To the Honorable Jan Brewer Governor of the State of Arizona Dear Governor Brewer: We are pleased to submit to you and the citizens of Arizona the summary report of the Commission for the 2008 fiscal year. This report fulfills the requirements of the act that established the Arizona Commission on the Arts (A.R.S. § 41-981). Fiscal year 2008 was a challenging year for the nonprofit arts industry in Arizona. As the economy changed so did the resources that keep our Arizona arts industry strong. The Arts Commission continues to work to find new and creative ways to support this industry beyond the important funding it provides in every legislative district of the state. The arts industry in Arizona continues to provide substantial and meaningful service to the citizens and visitors of our state. The economic impact of the arts continues to rise, opportunities for cultural tourism grows in both rural and urban communities, and artists and arts organizations continue to assist our schools in providing a well balanced education for our young people. • • • • • • • • Reports for fiscal year 2008 show 8,512,800 people in all Arizona counties participated in Arts Commission-sponsored programs. 30% of projects take place in rural areas. 13% of projects were initiated by ethnic-run organizations. More than 1,699,066 students reached by Arts Commissioned-sponsored activities and programs. 427 projects reached Arizona’s young people and students (87% of all ACA projects). Education projects include artists-in-residence in schools and after-school programs, artist-teacher institutes, outreach by arts organizations, and programs by organizations whose primary mission is arts education. We continue to develop ways to enhance cultural tourism throughout the state through workshops, partnerships, and direct grants. Our Arts Link to Tourism and the Economy grant program supported activities in 5 Arizona communities including Bisbee, Flagstaff, Douglas, Wickenburg, and Prescott. We are interested in building community arts festivals throughout the state. These festivals demonstrate Arizona’s unique cultures to broad audiences. These festivals include Hispanic music festivals, Chinese Week, Native American Culture Days, Florence Multicultural Festival, among others. Festivals are entry point events for new attendees for the arts. They have a significant economic impact in the local community and provide substantial financial rewards in sales for participating artists. A fifteen Governor-appointed Commission guides agency policy. Additional connections to the community take place through meetings, conversations, and electronic communication with community leaders, educators, artists, and arts professionals and business leaders who take part in the Commission’s planning and review process. We conduct an annual satisfaction survey, which I am pleased to say finds that our constituents are quite pleased with our services and work. It is our pleasure to serve the state of Arizona and work to ensure that all Arizonans can participate in and experience the arts wherever they live. Goals • Arizonans live and work in healthy, vibrant communities, through the arts. • Arizonans implement public policy that recognizes and supports the pivotal role of the arts in society. • Arizonans experience lifelong opportunities to participate, create and learn through the arts. The History When Congress created the National Endowment for the Arts in 1965, they also gave funding to all state governments to form state arts commissions and asked them to conduct surveys of each state’s existing facilities, organizations and individuals engaged in the arts. Governor Samuel P. Goddard established the Arizona Commission on the Arts and Humanities as a state council by executive order on January 24, 1966. The 28th Arizona Legislature passed S.B. 139, establishing the Arizona Commission on the Arts and Humanities as a permanent state agency, and Governor Jack Williams signed the bill on March 13, 1967. The Arts Commission became the official agency of the State of Arizona “to stimulate and encourage public interest in the cultural resources, through the study and presentation of the performing arts and fine arts, to ensure that their role in the life of our communities will continue to grow and will play an even more significant part in the welfare and educational experience of our citizens.” In 1982, Governor Bruce Babbitt signed enabling legislation continuing the agency to 1992, and changing its name to the Arizona Commission on the Arts. Again in 1992, the Legislature and Governor Fife Symington reinstated the agency until 2002. In 2001, the Auditor General’s office conducted a nine-month-long Sunset Audit. The following year, the Legislature reauthorized the agency until 2012. Agency Overview The Commission’s leadership reaches into all areas of the state, supporting programs that contribute to student learning, connect people in rural communities and urban centers, that preserve the rich traditions of Arizona’s ethnic communities, encourage participation by people with disabilities and by citizens of all ages and strengthen artistic and administrative skills of arts organizations to help position them to better serve the people of Arizona. Through the Arizona Commission on the Arts, the state makes a strategic investment of public dollars to assure Arizona’s competitive edge in attracting knowledge workers and their businesses. The diversity of our artistic offerings also