Fraternity’s leader releases statement on house damage Bailey: Destruction not supported or encouraged’ by organization By M axwell H iggins State P ress The president of the embattled Theta Delta Chi fraternity came forth Monday with the first official statement since the chapter’s house was vandalized 10 days ago, resulting in an estimated $300,000 in damage. A letter written by ASU chapter President Mark Bailey and reviewed by local alumni stated, “We would like to make clear that the damage done to 612 Alpha Drive was in no way support ed or encouraged by Theta Delta Chi and we are assisting (ASU) Department of Public Safety in their investigation of the matter. “Until the culprit(s) have been found, our fraternity should not be falsely judged as an organization tom by drugs or a band of reckless college students.” Administrators have speculated that fraternity members van dalized the house in protest of an order to vacate the premises. Shortly after issuing the statement, Bailey said he still doesn’t know who did the damage. “We’re trying to find out internally,” he said. “If I did know, I’d be the first to come out with it and have those people turned over.” The rest of the statement told of the fraternity’s 32-year history of contributing to the University, ending with an appeal for the ASU community to abstain from prematurely judging the fraterni ty and to let members’ “achievements speak for themselves.” The Greek Relations Board is scheduled to review Theta Delta Chi’s case Wednesday. The outcome of that hearing could deter mine the fraternity’s fate at ASU, since the GRB has the authority to revoke the chapter’s Interfratemity Council charter. Such a move would effectively force the fraternity off campus, said 1FC President Reagan Dunn. ASU administrators said they will await the hearing to find out what action the GRB may recommend. ‘They have a range of options,” said David Stephen, associate director of Residential Life. “Generally speaking, the University has listened to student groups, especially those representing a large part of the student population.” “We’re waiting to see what happens judicially,” said fraternity T urn to IN S ID E STA TE PRESS W eather Outlook Partly cloudy with a chance of rain developing in the late afternoon. S elcho State P ress Financial aid officials faced an angry hoard of students Monday when they stopped issuing short-term loans after exhaust ing the $400,000 fund from which the loans are drawn. Kate Dosil, Financial Assistance director, said the decision is temporary but necessary because the department is out of funds for the short-term loan program. The program -— funded by pri vate donations — advances up to $500 to students awaiting their financial assistance for book and emergency expenses. While the funds have dried up for now, Dosil said that the situ ation could be reversed by as early as Wednesday. “Some people are waiting for their loan check and the money is not here from the bank, so we advance it,” she said. “We have had a great run on the short-term loan fund, and we must limit access to provide for people with emergencies.” Patrons of the Student Financial Assistance Office braced in long lines expressed frustration with the entire financial assistance program. Sean Murphy, a junior pre-medical student, said his aid was still not in on Monday, even though he applied in June. “They (staff at disbursement office) said I have to wait and talk to someone in Financial Aid, but every time I wait in that line, it’s pointless,” he said. Murphy said he will have to use a credit card to cover his T urn to Loans, page 6. Tracking a fickle female ASU professor follows Emily B y G arin G roff State P ress As Hurricane Emily nears the East Coast to make its expect ed landfall tonight into Cape Hatteras, N.C., an ASU professor is busy collecting data and predicting where the storm might hit. Randy Cerveny, an associate geography professor, predicted that tonight’s landfall could result in low-level flooding, the overturning of untied mobile homes and tree uprootings in lowlying, unprotected coastal areas. A SU ’s geography departm ent has access to N ational Weather Service forecasts, which students use to predict weath er conditions across the nation, including advanced meteorolog ical systems like hurricanes. Hurricane warnings have been issued from Cape Hatteras on North Carolina’s fragile Outer Banks northward to the Virginia border, where orte of nine models predicts the storm will hit, Cerveny said. W hile the storm was relatively weak M onday night, Cerveny said Emily could strengthen sustained winds to 115 mph today if warmer moist air from the jet stream comes into contact with Emily. The storm had winds of 85 mph Monday night, with gusts nearing 100 mph. “If it’s slow and it stays over the gulf (stream) for a while, it could: intensify into a pretty nice hurricane,” Cerveny said. “What powers up a hurricane is hot water. The potential is there for a bigger hurricane.” Weak winds above the hurricane have caused it to move as slow as 7 mph, he said. “There’s really not any wind to bring it one way or the other,” he said. “That’s what makes forecasting this puppy a pretty tough job.” “Emily is not an easy thing to forecast,” Cerveny