State Presa, 1967 Tempe, Arizona Friday, February 13,1987 Fraternity under investigation for possible hazing By KARI B LA N D State Press Phi Delta Theta fraternity is being investigated for a possible hazing incident this week after a pledge was taped to a chaise lounge, hanged from a second-story balcony at the house and sprayed with water. An ASU freshman liberal arts major also was arrested and charged with assault Wednesday night after a State Press reporter, who took a picture of the student hanging over the balcony, was shoved Tuesday. University police said Morgan Thomas N eville, 701 Alpha Drive, a member of Phi Delta Theta, was booked and released on his own recognizance. He was accused of pushing reporter Michael J. Burgess, a freshman journalism major, who was taking photographs at the Phi Delta Theta house Tuesday. Phi Delta Theta is at 701 Alpha Drive. It has about 150 active members at ASU. Scott Cain, the national chapter consultant to Phi Delta Theta, who was in Tempe Thursday for a routine visit, denied that the incident was hazing. “We are investigating a potentially dangerous situation, and I think we’re very fortunate nothing worse cam e about,” Cain said. “I don’t think the buzz word ‘hazing’ is appropriate. We’re translating a push into aggravated assault and a prank into hazing. “There’s a potential danger here, and it is serious, but it is blown out of proportion.” Cliff Osborne, director of Residence Life, the University agency that oversees Greek Life, said the incident is under investigation. “We are definitely concerned about the alleged incident and the ram ifications,” Osborne said. “We are understanding that the Greek Relations Board will investigate the incident with intensity.” The Greek Relations Board is made up of students who. judge their peers. Judy Biggs, Greek Life coordinator, said no complaint had been filed with the board as of Wednesday night. The Associated Students Senate moved one step closer this week to abolishing the section of the ASASU bylaws that prevents the funding of campus organizations labeled “controversial.” Senate Bill 60, the m easure that would strike the section of the bylaws that has prevented the funding of groups like Students Against Apartheid, was approved by ASASU’s Government Operations Committee Tuesday evening. But sparks flew between College of Law Sen. Phil Stanfield and the rest of the com m ittee over a section of the bill that prohibits funding of clubs whose “primary purpose (is) to prom ote a sexual preference.” Stanfield, an opponent of the sexual preference clause, said he was “trying to elicit from (the com m ittee members) exactly what organizations they are trying to prohibit from funding. ” The Lesbian and Gay Academic Union, a group denied funding in the past and which could be denied again under this clause, has threatened to file a lawsuit against ASU. The debate, w hich began as a disorganized shouting match, centered around the meaning of the language in the sexual preference clause, specifically the phrase, “primary purpose to promote.” Stanfield questioned several senators and officers as to what their personal interpretation of “i>rimary purpose to promote” was and what type of groups that definition would exclude. A ctivities Vice President Christine Roth, a co-sponsor of the bill, said she would consider a group to be primarily promoting it’s sexual preference ¿if “it does things for the specific purpose of increasing its status and the legitim acy of its lifestyle in the minds of people through its activities. ’’ College of Business Sen. John Colombo, chairman of the com m ittee, initially refused to identify a specific group that would be excluded by the guideline, but later described a possible scenario. “If a group com es before me with their sexual preference being the main purpose for the group’s assem bly, who gather together under the basis of sexuality, and they promote their purpose through activities, then I would deny them funding,” Colombo said. College of Public Programs Sen. Kate Lehman, author of the bill, defended the m easure as “a compromise necessary to get groups denied under “controversial” som e funding.” Lehman told Stanfield she felt the “language in the bill was broad enough so that technically, the LGAU could get funded if they could convince the Senate that promoting their sexual preference was not their primary purpose.” “I would vote to fund,” she said. Stanfield acknowledged Lehman’s efforts to get the “controversial” groups funding but disagreed with her about the sexual preference language. “There is no way around the language,” Stanfield said. “They (the pro-sexual preference clause senators) are