The following stories outlining the history o f Bay’s involve­ ment in the department are the result a six-weeh investiga­ tion by State Press reporter T ricia Reason.— ed. Only so many problems ore tolerated in one department before that area Is clearly labeled as m ismanaged. In the case of ASU ’s Physical Facilities department, a long history at inform al grievances and employee unrest has branded Hie department with a m ajor com munication gap between management and workers. Despite improved relations in the past few months, the employee m orale is still far from being 100 percent solid. Workers still speak with bitterness of past injustices. Several sources for these stories refused to talk on the record for fear of retaliation. M any employees talk of hiring inequities and string-pulling in the latest allocation of m erit raises. Whether or not these injustices actually occur, the belief that they da exist points to a definite m orale problem that continue to rack the department’s productivity. The man at the helm is Herb Bay, hired for the new position of assistant vice president at Physical Facilities in November 1917. Bay*» qualifications for the job wore considered very good. He cam e to A SU with a bachelor of science degree in m echanical engineering. A registered engineer with no background in university work, he had nine years of ex­ perience managing large physical facilities projects in the Midwest. Members of the selection committee that hired Bay say he was undeniably the strangest candidate for the job. According to B ay’s boos, Vico P resident for B usiness A f­ fa irs Jack P onkk, things ran smoothly for the first tone months. Then the problems began to crop up. ' Some eoureoa say that the m anner in which Bay was brought into Physical Fa cilities created a Hndsrbox of resentment. Bay’s predecessor, John Ellington, had held the dual positions of director of physical plant and director of planning and construction. He had boon a t ASU for nearly two decades. These past loyalties were further com­ plicated by B ay’s inability to adapt his m insgam f nt style to a university r nmmimity, sources say. “ Communication is generally at the root of m ost management problem s,” Phelps said. “ You have to communicate differently to a college or university community than you do in the private sector. “ G enerally in a university community the employees are much more aware of due pro­ cess and in general are more astute,” he added. “ You have to negotiate directly with them, and share common problems and common understandings with them.” B a y subsequently was given an open job position to fill with one of his own men. He plucked Robert F a ils from his job as a budget coordinator in the College of Business to be the new director of manage­ ment and support services in December 1177. According to Phelps, F a ils was hired because there was need for someone to m onitor budgets and other Physical Fa cilitie s activities. But F a ils ’ authority in the department soon becam e more broadly based. Bay delegated areas such as the custodians, keysbop, warehouse and movers to Fa ils. In the eyes of many unhappy employees, F a ils name soon became synonymous with B ay’s. They refer to F a ils as being B ays’ right-hand man, and com plaints of alleged retaliation and harassment often are directed against both of them. W ith t h is b a c k g ro u n d of misunderstandings and m isplaced resent­ ment, the first m ajor problem with the Physical Facilities department under Bay arose in the A SU Electric Shop in the fa il of I97t. A University police investigatian into alleged theft of site m ataríais compounded friction between shop supervisor W alt DoUbaum and some electricians. The unrest led Bay to hand down a forced weekend overtime policy that sent the E le c ­ tric Shop employees to the U niversity Grievance Committee in January 117». "There was low m orale,” said form er electrician Bob Cendra. “This wasn’t a hap­ py bunch of guys. I know some men who have just gone out and hid for the day out of disgust.” M orale in the department got so law by M arch 1979 that the electricians pooled their resources and raised 91,000 to hire an at­ torney to represent them. According to electrician Lee Locker, 10 of the 25 electricians in the department were unhappy, and “ things were kind of unsettled.” The electric shop controversy rocked r m “ hands-on” training, but w ill be a review of driving hazards that arise in city and country driving situation. ly are held three or four times a month fo r people who get dosed out of a ses­ sion. These thousands of would-be scholars rush about this spread-out, maze-like campus over busy and dangerous rondo, and even through parts of Tem po’s busin ess area. Recent­ ly , a Phoenix Gazette article told o f a $35.7 m illion expansion plan for a ll three Arizona universities. I shudder at the thought of expanding ASU It is tea large and extremely confu sing as it is now. Commuters who drive daily from Phoenix have always had a p e a t deal of difficulty due to the few traffic routes ■leading to Tem pe and with the biting frustration of inadequate parking at ASU. Money for m ore parking lots would be well spent, but funding far more buildings at ASU is a ridiculous and im ­ practical idea. Because the number of students atteh1 ding universities is still rising, it’s ob­ vious it is necessary for the state to in­ vest in another university. The Gazette article briefly mentioned the plan for an ASU branch in western M aricopa County I which would eventually become an in­ dependent university. Our state’s population is expected to double in about 10 years. CSnildiwing a university m ight take M years to establish itself, I’m in favor of an im ­ mediate decision to build a f sixth univer­ sity. The Regents have Mscuased the need for fumfing projects, and it seams those might be a IS percent hike intuition fees. Universities m ay issue construction bonds financed fay higher tuition. Em ployees in the shop have “a whole new outlook," according to electrician Les Locker, who has been at ASU for 10years. “ In the p a st (assistant vice president of Physical Facilities) Herb B ay’s at­ titude to the electric shop had been if you don’t like it hit the road,” Locker said. “ B ut in the last month or so Herb B ay has met with us and has said he has finally com e to see that we have some grievances,” he added. Three electricians were accu sed of s t e a lin g m aterials from job sites. A c­ cording to one of them, Bob Condra, ASU Police were ordered to conduct an in­ vestigation by B ay after the three electricians were con­ sidered “ trouble-makers.” “ It was a set-up,” Condra claim s. “ They (manage­ ment) just flat out didn’t give a shit. Management had no re s p o n s ib ilit y fo r e m p lo y e e s , and subsequently the employees felt the same way about their work. “This wasn’t a happy bunch of guys. I’ve seen men just go out and hid for the day out of disgust ” A M arch «, 191» Stale Prees article r eported that A SU Police had no record of an investigation. However, Bay said that although be was blamed for the investigation, he was not aware of the probe until it had already bean initiated by Dollbaum. Jim Bobbett said the departinent was “ the most unbelievable place I’ve been to' They were more con­ cerned about management and control of the department than . . with the quality and direction of the kind of work they’re involved in .” Bobbett worked at ASU from September to December 1979. He said be left voluntarily because he was convinced he was responsible for campus construction that was be­ ing done without a registered arcM tect or engineer. He said that after he questioned the legality of the con­ struction, Physical Facilities Assistant Vice President Herb Bay told him to drop the issue and “ not to worry about it.” “ Then they (Bay and D irector of Management Support Services Robert Fa ils) got mad at me and decided I was a troublem aker,” be said. Bay and F a ils both have refused to comment on the allegations. Bobbett said Bay indirectly applied “ enough pressure that I wanted to leave im mediately. I knew if I stayed it would take two years to hassle it a ll.” Bobbett now works with M s own private development company.
