$54,304,282 in donations to private school tuition organizations were
reported to the Arizona Department of Revenue for 2007. This is an
increase of 6.5% over the $51,011,815 reported for 2006.
76,066 donations to private school tuition organizations were reported,
an increase of 3.3% over 2006.
The Department was aware of 55 school tuition organizations operating in
Arizona in 2007, one less than in 2006.
The average donation in 2007 was $714. This is an increase from the
$693 average in 2006.
Scholarships paid by school tuition organizations in 2007 totaled $48.6
million, a 19.7% increase over the amount of scholarships paid in 2006.
The number of scholarships paid in 2007 was 27,153, a 10.0% increase
over the 24,678 scholarships paid in 2006.
359 private schools in Arizona received scholarship money from school
tuition organizations, 2 more than last year.
2 school tuition organizations gave scholarships to only one private
school.
3 school tuition organizations gave scholarships to 100 or more private
schools.
The smallest average scholarship paid by a school tuition organization to
a school was $4.50, paid by the School Tuition Association of Yuma to
Chandler Christian School.
The largest average scholarship paid by a school tuition organization to a
school was $12,906, paid by New Valley Education Partners to the New
Way Learning Academy.
The majority of the scholarships (62.2%) and the scholarship money
(66.1%) was paid to schools in Maricopa County.

PRIVATE SCHOOL TUITION ORGANIZATIONS:
REPORTING FOR 2007
Arizona’s individual income tax credit for contributions to school tuition
organizations, referred to as the private school tax credit, is governed by A.R.S.
§43-1089. School tuition organizations (STOs) must report the following
information to the Arizona Department of Revenue by February 28:

The name, address and contact name of the STO.
The number of contributions received in the previous calendar year.
The dollar amount of contributions received in the previous calendar year.
The number of children 1 awarded scholarships or grants during the
previous calendar year.
5. The dollar amount of scholarships and grants awarded during the
previous calendar year.
6. The name and address of each qualified school2 receiving the scholarships
or grant money, along with the number and dollar amount of scholarships
or grants provided to each school.

The Arizona Department of Revenue is aware of 55 STOs operating in Arizona
in 2007, down from 56 in 2006. (One new STO formed in 2007, School Choice
Arizona, and two STOs disbanded, Bret Reed Freesmeyer Memorial Scholarship
Fund and Patagonia Scholarship Fund.) The number and amount of donations
are set out in the following table. For calendar year 2007, $54.3 million has
been reported by 55 STOs, a 6.5% increase over the donations reported for
2006.
Arizona Christian School Tuition Organization is the largest school tuition
organization in terms of number and amount of donations received. Arizona
Christian School Tuition Organization reported $11.4 million in donations,
21.0% of the total. The Catholic Tuition Organization of the Diocese of Phoenix
reported $10.7 million in donations, 19.6% of the total reported. These two
organizations received more than 40% of the total donations. To review the
donations reported by each STO, see Appendix I at the end of this report.

STOs reported 27,153 scholarships paid for $48.6 million in 2007, an average
of $1,788 per scholarship 7. This is a 19.7% increase in total scholarships
reported over calendar year 2006 and an 8.8% increase in the average
scholarship. The following table shows the history of scholarships and grants
paid out by STOs, based on information reported to the Department of
Revenue. The range of average scholarship amounts paid by the individual
STOs is from $333 (Carden Schools Scholarship Fund) to $8,503 (Maricopa
County Schoolhouse Foundation). To review the scholarships paid by each
STO, see Appendix II at the end of this report.

Of the 55 STOs that actually paid scholarships in 2007 (one newly formed STO,
School Choice Arizona, paid no scholarships), 37 increased their average
scholarship amount from the prior year. Four STOs paid scholarships for the
first time, so their average scholarship amount neither increased nor
decreased.
STOs provided scholarships and grants to 359 private schools throughout
Arizona. There were 35 private schools that received scholarship money in
2006 year that did not receive any scholarship money in 2007.
Arizona Scholarship Fund provided scholarships and grants to 133 schools,
more schools than any other STO. Appendix III, at the end of this report, lists
the number of schools to which each STO provided scholarships and how many
more or less schools received scholarships from the STO in the prior year. For
example, Arizona Adventist Scholarships provided scholarships to 16 schools in
2007, which is the same as last year. That information is aggregated in the
following table.

As shown above, two STOs gave scholarships to only one private school. Those
two STOs are Life Development Institute Education Fund and Maricopa County
Schoolhouse Foundation. Not mentioned in the table above is one STO that did

not pay any scholarships in 2007. School Choice Arizona is a new STO that will
be making its first scholarship awards in 2008.
One private school, Northwest Christian School, received scholarship/grant
money from twelve different STOs. Two private schools, Desert Christian
Unified

In other words, 158 private schools received scholarship/grant money from
only one STO. There were 68 private schools that received scholarship/grant
money from two STOs.
The smallest average scholarship paid by an STO to one private school was
$4.50 paid by the School Tuition Association of Yuma to Chandler Christian
School. The highest average scholarship paid by an STO to one private school
was $12,906 paid by New Valley Education Partners to New Way Learning
Academy.
The most scholarship/grant money received by one private school from all STOs
was $1,526,024 for 993 scholarships ($1,537 average) to Northwest Christian
School in Phoenix. Appendix IV lists the 359 private schools that received
scholarship/grant money, the number of scholarships, the amount and the
average scholarship. This table also shows the percent change in amount of
scholarship money received and the percent change in the average scholarship
paid if the school also received scholarship money in 2006.
The following table presents the distribution of average scholarships. For
example, the average scholarship received by seven private schools was

between $1 and $250. The average scholarship received by 15 private schools
was between $251 and $500.

In terms of where the scholarship/grant money went within Arizona, the most
money went to schools within the city of Phoenix. Slightly more than 31% of
the scholarships went to 77 private schools in Phoenix and about 35% of the
money. As would be expected, 62% of all scholarships granted went to schools
in Maricopa County and 66% of the money, nearly the same percentages as in
2006. The following table shows the number of scholarships the amount of
scholarships and the average scholarship paid out by county.

received, the average scholarship and the percent change from 2006. It also
shows the rank for 2007 and for 2006, which indicates the city or town with the
highest average scholarship (Paradise Valley #1 with an average scholarship of
$5,197) to the lowest average scholarship (Bylas #62 with an average
scholarship of $191).
