Mission To set the standard for personal and community health through direct care delivery, science, public policy and leadership. Vision Leadership for a Healthy Arizona Governor Brewer, Speaker Adams, and President Burns: Challenging times have forced all Americans to reconsider priorities and learn how to achieve goals with fewer resources. These difficult situations have brought out the best in staff, sparking creativity and innovation that has permeated through the entire Arizona Department of Health Services. The Department has successfully dealt with a novel pandemic flu, found solutions that balance the need of having licensing services selfsustain while mitigating potential harm to businesses, and proposed common sense approaches for tackling obesity through better nutrition policy. This Annual Report also reflects a new approach to business. Gone are the days of large reports that merely report on other reports. Like the Department, this Annual Report is trimmed downed and focused on what matters most – the health of Arizonans. Rather than re-creating work, under each of the following statutorily required reporting areas, you will now find links to areas that already describe what we have done and how we are doing. First, let me give you a few highlights of what happened at ADHS in 2009.  ADHS aced the first influenza pandemic in 40 years www.azdhs.gov/flu/;  Overhauled the WIC program to focus on a much more nutritious blend of foods www.azwic.gov, and started a nationwide movement to change the food stamp program (SNAP) from a calorie program to a nutrition program;  Created the new Empower Pack program for preschools that improve physical activity and nutrition for our youngest- an idea that came out of our licensing fee increase;  Developed a network of more than 20 new Cardiac Arrest Centers and Primary StrokeCenters across the state that are dramatically improving outcomes for folks that have a cardiac arrest or a stroke;  Led the national shift to continuous chest compression CPR from the old compression/breathing method www.azshare.gov/;  Began development of Arizona’s Trauma System- adding 8 new Level IV Trauma Centers and 1 new nationally recognized pediatric trauma center;  Implemented a brand new and tested youth tobacco campaign, Venomocity, www.venomocity.com and helped thousands of Arizonan’s Kick the Habit through our www.ashline.com services;  Helped develop a state of the art on-line Outcomes Dashboard to give choice and voice to folks with serious mental illnesses in Maricopa County- improving their ability to better participate in their path to Recovery download the Dashboard here;  Inspected hundreds of Nursing Homes (Long-term Care), Assisted Living Facilities, Medical Facilities, Behavioral Health Providers, and Child Care centers and homes to make sure that folks are being treated right and have a safe environment;  Converted our licensing programs to become self sufficient, and sharpened our surveys to focus on the most important elements of care, and allowing folks to review the latest scores using our Facility Search tool;  Tested thousands of biological samples for a variety of viruses and bacteria including H1N1, tuberculosis, West Nile virus, rabies, and dozens of other diseases so counties and doctors can help slow the spread of disease and help people become healthier through our Public Health Microbiology program;  Ensured that hundreds of clinical and environmental laboratories across the state are doing things right and providing good results through our Laboratory Licensure & Certification program;  Tested thousands of water samples for Environmental & Analytical Chemistry and bacteria so that counties and cities can provide safe water to their residents;  Identified Nursing Homes (Long-term Care) and Assisted Living Facilities that were jeopardizing the health of their residents and worked with them to make immediate corrections so that the residents are safe;  Created an inter-disciplinary team from around the Department to develop an integrated tobacco prevention program together- expanding our tobacco prevention efforts way beyond it’s former borders- integrating tobacco control into programs throughout AZ’s behavioral health system. Here are the eight topics required by statute in the Annual Report.  Each year, ADHS compiles the Arizona Health Status and Vital Statistics with information on vital statistics and the health status of Arizona residents. The report highlights both the statewide trends and patterns in the general population, as well as inequalities in the health status among ethnic groups and Arizona's counties.  2009 was a year of great change and accomplishment at ADHS. The Department turned challenges into opportunities and made good change even better. State of Agency 2009  The County Public Health Departments had many accomplishments in 2009.  ADHS monitors and tracks various diseases throughout the state.  Millions of dollars are spent to protect public health in the state and in each county.  The single most important step our state can take to improve public health is to reduce obesity.  The Arizona State Hospital maintains an important role for the Department.  ADHS has a responsibility for children with special needs through Children’s Rehabilitative Services.