attem pting to deny funding to gay organizations, period.” Colombo said, “the intention is to deny funding to groups whose primary purpose is to promote sexual preference, the language is clear. “Each senator w ill have to interpret that for him self.” The bill will go before the full senate for a vote Tuesday. He said members threatened to break his camera when he refused to leave. N eville is accused of pushing Burgess against a wall of a neighboring fraternity house. Burgess suffered cuts and bruises on his arms. University policy prohibits any campus group, including fraternities, from participating in hazing. The policy defines hazing as “any activity . . . created, intentionally, whether on or off campus, by ai group . . . or a member of that group. . . in which members or prospective members are subjected to activities which harass, intimidate, physically exhaust, impart pain, hum iliate, cause undue mental fatigue or distress, or which cause mutilation or laceration of the body or parts of the body. ” The policy includes activities that “have a foreseeable potential for resulting in personal injury . . . mental distress, panic, human degradation, or public em barrassm ent.” The policy states that “hazing cannot be justified on the premise that the participants took part voluntarily . . . or that no injury in fact was suffered. ’’ A S U to suffer despite fiscal allotment, says official By TINA D AUN T State Press Although the Arizona Legislature’s fiscal 1988 budget gives ASU $12 million more than Gov. Evan Mecham’s plan, the University w ill still suffer serious setbacks, a state official said Thursday. Allan Price, assistant director of public affairs for the Arizona Board of Regents, said ASU requested $214,857,100, including $16 million in decision packages needed for developing new programs and the College Business accreditation. The budget, prepared by the Joint Legislative Budget Committee, appropriates $147,036,200 of the state’s general fund to ASU but elim inates the requested decision packages. It also corresponds with the regents’ decision to increase resident tuition $60 at the three state universities and denies Mecham’s proposed hike of $120. “Although the Legislature’s budget is better than Mecham’s, w e’re still-suffering a large Cut,” Price said. “We’ll know more when the Legislature releases the details of the budget; right now w e’re just speculating. ’’ Price said the “details” should be released today, and increased, and therefore other areas must be cut to offset the merit pay. “The universities have trimmed the fat as much as possible,” he said. “Over the past five years, w e’ve sustained four budget cuts totalling over $100 million. •“The series of cutbacks have already forced the University to better m anage its budget, but there’s only so much we can do.” He said the regents will continue lobbying the Legislature for additional funding before the budget is finalized in May. Dennis DeConcini, D-Ariz., w ill face off beginning today at a two-day ASU conference on “Korea in the Light of the Philippines: Democratization and the U .S.” DeConcini is expected to welcom e the participants of the conference hosted by the Center for Asian Studies at 11:30 a.m . today in the MU Mohave Room. Sheldon Simon, director of the center, said se v e n K orean c o n g r e ssm e n and representatives from the P hilippine Em bassy in Washington, D.C., w ill attend. Simon said experts w ill address the question, “Did what happen in the Philippines have any kind of model im plications for South Korea?” He said the South Koreans m ight follow the exam ple set by Filipinos who peacefully ousted former president Ferdinand Marcos and dem ocratically elected Corazon Aquino last year. Simon said the conference also w ill focus on U.S. intervention in South Korea in the event of an attack by communist North Korea. Additionally, participants are expected to discuss a push by the United States for increased democratization in that country, he said. Professors from prestigious universities, including Harvard University and the University of California at Berkeley, also are scheduled to present and defend their research papers to other experts on the state of Korean affairs. Gregory Henderson, from Harvard University, w ill present his paper, “The American Command Responsibilities in Korea: The Political Dangers” at 12:30 p.m. today. Henderson w ill be challenged by Just Arrived - Chalmers Johnson, from the U niversity of California at Berkeley. According to the producer, the film w ill challenge Americans to think what it would be like if we lost our freedoms to a totalitarian government, sim ilar to that one in