difference between expansion and modernization? o ADOT Response: ADOT provided explanation and graphics from PowerPoint presentation. Why don’t we put variable message signs up now at Jacobs Lake? We have lots of buffalo‐ related accidents. What’s the economic impact (how many dollars do we lose) when I‐17 is blocked? Invest a lot in I‐11, but need to do something now with I‐17. Lots of traffic from Mexico using I‐17 to get to I‐40. Should not use any new gas tax for DPS or other areas—it should go to I‐17.