becomes a magnet for attracting tourists. This public investment encourages contributions from the private sector and leverages these dollars many times over, contributing enormously to the quality of life and education opportunities the people of Arizona expect. The agency represents the arts in policy discussions including economic development, cultural tourism, education, community development, public art and transportation design. The Arts Commission The Commission consists of a governing board of fifteen members, including one chairperson and one vice chairperson, appointed by the Governor of Arizona. Commission members serve terms of three years and are chosen for their demonstrated ability, good judgment and experience in arts-related fields. In addition, they are selected to ensure the geographic and ethnic representation of all areas of the state. Commission members attend quarterly Commission meetings, chair selection panels, award grants and formulate policy consistent with the enabling legislation. 5 All grants and awards from the Arts Commission are made in accordance with Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, American Disabilities Act, the Age Discrimination Act of 1975 and Title IX of the Education Amendments of 1972. Program Areas What does the Commission do? Respected as a leader in the national and Arizona arts community, the Arizona Commission on the arts continues to be an exemplary agency providing needed services to a statewide arts industry in a manner that is transparent and accountable to the citizens of Arizona. The Arizona Commission on the Arts is an agency of the State of Arizona whose mission is to create opportunities for all Arizonans to participate in and experience the arts. To that end, we deliver grants and support to cultivate sustainable arts communities and promote statewide public access to arts and cultural activities. Information and Referral The Commission offers staff and consultant resources with expertise in arts disciplines and community development, and provides referrals and information to help artists and arts organizations connect most effectively with their communities. Areas of expertise include organization development, community participation building, grants preparation, marketing, fundraising and board development. The Commission also has an extensive website so that constituents can access information from anywhere in the state at any time. www.azarts.gov Research The Commission receives and maintains a wide array of current information, data and materials in arts, arts education and related areas. The Commission can guide people to these resources through our website and publications available in our Arts Resource Center or to research at other service organizations and public agencies. The Commission also tracks research and statistics on a broad range of areas from cultural tourism to economic impact studies of the arts to the influence of arts education on student learning. Professional/Staff Assistance Commission program staff has expertise and experience in arts administration, arts disciplines and as facilitators. Constituents are encouraged to speak with staff about potential projects; discuss organizational or career development issues; ways in which they would like to connect to others in their communities or artforms; or to facilitate staff and board discussions. The Commission’s Consultant Services Roster offers consultants with experience in board development, marketing, fundraising, cultural tourism, community cultural inventories, arts participation research projects, accessibility and other specialized areas. The Commission makes the Consultant Services Roster available to arts organizations to assist with the costs of one-day consultancies. Consultancies leave organizations with ideas and tools to move forward on their own. Convening The Commission has become a catalyst and facilitator in bringing together members of the arts community around important issues. Each year the Commission sponsors the annual Southwest Arts Conference (SWAC) to discuss current topics in the arts. More than 450 arts workers, artists, and arts educators from around the state attend to hear national speakers and panels. Additionally the staff convenes workshops throughout the state each year. By bringing together groups of people, the staff can learn about issues in specific disciplines (music, dance, theatre, visual arts, literature) or programs such as arts education, presenting, and young leadership development. 6 In addition to their many other duties, Commission staff serve on panels, provide technical assistance, and present many convenings around the state such as the Governor’s Conference on Tourism, Arizona Department of Education, the Department of Commerce’s Rural Economic Development Conference, Arizona Department of Transportation T-21 Committee and the Arizona Museum Conference. The Commission also works with the Main Street programs to discuss how design and programmatic issues in the arts affect the economic viability of rural areas. Technology The Arizona Commission on the Arts website contains information on technology resources for arts and nonprofit organizations. The Commission is currently redesigning its website to be in compliance with GITA policy, but is also taking advantage of the migration to a new template to redesign how the agency communicates its values, goals, programs, and services. The redesigned website will go live before