The survey used for the Arizona Gang Threat Assessment was based upon the National Gang Threat Assessment conducted by the National Alliance of Gang Investigators Associations, in partnership with the Federal Bureau of Investigation, National Drug Intelligence Center, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives. The survey was designed to seek information from local law enforcement about the gangs in their jurisdictions and their level of activity. This report provides statewide results from the 2013 Gang Threat Assessment and compares it to similar data collected from 2007 to 2011, when available, to illustrate changes over time. Results of the threat assessment from local agencies have also been aggregated to the county level for 13 of the 15 Arizona counties, and are contained in the appendices of this report. Responding agencies from Greenlee and La Paz counties reported no gang presence in their jurisdictions, therefore no information on gangs and gang activity in those counties will be presented in the appendices. Findings  Gangs were reported to be active in 50 of the 64 jurisdictions (78.1 percent) that responded to the survey in 2013. Together, the 45 agencies that reported the number of active gang members in their communities estimated that there are 20,050 active gang members in their jurisdictions.  Slightly more than half (52.0 percent) of responding agencies with a gang presence reported that gangs were expanding their scope of activities.  Half of the agencies reported that gang activity had increased in the prior 6 months, with over 40.0 percent reporting that gang activity has increased over the last 12 months, and last five years (43.5 percent and 48.9 percent, respectively). Half of the agencies (50.0 percent) reported that gang activity either stayed the same or decreased in the six-month period preceding the survey, with 56.5 percent of agencies indicating that gang activity had either stayed the same or decreased over the last 12 months.  26.5 percent of agencies reported a high level of gang involvement in burglaries, followed by 17.0 percent in vandalism/graffiti/tagging, and 14.6 percent in robberies.  38.8 percent of agencies reported a high level of gang involvement in the sale of marijuana (a decrease from 45.5 percent, which was reported in 2011), followed by 34.7 percent reporting a high level of gang involvement in the sale of methamphetamine (an increase from 26.7 percent in 2011). The percent of agencies reporting a high level of gang involvement in heroin sales experienced a large decrease, dropping from 20.0 percent in 2011, to 8.2 1 percent in 2013. Interestingly, 14.9 percent of agencies reported a high level of gang involvement in pharmaceutical sales in 2013, rising from 8.9 percent in 2011.  When asked about gang intervention strategies, law enforcement agencies identified law enforcement strategies (80.0 percent), identification of gang members (78.0 percent), Gang Immigration Intelligence Team Enforcement Mission (GIITEM, 68.0 percent), and joint efforts with other law enforcement agencies (66.0 percent) as the most effective strategies for responding to gangs and gang activity in their jurisdictions. 2013 Arizona Gang Threat Assessment 2 Introduction During the summer of 2013, the Arizona Criminal Justice Commission’s (ACJC) Statistical Analysis Center (SAC) surveyed law enforcement officers in Arizona regarding their perceptions and experience with gangs, gang members, and gang activity in their jurisdictions. This report examines and summarizes the results from the survey in compliance with the mandate of Arizona Revised Statutes (ARS) §41-2416, which requires ACJC to conduct an annual survey that measures the prevalence of gang activity in Arizona when monies are specifically appropriated for that purpose. As in past years, no funds were specifically appropriated for this assessment; however, because effectively addressing gangs and gang activity presents a significant challenge to Arizona’s law enforcement agencies and criminal justice system, ACJC continues to collect and share information on gangs and gang activity using existing resources. Research Methods Since 1990, ACJC has administered a gang survey to law enforcement agencies in Arizona. In the summer of 2007, the Arizona Gang Survey was replaced with the Arizona Gang Threat Assessment after feedback from the Arizona law enforcement community requesting a more in-depth analysis of current threats posed by gangs1. The Arizona Gang Threat Assessment was modeled after the National Gang Threat Assessment. The national assessment is a project of the National Alliance of Gang Investigators Associations in partnership with the Federal Bureau of Investigation, the National Drug Intelligence Center and the Bureau of Alcohol, Tobacco, Firearm and Explosives. The first national assessment was conducted in 2005, with surveys sent out to hundreds of gang investigators