The UofA, NAU and ASU are scheduled to make their budget recommendations at 3 p.m., Feb. 7 and 8, at the State Capitol building. ASU and the Arizona Board of Regents have requested a 5-percent increase to take effect July 1, but Gov. Fife Symington recom m ended a 4-percent increase to begin January 1996. The Joint Legislative Budget Committee rec­ ommended no increase. The Legislature is expected to make its decision on the merit-pay raise issue in March. In other business, Susan Malaga, assistant vice president for Human Resources, said her department is setting up a pool recruitment system for positions such as those with frequent employee turnover. Internal University and exter­ nal applicants can apply at any time, and employers can request the applications from Human Resources. Not all council members were pleased with the news, however. Cherylene Schick, an office automations special­ ist, said pool recruitment could disadvantage internal candi­ dates vying for promotions by lumping them in with the external candidates. “It does not seem to be conducive to the ‘career ladder’ • that the University is telling people exists, at the lower lev­ els,” Schick said. However, Malaga said she does not agree, especially because pool recruitment enables candidates to keep appli­ cations circulating even if they leave town for a week. She said pool recruitment prevents missed Job opportunities that are announced during that time. She added that Human Resources has no specific policy to ensure that internal can­ didates receive more advantages. “The discretion is on the part of the hiring Unit,” Malaga said. T he T em pe C ity C o u n cil ag reed T h u rsd ay to study sev eral p ro p o sed changes to save as much as $11 million on the Rio Salado Project. The changes to the development, which will one day include a man-made lake with several entertainment complexes surround­ ing it, were recommended to the council by various city departments. They mostly cen­ tered around cutting the cost of proposed dams that would be erected during the pro­ ject’s construction. T he ch an g es, if ap p ro v ed , in clu d e replacing a proposed rubber dam with an earthen one, and moving the site of another water-control dam downstream. According to a city report, the move would cut the total length of the lake by 200 feet. Also,' several other water-containment structures would be moved. “This is high-dollar savings and worthy o f further study,” said Project M anager Steve Nielsen. Final design plans should be finished later this year, Nielsen said. The entire project is on a 25-year time­ line. However, the lake will be completed two years after the beginning of its con­ struction. A date hasn’t yet been set for beginning construction. “Funding will be a major issue,” Neilsen said. The proposals follow the recommenda­ tions of a recently-completed value-engi­ neering study. Nielsen said shortening the lake would not affect the commercial development at the site, as the smaller lake was part of the original economic plan for the Rio Salado Project. The original development plan Calls for a rubber dam containing the water on the upstream side of the lake. However, city planners recommend erecting a dirt dam, saying $4 million to $7 million. As part o f the proposed renovation of Papago Park under the Rio Salado Project, several of the horse and bike trails will be closed for re-vegetation. Tempe Mayor Neil Guiliano applauded the move, saying any move to beautify the area for the 1996 Super Bowl is welcome. “There’s only the potential of 750 mil­ lion people seeing it,” Guiliano said.