added. “Even the people at the National Hurricane Center are pulling their hair out.” While Cerveny said he has never been in a hurricane, his brother is vacationing in Norfolk, Va., close to where the hurri cane is expected to hit. “I told him I’d like to trade places with him,” Cerveny said. “I told him to make sure that his car is gassed up and that he had water and provisions and flashlights and a radio. “He asked me for my advice. If it was just him, I’d tell him to ride it out. But he’s got a 4-year-old and a 6-year-old, and I was thinking that although they’d be able to survive it, it’s not going to be too fun for a 4-year-old to go through a hurricane.” After 30 years with few major hurricanes on the eastern The expanding Centerpoint Plaza is having a dramatic impact on pre-established busi nesses on Mill Avenue. Page 2 ► Student Health Center Director Dale Bowen estimated that 20 . percent of ASU's student popu lation is uninsured. Page 8 World/ Nation The Israeli Cabinet approved a plan that would give the PLO autonomy. Page 3 coast, Cerveny said he fears people will not be prepared for the intensity of major storms yet to come. T think it’s a good thing that people are getting prepared. I f ’ this goes through at this strength, the problem is going'to be that people will get overconfident.” Emily is classified as a Category I storm, meaning its high est sustained winds are under 96 mph. The most severe hurri cane classification is Category 5, with winds greater than 155 niph. Cerveny said the greatest damage from hurricanes tradition ally comes not from wind, but from the hurricane’s low pres sure, which creates a “suction pump” that brings water onto land. Should the storm strike the Outer Banks as expected, that suction-pump effect could be particularly devastating since the area is prone to flooding and comprised primarily of loose, erodable sand. Hurricane Emily, the Eaet Coast's first severe weather threat of the year, is expected to make landfall on North Carolina's frag ile O uter B anks today at about 5 p.m . A rizona . ” •*. Beason State P ress New additions to Tempe’s Centerpoint Plaza have received positive feedback from local merchants, who see the venture as a financial boost for the community. “Our business is up 30 percent,” said Dennis Wallace, manag er of Fat Tuesday, of the plaza’s most recent addition of Harkins’ 11-plex movie theater. “We were looking forward to (more addi tions).” Wallace said the increased flow of business has been most evi dent during the evening hours, when patrons swarm Mill Avenue and its surrounding businesses. “We have had a lot of traffic, a lot of new people coming through,” said Julie Nowak, an employee at Gentle Strength Foods, located across the street from the plaza. Before the plaza opened, Nowak said she served primarily “regulars — that yuppie type,” but she said the clientele now reflects a more “mainstream population.” Last year, the Tempe City Council gave the final go-ahead for additions to the Centerpoint Plaza, which currently houses the theater complex. Chase BankCard Services. Center and America West. Two new resturants are the next businesses scheduled to become part of the plaza. “I think (Centerpoint Plaza) has been a greater success than 1 could have imagined,” said council member Joseph Lewis. “The theater alone is bringing in a different crowd to downtown Tempe. The stores are doing a better, brisker business.” Because Lewis lives downtown, he said he has been especailly observant of the changes Centerpoint has brought to Tempe. Chase BankCard Services Center opened early in the year, promising to put 230 employees on their payroll by June and 1,770 new employees by November. According to Brian Harmsen, a recruiter for the company, 204 Bob Castta/Stato Press A highlight of the Centerpoint development is a set of large rabbit sculptures titled “Three Blacktail Jackrabbits” created by artist Mark Rossi. ASU students have been employed by Chase at their Centerpoint location since initial hiring began. “Centerpoint is an absolute success,” said Mary McGowen, property manager of the plaza. McGowen said the real, success of the plaza is a result of sup ply and demand. “I think the merchants in the areas have filled a niche for the consumer in the area,” she said. 20 years ago today „. Then-Registrar Enos Underwood said the, process of preregistration and walk-through registration was slated to be revised. (AP) — Juan Corona •— the mass murderer who report edly wants to settle in the Phoenix area — was to go before a parole board Monday seeking release from a 25 years-to-life term for the murders of 25 itinerant farm workers. Corona, now 59, has been convicted twice of slaying men whose bodies were found buried in peach orchards in 1971 near Yuba City, Calif., 125 mites north east of San Francisco, it was then consid ered the worst mass murder in U.S. histo ry, a ranking now held by John Wayne Gacy Jr., who faces the death penalty in Illinois for 33 killings. A motive never was clear for Corona’s killings, in which all but one of the men’s heads were slashed or chopped open. In Corona’s home, investigators found a machete with an 18-inch blade, a meat cleaver, a double-bladed ax and a wooden club, all bloodstained.