the end of the fiscal year 2009. In 2005, the agency launched EGOR (Electronic Grant Online Resource) for electronic submission of organization and school grants. Now in its third year, EGOR is a welcomed tool by our constituents. This electronic system continues to save time for both agency staff and constituents and supports the goal of a paper free office. Funding Funding offers the Arts Industry of Arizona resources to improve the quality and depth of programs available to the people of Arizona. Organizations The Arts Commission offers General Operating Support grants to not-for-profit arts organizations to provide the stability and infrastructure. This support allows organizations of all sizes to develop and present high-quality and effective programs for the public. This support is also available for local arts agencies and tribal museums. The Commission also awards Project grants in the disciplines of design and public art, literature, music, dance, multidisciplinary, theatre and visual and media arts. Project grants strengthen the quality of artistic resources available to communities. These art forms may be produced by discipline companies or provided to their communities by presenting organizations or festivals. Arts Learning Project grants connect practicing artists in all disciplines with schools, after-school programs, libraries, museums and other community settings. These programs reinforce the value of the arts as an essential part of basic education, support the implementation of the Arizona Arts Standards and provide students and teachers opportunities to explore the arts and participate in hands-on creative experiences with artists. Step into Arts Learning and Arts Learning Partner grants are two new programs that expand the reach of arts education in partnerships with arts organizations across the state and offer support to engage professional teaching artists in schools where there has been limited programming in the past. The Arizona Arts Education Research Institute supports research in arts education in partnership among the Commission, the Arizona Department of Education and the fine arts colleges of the three universities. Individual Artists Artist Projects encourage artists to pursue research and development and to extend their mastery of their art forms. The Arts Commission sees individual artists as small business entrepreneurs in communities large and small. Modest support both financial and technical help these small businesses grow and provide resources to their communities and grow our economy. The Commission launched the new Teaching Artist Roster, which uses the latest in Web 2.0 technology in 2008. This roster compiles a listing of juried artists in many disciplines who are interested and available to work in schools and communities. 7 Artists with official invitations to perform and present their work from governments outside of the United States may be selected for the International Arts Exchange. Artists can also apply for Professional Development awards to attend conferences and learning opportunities in order to further their professional artistic and management development. With the increasing popularity of the internet, the Commission has helped create three programs that connect artists to audiences via this new technology. ArtistsRegister.com is a non-juried listing for visual artists; WritersRegister.com for writers and PerformingArtistsRegister.com for performing artists. The three online registers are managed by the Western States Arts Federation. To connect people with disabilities with the arts, the Commission is part of a consortium of 40 organizations called ARTability. In-depth information on all these topics can be found on the website at www.azarts.gov. 8 Financial Assistance Awarded by the Commission (alphabetical by county and city) This section details each individual grant made to organizations and individuals in FY07-08. Organized alphabetically by county, and then by municipality within the county, this lists each grantee and the title of the project or grant type, and the sources of funds for the grant. How Were These Grants Selected? All grants are awarded through a process in which the organization or individual applies for support. If they meet eligibility requirements, their application is reviewed through the applicable process and criteria. Applicants must document and certify the use of the funds before payment is made, and they report on the project after completion. In some cases staff reviews and onsite visits compliment the grantmaking process. Where Does the Money Come From? Federal funds are provided through Congressional appropriations to the National Endowment for the Arts; Arizona receives funds through a Partnership Agreement (a portion is calculated by formula and a portion through a competitive review process) and Challenge America (designed to support programs in underserved areas). State funds are appropriated by the Arizona State Legislature. ATF denotes the Arts Trust Fund; these grants are specifically designated from a portion of the annual filing of businesses with the Corporation Commission, interest income from the state portion of Arizona ArtShare, the state’s arts endowment housed in the State Treasury and private funds at the Arizona Community Foundation. Other funds come from interest generated by Arizona ArtShare, a private endowment fund; the Bill Desmond Writers’ Fund; and a partnership with the Arizona Community Foundation.