across the nation. The current Arizona Gang Threat Assessment survey was distributed to 109 law enforcement agencies throughout Arizona asking them a series of questions about gangs and gang activity in their jurisdictions. The survey was designed to gather information on gangs, gang members, gang activity, and other pertinent information to better understand the threat gangs pose to public safety. Of the 109 surveys distributed, 64 law enforcement agencies submitted a comple ted survey, resulting in a 58.7 percent overall response rate. Although this is a slight increase from 2011, the response rate is considerably lower than earlier iterations of the survey. It is important to note that the number of responding agencies, level of survey completion, as well as those reporting the presence of gangs, varies, and may not represent a comprehensive picture of the prevalence of gangs in a given county. Responding agencies from Greenlee and La Paz counties reported no gang presence in their jurisdictions, therefore no information on gangs and gang activity in those counties will be presented in the appendices. Gangs in Arizona Total Gang Membership Of the 64 agencies that responded to our request for information on gangs and gang activity in their jurisdictions in 2013, 78.1 percent (50 agencies) reported t h e presence of gangs, a slight increase from 2011 (Table 2). Together, the agencies that reported a gang presence estimated that there were 20,050 active gang members in their jurisdictions. Five of the agencies that reported gang activity were not able to provide an estimate of the number of active gang members in their jurisdiction. Estimation difficulties may be attributed to members who are not easily identifiable by association and paraphernalia, or the transient nature of some gangs that are part of larger gang networks that may not be geographically isolated, such as prison gangs or drug cartels. When asked whether gangs in their area 2 2010 data was previously included in the 2010 report as 2009 data. 2013 Arizona Gang Threat Assessment 4 were broadening their scope of activities, slightly more than half (52.0 percent) of respondents said yes (Table 3). This is a slight increase in the percentage of agencies reporting an expansion in the scope of gang activities since 2011. Additionally, a number of agencies advised that home invasions have increased, as well as burglaries, drug-related offenses, and violent crime as a whole. Of the participating law enforcement agencies with a gang presence, 18.8 percent reported that the level of gang activity in their jurisdiction had increased significantly in the six-month period prior to the survey (Figure 1), decreasing from 26.7 percent in 2011. More than 32.0 percent of responding agencies reported that gang activity increased slightly over the preceding 12 months (down from 42.0 percent in 2011), with 35.4 percent of agencies reporting no change over the last six months, and 37.0 percent reporting no change over the last 12 months. Such results indicate that while gang activity is generally increasing in some areas, it does not appear to be rising as rapidly as reported in past years. 2013 Arizona Gang Threat Assessment 5 Figure 1 Gang Involvement in Crimes and Drugs Agencies were asked to rate the level of gang involvement in 15 specific crimes in their jurisdictions by selecting one of five choices for each type of offense: high, moderate, low, none, and unknown. This question, as well as the response options, is intended to provide consistent measurements over time of gang involvement in a predetermined set of violent and property crimes. It is hoped that such an examination will allow agencies to reflect on any possible changes in gang enforcement and/or the introduction of gang interdiction strategies, and the effects on the amount of crime in their jurisdictions as a result. The crime type with the largest percentage of agencies reporting a high level of gang involvement in 2013 was burglary, followed by vandalism/graffiti/tagging (Table 4). Interestingly, while vandalism/graffiti/tagging has consistently been the most reported high-level gang crime (2007/2008/2010/2011), it experienced a large decrease from 53.3 percent in 2011, to 17.0 percent in 2013. Robbery rounded out the top three offenses reported as having a high level of gang involvement at 14.6 percent. There are numerous potential explanations for the drastic reduction in vandalism/graffiti/tagging, including targeted reduction efforts, situational crime prevention (e.g., safeguards in place to prevent access to tools/locations), as well as a reduction in occurrences due to the high visibility of these offenses, and potential opportunities for recognition/apprehension by law enforcement. Additionally, many responding agencies reported that gangs have been collaborating with one another to partake in more sophisticated offenses that yield larger profits and/or are orchestrated by larger gangs or cartels. The increase in burglary and robbery may in fact be representative of the shift toward gang coordination and a desire for profit, versus the marking of territory. 