We are responding to your questions as follows: The Wash "B" discharge discrepancy has been corrected. Unfortunately, your copy of the previous report was bound with the wrong HEC-2 runs which were from a prior draft. The corrected sheets are being provided to you and are attached in this submittal. The watershed delineation has been corrected , and the water surface elevations have been modified (co rrected). We believe that cu rrent mapping and modeling is correct; 1) 2) Wash "C" confluences with Wash "B" between Wash " B" cross-section s 5 and 6. We have reviewed the profile for Wash "B " and found that the water surface elevation at the true point of confluence is 3624.93, and the energy grade line is 3630.68. We then reanalyzed "Wash C" by extending the HEC-2 to the confluence by adding cross-sections 1.1 with a "known" water surface elevation of 3624.93. Dthk TINEO.Itr ICON Consultants USA Inc. In comparing the energy grade lines of Wash "C" and Wash " B" at the confluence, it is apparent that a hydraulic change does occur where Wash "C" empties into Wash " B". Since the HEC-2 model does not indicate that the supercritical water surface in Wash "C" will rise above critical depth and the EGL of Wash "C" is less than HGL of Wash "B", no jump occurs. We believe a "bore" and backwater is more likely than a jump. However, it may be safer to assume a jump cou ld occur. In any event, the area will be left natural, and any erosion hazard setback wil l have to reflect the velocities associated with this condition. We trust that the above comments render the reports acceptable for approval. We would like to compliment you and Mr. Morrison for your assistance in this project and your prompt turnaround time on this review. We hope that the information provided will be useful for the Flood Control District and issues of Floodplain Management and proper approaches to regulation of development in this area. The comments that follow are in respect to the submined analysis only. Please provide a wrinen response to each comment and make the corresponding changes to the report if necessary. 1. There appears to be a discrepancy in the discharges for Wash "B". According to the HEC-2 input the flow amount varies from 1651 cfs for cross sections 14 through 6 and 3378 cfs for cross sections 5 through I. However, map #4 shows a discharge of 3302 cfs for sections 14 through 6 and map #3 shows a discharge of 3378 cfs from sections 5 through 1. Please explain. 2. According to maps 3 and 4 Wash "C" flows into Wash "!3". The most downstream cross section of Wash "C' is section I. The Wash "B" cross section that is adjacent to this section is section 6. According to map #3 the watersurface elevation for Wash "C" at cross section I is 24.15. But, according to map #4 the watersurface elevation for Wash "B" at cross section 6 is 27.45.
