Consequently, m any of our new students each y e a r a re upper-classm en. Un­ fortunately, juniors an d seniors need sm aller th an freshm en and sophom ores. The cost of educating a n upper­ classm en is significantly m ore than the co st of educating a freshm an. r* T here is only one m ajo r com m unity college in Tucson. T here is none in F lag staff. T here a re sev eral in Phoenix and its environs. If the s ta te leg islato rs fail to take this into account when com puting the budgets, ASU w ill find itse lf penalized fo r co­ operating w ith th e V alley’s com m unity colleges.