2013 Arizona Gang Threat Assessment 6 After agencies were asked about the involvement of gangs in the commission of specific crimes, they were given the opportunity to discuss additional crimes outside of those listed that are prevalent among gangs and gang members in their jurisdictions. Among those offenses reported were drive-by shootings, domestic violence offenses, truancy, petty theft and shoplifting, as well as drug offenses such as the importing of drugs, and drug smuggling across the Mexican border. Of the responding agencies, 30.6 percent reported that gangs were highly involved in street-level drug sales, a slight increase since 2011. Interestingly, the same percentage of agencies (30.6 percent) reported a moderate level of involvement, which is a decrease from 2011 (37.8 percent). Gang involvement in drug trafficking decreased from 2011, with only 8.2 percent of agencies reporting a high level of involvement. Drug manufacturing was not as common in reporting jurisdictions, with only 2.1 percent of agencies reporting a high level of gang involvement. There are many potential explanations for such a low number, including enforcement and the crackdown on meth labs, as well as a possible shift toward other drugs. Of all drugs examined in the survey, the highest level of gang involvement occurred with marijuana and methamphetamine sales, with 38.8 percent of agencies reporting a high level of gang involvement in the sale of marijuana, followed by 34.7 percent for methamphetamine. Synthetic drugs, specifically Spice, were identified, as well as bath salts and alcohol. Since synthetic drugs including Spice can typically be found on the internet, it is possible that the ease in which it can be acquired has contributed to its popularity. Level of Activity by Gang Responding agencies were asked to rate the level of activity of 17 specific gangs in their jurisdictions3. The gangs were chosen for inclusion in the Arizona assessment because they correspond to the gangs listed in the National Gang Threat Assessment, allowing for a state-to-nation comparison. It is important to note, however, that certain gangs may have a stronger presence in other areas of the country, therefore this list will continue to be modified in future versions to include gangs prevalent both nationally, as well as those identified by Arizona law enforcement as having a local presence. While national comparison is essential, local intelligence is also imperative for a thorough understanding of the gang landscape. When agencies were asked to rate the level of activity by each gang, 11 of the 17 gangs listed were identified by one or more agencies as having high levels of activity in their jurisdiction (Table 6). Among those gangs reported as having a high level of activity, Other4 was reported by 21.4 percent of agencies, followed by Hispanic Sureños (16.7 percent) and Hells Angels Outlaw Motorcycle Gang (14.6 percent). With that said, the survey prompted agencies to list any additional gangs that have asserted their presence in their respective jurisdictions. Although each agency has gangs unique to their neighborhoods and cities, many appear across jurisdictional lines. Outside of those named in Table 6, Outlaw Motorcycle Gangs such as Mongols, Huns, and Vagos have a presence in several jurisdictions, in addition to Juggalos, Brown Pride, and many subsets of Crips and Bloods. Level of Gang Coordination With the introduction of new gangs and trends, it is vital to examine the possibility of coordination among gangs for the purpose of committing crime or establishing a criminal enterprise. 51.2 percent of agencies with a gang presence reported some sort of coordination taking place among gangs (Table 7). The most common theme to emerge was coordination for drug-related activity, specifically sales and trafficking. Notably, coordination with prison gangs was cited as being common among respondents, with street-level gangs conducting business on behalf of prison gangs, and acting as “soldiers” for those in custody. It is possible that because of the increased networking between prison gangs/trafficking organizations and smaller street gangs, coordination efforts are concealed within multiple channels and levels of communication. Prior to 2009 this question was open-ended, but has since been modified to provide categories that have commonly appeared in past surveys. Law enforcement was followed by identification of gang members (78.0 percent), GIITEM (68.0 percent), and joint efforts with other agencies (66.0 percent). School, community, and special prosecution programs were among the least identified in terms of their perceived effectiveness, however, school programs and special prosecution programs