Arizona Department of Education Dear Parent: The people of Arizona are entitled to know how their student test scores compare with those of other states. I’m pleased to report that Arizona students perform above the national average. In grades two through nine, all students take the Terra Nova, a national test. As shown on page 2 in this booklet, Arizona students perform above the national average. In the Scholastic Aptitude Test, and the ACT college entrance test, Arizona students also perform above the national average. In a RAND study of NAEP (National Assessment of Education Progress) scores, adjusted for family characteristics, Arizona students also performed above the national average (p. 3). Continued from front page Many people are surprised by this because of studies that confuse how much Arizona spends per pupil, versus test scores, which measure student learning. According to Education Week, which is an objective publication, Arizona is next to last in spending per pupil (p. 4). Despite that, our students perform above the national average. I believe that if we increased funding to something close to the national average, because of our emphasis on academic rigor and accountability, we could be in the top ten states in test scores. The same is true for our graduation rate. The gold standard measurements for this are conducted by Education Week, The Manhattan Institute, and the Urban Institute. All three studies show Arizona’s graduation rate at about the national average, about 70%, and far above comparison states: Texas – 66.8%; New Mexico – 56.7%; Florida – 57.5% (p. 5). The Fordham Foundation, which studies state standards, ranks Arizona first in the nation in “curricular content, standards-based reform, and school choice.” The Chief Historian for the History Channel, stated at a news conference: “We analyzed the history curriculum of every state... And it was Arizona that stood head and shoulders ahead of the other 49.” The most important measure is how well students are doing academically. That’s what counts. By that standard, Arizona students perform above the national average. To obtain diplomas, students will be required to pass the AIMS test. Test questions measure only materials covered in class. Students who attend class regularly perform well, but teachers cannot instruct students who are not present. Homework Students who do homework achieve at a higher level. Helping children with homework is a wonderful way for parents and children to interact. Discipline Parents need to teach students facing discipline that actions have consequences. When parents fight teachers, and teachers are not supported in disciplining disruptive students, some teachers tend to give up. That has led to anarchy in some public schools across the country.