Moscowville. Sitting around one day, I decided to find out what it would be like to be a college student at ASU if the Soviets ran the show. After doing som e research about college life in the U.S.S.R., I cam e up with 10 things that would change because the U.S. Constitution and its amendments would be null and void. %1. Automobiles. ASU is a commuter school and one can easily see that w eiiave a parking problem. Presto! No more parking problems. Why? Most, if not all, college students under repressive governments do not own cars. While that may prevent cost-of-maintenance charges from building, I need an automobile. Sometime when I get sick of ASU, Tempe or the Valley, it’s tim e to crank the stereo in overdrive and hit fee. freeway to play in fee snows of Flagstaff or Prescott. 2. Living conditions. Do you live w ife your parents and they own their own home? Remember this. The state is doing you and your fam ily a favor by letting you stay in that house, but it is not yours. Misinformation and disinformation are alive and w ell once more within fee pages of fee State Press. Fortunately for fee workers of this state and nation unions are alive, w ell, and growing once more — one million strong over fee last two years and moving forward to fee day when all workers w ill be protected by a union contract. And here is something for ASU President Nelson and his overpaid, overstaffed and anti-worker administrative staff to think about. Labor union’s biggest gains have been in the service sector and, you guessed it, Russ, college campuses throughout America. What Mr. Kucera fails to inform his readers is that every gain for every worker, no matter where they work, was, is and will be due to fee struggles and lobbying efforts of labor unions, AFL-CIO affiliated or not. Whether it is fee 40-hour work week, overtime pay, vacation, sick days, profitsharing (hear that, Motorola em ployees), health and life insurance, pension or retirement funds, yearly pay increases or bonuses, all Were due to union barganing, not only for union members but all workers, even freeloaders like Mr. Kucera and Mr. Ritter who reap fee rewards of unionist’s struggles and successes without having to pay the price. A case in point is fee 6.1 percent salary increase state em ployees, including ASU em ployees, received this year. This pay increase was not due to the kindness of state legislators or bureaucrats,, but due to fee lobbying efforts of AFSCME, AFT, NEA and other sta te-a ffilia ted unions. Unfortunately for ASU em ployees, thè Arizona Board of Regents decided to play their merit-based gam es and fee average increase was much less. Mr. Kucera is also once again mistaken if he believes that when all unions are gone, Arizona and America w ill be a worker’s paradise. It w ill only turn back the clock to the sw eatsh op s, sla v e w ages and m istreatm ent workers once experienced because fee only goal of fee company or corporate university administrators is to either m ake exorbitant profits at fee workers expense or to pad their own pockets while their em ployees need two jobs to survive. To close, fee days of fee “right to work for less” laws in Arizona are numbered as more workers begin to realize that fee only way to protect their jobs and fam ilies is by joining an organization which guarantees them a livable wage, a generous benefits program, a safe workplace and a union contract which w ill ensure that Mr. Kucera’s management friends will not take advantage, harass, threaten, cheat or coerce workers to perform duties they were never hired for because, yes, you guessed it, “it’s not.in my contract." State Press A riz o n a o v e rc a m e b ia s e s to b e c o m e sta te By M IC H A EL R O W ELL State Press When President W illiam Howard Taft signed a proclamation establishing Arizona statehood Feb. 14, 1912, it was the culmination of 50 years of territorial growth. It was also the conquest of many biases against statehood, including an eastern concept of Arizona as a wild, sparsely populated and dangerous place, opposition of a dem ocratic sta te from the predominantly Republican Congress and a president who felt the Arizona constitution was too radical. The road to statehood actually began in the 1850s when area leaders sought separation from the territorial government of New Mexico. These efforts were unsuccessful until the Civil War when troops from the m ilitary cam ps and forts were withdrawn and Apache Indian raids becam e rampant. In a bid for protection, Arizona declared itself Confederate, and on Feb. 14, 1862, Jefferson D avis officially recognized Arizona as a territory of the Confederate States of America; It would be 50 years before Arizona