did see slight increases since 2011. As a result, many agencies participate in or lead a multi-agency task force designed to tackle gang issues that may be surfacing, as well as to share intelligence and strategic processes that can be beneficial when dealing with cross-jurisdictional gangs. When the question of participating or leading a multi-agency task force was posed to respondents, more than half (56.0 percent) indicated that they did in fact participate in this type of alliance. When asked to elaborate on additional collaborations and/or methods used to combat their gang issue, respondents most commonly cited GIITEM, Fusion Centers, as well as meetings relating to specific gang units and/or agencies on both local and federal levels. Of the agencies not currently participating, staffing and funding issues were identified as hindrances to task force involvement. Furthermore, the survey inquired about the information sharing that takes place among law enforcement agencies, namely the dissemination of materials discussing pressing gang problems, and/or the identification of new members and organizations. Once prompted for an open-ended response, information sharing platforms such as GangNet, agency bulletins and memos, as well as gang meetings were those most commonly identified. Other sources included gang rosters, Coplink, and a variety of other record-keeping databases designed to house gang intelligence information. 2013 Arizona Gang Threat Assessment 13 Conclusion In order to understand the breadth of the gang problem in Arizona, it is crucial that we continuously tap into the experience and knowledge possessed by law enforcement agencies who preside over jurisdictions with a gang presence. Assessing not only the prevalence of gangs, but the scope of their activities allows us to understand the most popular criminal activities that characterize such organizations, and the shifts that have occurred as a result of the ever-changing drug market, the presence of large-scale gangs which permeate several areas simultaneously, and the suppression strategies employed by criminal justice system agencies. It is through this type of examination that we can gain insight into the gang problem in Arizona, and where future efforts to address the problem can be redirected. The percentage of agencies reporting a gang presence increased from 73.0 percent in 2011, to 78.1 percent in 2013. Among those with a gang presence, 52.0 percent advised that gangs were expanding their scope of activities, namely in the areas of collaboration with prison gangs, and an increase in drug-related crimes and violent crime. For drug offenses, 30.6 percent of responding agencies reported that gangs in their jurisdictions were highly involved in drug sales, a slight increase from 28.9 percent in 2011. While gangs remain highly involved in marijuana sales and methamphetamine sales, the number of agencies reporting a high level of involvement in heroin sales decreased from 20.0 percent in 2011, to 8.2 percent in 2013. In conjunction with these changes, 14.9 percent of responding agencies reported a high level of gang involvement in pharmaceutical sales, compared to 8.9 percent in 2011. This increase, coupled with 26.5 percent of agencies reporting a high level of gang involvement in burglaries, may indicate that gang members are shifting towards more commonly available drugs, many of which can be taken from a place of residence during the commission of a crime. Other gangs were reported by 21.4 percent of agencies as having a high level of activity, followed by Hispanic Sureños (16.7 percent) and Hells Angels Outlaw Motorcycle Gang (14.6 percent). Agencies identified the collaboration between prison gangs and street gangs as an emerging trend, as well as partnerships between local gangs for the purpose of profit-driven activities. These trends, coupled with the introduction of new gangs, illustrate the ongoing need for a consistent and thorough examination into Arizona’s gang landscape. The data contained in this report shed light on the scope and magnitude of the ever-changing gang presence in Arizona through the eyes of local law enforcement. We intend for this report to serve as a valuable resource for the development of future strategies, as well as a tool to foster informationsharing practices, help agencies to assess the distribution of resources, and aid in the formation of collaborative partnerships. Although this report serves as an invaluable overview of the gang presence in Arizona, it is hoped that increased participation in future administrations will broaden our understanding of gangs across Arizona. Future versions of the survey will incorporate more opportunities for agencies to highlight their specific gang problems, all while incorporating information gleaned from the current and past reports in order to focus on the gang problems deemed most significant, and in need of further examination.
