The TA IUP describes WIFA’s plan to utilize various sources of funds to support three types of technical assistance during Technical Assistance Funding Cycle 2010: ƒ Project Technical Assistance – WIFA will assist an individual drinking water or wastewater system to conceive, plan, design, and develop infrastructure. ƒ Policy Technical Assistance – WIFA will develop and distribute guidance or perform related activities to benefit a wide range of drinking water and wastewater systems ƒ Operational Technical Assistance – The Arizona Department of Environmental Quality (ADEQ) will assist individual drinking water and wastewater systems to improve day-to-day operations. Section 2: Funding Sources & Uses WIFA intends to allocate $1,450,000 to technical assistance during Technical Assistance Funding Cycle 2010. As shown in Table 1 below, WIFA intends to allocate $700,000 for drinking water technical assistance and $300,000 for clean water technical assistance. During Funding Cycle 2010, WIFA intends to support a variety of Policy Technical Assistance studies, surveys, and related activities for the benefit of a wide range of water and wastewater systems as summarized in Section 4. The ADEQ will use funds to provide Operational Technical Assistance to drinking water and wastewater systems summarized in Section 5. Section 3: Project Technical Assistance Awards Eligible Systems WIFA solicits Project Technical Assistance applications from Arizona’s political subdivisions, public water systems and Indian communities as designated by the federal Clean Water and Drinking Water Acts. In accordance with criteria developed by stakeholders, WIFA awards Project Technical Assistance to individual drinking water and wastewater systems in accordance with the priority lists and fundable ranges described in this section and in the exhibits. Project Technical Assistance Priority Scoring Criteria WIFA ranks requests on the priority lists by priority score using the following formula: Priority Score = Existing Conditions + Project Benefits + Local Fiscal Capacity. Section 4: Policy Technical Assistance Throughout the Funding Cycle and as circumstances require WIFA may fund Policy Technical Assistance projects. The Board will act to add Policy Technical Assistance at a Public Meeting of the Board. Section 5: Operational Technical Assistance The ADEQ Water Quality Division, Drinking Water Section, offers the Capacity Development Technical Assistance Program to regulated Public Water Systems to provide system evaluations and on-site technical assistance at no cost to the system owner. The assistance is targeted to maintain and improve technical, managerial, financial, security and energy usage components of drinking water facility operations. Eligible systems may request a System Evaluation, an Energy Audit, or an Operations & Maintenance Package (Includes Site Sampling Plan, System Schematic, Emergency Operation Plan, Operations and Maintenance Plan and Vulnerability Assessment) that will be conducted by thirdparty state-approved contractors. In addition, ADEQ will fund a Border Infrastructure Engineer with some Operational Technical Assistance funds. The Border Infrastructure Engineer will be available to provide value engineering services to WIFA projects as well as provide Arizona border communities with technical assistance and support to address water and wastewater infrastructure deficiencies. If the funding is not used for Operational Technical Assistance during the Funding Cycle, WIFA will reallocate the funding to Project or Policy Technical Assistance. A public hearing was conducted in Phoenix on Monday, June 22nd, 2009 at the Arizona Department of Environmental Quality-1110 W. Washington St. Room 130, Phoenix, AZ 85007 from 1:00 p.m. to 2:00 p.m. Three representatives from the City of Phoenix spoke on behalf of the Town of Miami. Miami’s project is ranked first on the fundable range for Clean Water Project Technical Assistance, which awards the town $26,700 with a $13,300 match. The town would like the maximum award of $35,000. A representative of Global Water attended but did not provide comment. The WIFA Board of Directors will adopt the Final TA IUP and PLs on June 25, 2009 at WIFA’s bimonthly board meeting. The IUP and PLs will become effective on July 1, 2009.