becam e a state. After confederate forces w ere defeated at Glorietta P ass, New Mexico, General Jam es H. Carleton marched his California Column across the desert to Tucson and declared the area, once again, to be under Union control. The Confederate venture, the Union’s war expenses and Arizona’s mineral wealth pointed to the practicality of making the area a separate territory. With the success of the California Gold Rush in mind, it was considered foolish to risk Arizona’s potential to either the rebels or Apaches. Consequently, in 1863, President Abraham Lincoln authorized territorial status for Arizona. Major themes in territorial history were the struggle for effective transportation and the struggle against “the Apache m enace.” By 1877, the Southern Pacific Railway reached Yuma and eventually crossed the territory; by 1887, the last Apache warrior, Geronimo, had been shipped off to incarceration in Florida. Following those two events, the territory’s President William H. Taft signs the Arizona Statehood Bill In 1912. miners, ranchers merchants and farmers were able to reach other markets without fearing for their lives. T erritory resid en ts soon becam e dissatisfied with their inferior political status — their one delegate to Congress had no vote — and began seeking admission to the Union as a state. But in Washington, D.C., Congress was com posed m ostly of con servative Republicans, who sought to avoid creating further support for their opponents by allowing Arizona to become a state with voting delegates. Many also feared that because of Arizona’s wealth of silver, the state would favor a stiver over a gold standard. When Theodore R oosevelt becam e president, Arizonans who had served with his “Rough Riders” during the SpanishAmerican War believed he would grant Arizona statehood. But in Decem ber 1905, Roosevelt told Congress that Arizona and New Mexico should join the United States as a single state. There was an immediate public outcry against “jointure.” In Phoenix, Roosevelt Street w as im m ediately changed to Cleveland Street. At the State Fair, 5,000 people protested the proposal. Arizonans later voted against a joint state. Finally, in 1910, the Arizona Enabling Act was passed in Washington and signed by President Taft. In Arizona, a constitutional convention convened. But President Taft promised to veto the Arizona statehood bill as long as the state kept the provision in its constitution that provided for the recall of judges. So the people of Arizona, knowing full well that they would not get statehood unless they bowed to Taft’s wishes, amended their constitution. But on Nov. 12, 1912, in the first general election as a state of the union, the voters held a general election and returned recall of the judiciary to the state constitution. On Feb. 13, 1912, the day before Arizona becam e a state, Territorial Governor Richard E. Sloan performed his last adm inistrative act: pardoning eight convicts serving life sentences for murder. At 8:55 a.m . the next day, Sloan received the following telegram from President Taft: “I have this morning signed the proclamation declaring Arizona to be a State of the Union. I congratulate the people of this, our newest commonwealth, upon the realization of their long cherished ambition. Best wishes to the retiring and incoming officials.” Immediately, alarm s, w histles and horns throughout the state were sounded to let the people of Arizona know that they were now U.S. citizens. Then cam e the inauguration cerem onies for already-elected Gov. George W. P . Hunt, Secretary of State Sidney P. Osborn, U.S. Senators Marcus Aurelius Smith and Henry F . Ashhurst, and U.S. Rep. Carl Hayden, an 1896 graduate o f Tempe Normal School (now ASU). Hayden went on to serve in Congress for more than 56 years, retiring at 91. He also served term s on the Tempe City Council. On the morning of inauguration, Hunt left the Ford Hotel and chose not to take a car to the Capitol, opting to walk instead. His reasons were his own, he said, adding that he could afford streetcar fare. After the formal inauguration, Hunt returned to his hotel in an automobile the Legislature had bought for him . From that day on, Hunt rode to work in the car, saying that it got him to his desk earlier. At the inauguration was W illiam Jennings Bryan, three-tim e Democratic nominee for president. Bryan, though acting like a candidate, would only say when asked of a fourth try, “It’s a fine day.” At 11:57 Hunt was sworn in. As per Hunt’s request; there were no decorations of any kind at the Capitol. There w ere no m ilitary guards of honor either, and the only flags flown were those of the state and national guard. Hunt’s first gubernatorial action was to sign the notorial com m ission for Cleveland Thompson of Phoenix. Hunt w as honored that Thompson, who could have been commissioned weeks before, chose to wait until Hunt took office, and called him to tell him so. At 2 p.m ., a 48-gun salute to the new state began, but was cut off at 38 due to spooked horses and broken windows. A parade and a two-hour speech by Bryan followed. That evening the people of Arizona celebrated long into the night. At Tempe Normal School’s Admission Day celebration, Attorney General G. The Democratic-controlled House and Senate stayed in power for three years after the state was created in a series of special sessions. They did not come up for re-election until 1914. Then-Gov. George P.W. Hunt tackled a few of the sam e issues Gov. Evan M«yham and current lawmakers face today, including state budgets that included $57,435.95 to fund public education and $14,045.16 to operate the first governor’s office. It took lawmakers two years to give women the right to vote. But in 1915, Sen. Francis Lillian Munds, a Prescott Democrat, and Rep. Rachel Berry, DSt. Johns, becam e Arizona’s first women lawmakers. Speaker of the House Sam Bradner’s appointment was another controversial issue that year, Richards said. Bradner’s close ties with organized labor m ade som e conservatives skeptical, but Bradner’s close dealings with the working class also made the House more responsive to voters. “Bradner reflected the freedom of the men who served in the House of R epresentatives,” Richards said. “The House dealt more with the working c la ss; the Senate w as m ore representative of big interests. ” Senate President Michael J. Cunniff, who had played a major role in drafting the constitution, was easily elected to the post after im pressing GOP leadership at the constitutional convention. Richard’s written history of the state, which now is being edited, is more than three-quarters finished. Meanwhile, Richards, a former ASU journalism instructor, is speaking at his hometown about the state’s 75th Anniversary. Richards, whose father was Navajo County’s treasurer while Arizona was still a territory, graduated from Northern Arizona Teachers College, now NAU, and moved to Phoenix in 1932. He has served as special assistant to Gov. Wesley Bolin and then worked with former Gov. Bruce Babbitt. He is the former publisher of the newspaper in Winslow and Holbrook and former manager of the campus new spaper at B righam Young University. “It s sort of in my blood to be interested in public affairs, and I have always been interested in Arizona’s history,” he said. Now try picturing som ething less fam iliar. Im agine leaving a farm at what is now McKellips Road and Country Club Drive, hitching a pony to a two-wheeled cart, traveling eight m iles along a dirt road flanked by huge cottonwood trees that are nurtured by a roaring river, and arriving at a four-room building called Arizona Territorial Normal School. LaRee Johnson, an Arizona native whose parents were som e of the state’s first settlers, described her mother’s experience as she worked toward a two-year degree at ASU’s earliest predecessor in 1897. Johnson’s mother, Lucy Mae Schwarz, cam e to Arizona from Utah as a one-yearold child with her parents and a company of Mormon settlers who founded Mesa in 1878. Her father, Orlando Morrill, had settled in Lehi— a sm all town south of Mesa — in 1877 as an 11-year-old boy with his parents and company of 84 pioneers who arrived from Idaho by wagon train. Johnson spoke fondly of her father — who she said was a “genius” though he only had a third-grade education — and sh e shared an excerpt from his diary: “We arrived in Salt River, near Mesa, on March 6, 1877, and were very disappointed in what we found. We had been told that wild nuts and fruit grew here, but instead we found mesquite and cactus, among which the rattlesnakes crawled.” Johnson said her father, his brother and two Mesa men discovered the Mammoth Mine (also known as Goldfield Mine) three m iles east of Apache Junction in the fall of. 1891. Since the four lacked the means to exploit their lucky strike, she said they sold it for about $25,000. The two pioneers, Schwarz and Merrill, Latteo Johnson, conter, recalls fond memories of her mother, Lu cy Mae Schwarz, and her father, Orlando Morrill. wore married in 1904, and later raised their five children on a 20-acre farm on McKellips Road and Country Club Drive. Johnson was the second youngest child, but she refused to disclose her age. “When I w as a little girl, we had the prettiest yard in all of Lehi,” Johnson said, recalling her early years between 1915 and about 1925. Johnson described a home laced with poppies, honeysuckle, roses, tulips and sw eet peas, along with plum and peach orchards, cotton fields, pecan trees and strawberry and blackberry patches. “It was fun to com e home from school,” Johnson recalled. “I played with a little Indian girl, mid we used to Jump on the piles of cotton and Poppa used to get mad at u s.’’ Johnson said Indians lived in mud huts on what is now the Indian Reservation off of McDowell and Pim a roads. She said there were friendly Indians like the woman who was a friend of Johnson’s mother and sold her “beautiful Indian baskets real cheap,” and there were those “renegade types. ” Johnson told the story her grandmother told her about an Indian who used to crawl underneath their Lehi home and peer through a knot-hole in the floor. “My grandfather was away at the m ill in Tempe getting flour,” she explained. “And m y grandmother was frightened because she could hear the Indian shuffling around under there, and she was alone with her little girls— my mother being the oldest. ” Johnson said her grandmother was “inspired” to take the hot tea kettle from the stove and pour scalding water down the knot-hole. “The Indian never cam e back,” she said. Johnson had a horror story of her own to tell. When she was 7 years old, about the early 1920s, Johnson said she, her aunt and her feeble grandm other encountered an unfriendly Indian. Johnson said she was going outside to sleep in the “screen room” — a room separate from the house for cooler sleeping in the summer — when she thought she saw a big sack of wheat by the door. But she said the “sack of wheat” was actually an Indian crouched to grab her. “I turned around real quick and ran inside, and my aunt slammed the screen door on his finger,” Johnson said. “He said, ‘I know you’re in there alone, and I’m going to kill you.’ “We were all so scared, and my aunt shut file wooden door and locked it. He tried to get in, but she had good locks, and we turned C o m m u n i t y L i f e C hu r c h Guest off all the lights and huddled there in the dark. “ I crept by my Grandma’s bed, and she said, ‘Just kneel by m y bed and w e’ll pray.’ We really prayed, and he went away. ” Another strong childhood memory was that of the then flowing Salt River where Johnson said she and her friends use to sWim and play. “Usually we could hear a faint, gentle sound from the river,” she said. “But when there was a. storm w e could hear the river roar. Water would com e up right close to the house, and we were really afraid. Schooling w as another source of memories. Johnson said she skipped the first and second grades and began in third grade at the Lehi School when she was 6 years old. She remembers the little store across from the school where she could buy a nickel lunch — a 2-cent cinnamon roll and three­ penny candies. “It was so fun to go into that store,” she laughed. “I don’t think m y mother knew I was getting all that candy-” Johnson, a 1935 graduate erf ASU’s predecessor, Arizona State Teacher’s College at Tempe, talked about her college experience. “It was a lot sm aller than it is now,” she said. “You could alw ays park. We parked in the shade, all up and (town the street w est of Old Main.” Johnson said Arizona has changed a lot since she was a little girl and not necessarily for the better. “About 1940 it was a real nice town,” she said. “Everybody knew everybody. There were no snowbirds and no crim e to speak of. We left our doors unlocked. “Especially when I was a little girl. It was so undescribably beautiful. There were wide roads, sheep grazing, a lot of trees and orchards. From Mesa to Chandler, it was so green, with big fields of. cotton. “Now it’s progressing too fast. I call it digressing. Barry Goldwater, Arizona’s political patriarch, told a crowd of several hundred people in Scottsdale Thursday night that he wants his friend of 50 years, Gov. Evan Mecham, to be given “a chance.” The 80-year-old former United States senator served for 35 years in Washington, including a failed quest for the presidency in 1964. Although he recently had knee surgery and walks with the aid of aluminum handcrutches, his sharp w it and candid demeanor prevailed while rem iniscing on Arizona history for a Arizona Historical Foundation benefit. Goldwater dropped a crutch at one point in his speech and joked, “Uh-oh, there goes my other leg .” Ignoring earlier pleas for the audience to avoid political questions, he fielded them and his opinion of Arizona’s controversial governor. “He’s tried five tim es to be governor,” Goldwater said. “He’s finally m ade it. I say let’s give him a chance. “ (Mecham) is an old fighter pilot, and so was I.
