Or sign-up on-line at the United Blood Services website (https:// www.unitedbloodservices.org) The Government Finance Officers Association of the United States and Canada (GFOA) announced that the Town’s Fiscal Year 2016-2017 budget has received the GFOA’s distinguished Budget Presentation Award. The Award represents a significant achievement by the entity. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the town had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as a policy document, a financial plan, an operations guide, and a communication device. The budget document must be rated “proficient” in all four categories, and the fourteen mandatory criteria within those categories, to receive the award. By receiving the award, the town has demonstrated efforts to improve the quality of budgeting. According to the GFOA website, the GFOA is a major professional association servicing the needs of 19,000 appointed and elected local, state government officials and other finance practitioners. Congratulations to town council and staff! We are preparing for the FY 17-18 Budget currently. The FY 17-18 begins on July 1, 2017 and ends on June 30, 2018. The budget process is open and transparent; the discussions are held at public meetings and agendas will be posted on the Town’s website, www.dhaz.gov. Town FY 17-18 Budget preparations have begun. Council discussion meetings are tentatively scheduled for April 25, May 9 and May 23 at 9 am. Please call Town Office or visit the Town’s website, www.dhaz.gov, for detailed schedules a few days before the meeting dates. Effort continues to create emer- gency access to and from Blue Hills area. The Town’s past and current councils are concerned about the lack of additional emergency ingress/egress in the Blue Hills area. The Town’s 2009 General Plan identified some “Potential Alternative Connector Corridors” that could create a looping system for the Blue Hills area. One of the “corridors” crosses a portion of the Bureau of Land Management (BLM) property which is located between Read Star Rd. (private road) and Riffle Ridge Road/Prescott Dells Ranch Rd. (private roads and connect to SR 69). This crossing through the BLM land would connect Prescott Dells Ranch Rd. to the southernmost part of the Blue Hills. After the Town’s Blue Hills and Foothills neighborhoods earned the “FIREWISE USA” designation, the FireWise Board has become increasingly concerned about the emergency ingress/ egress issue. At the April 18th meeting, Council heard a presentation from the FireWise Board regarding the need to begin to work on the connector on BLM land. County Supervisor Tom Thurman attended the meeting and voiced his support. Council directed a letter urging BLM to construct a crossing through their property in the Blue Hills area. The crossing would connect the existing accesses and create an alternative passable route in and out of the Blue Hills area. Council directs the Planning and Zoning commission to consider possible zoning amendments for the sections with dual zoning There are a number of parcels crossed by zoning district boundaries, leaving the properties in multiple zoning districts (See the attached example). Although the split zoning areas existed before the town became incorporated in December 2004, this past year the Town received a few ZONING Continued on page 2 2 The Dewey-Humboldt Newsletter ZONING Continued from page 1 calls seeking clarification of how to use the properties given the split-zoning situation. On February 21, 2017, the P&Z received direction from the Town Council to make it a top priority for their work to propose a strategy for the Town to address this issue. At the April 18, 2017 Council meeting, P&Z Chair met with the Council and received direction from the Council to develop a plan for only one of the split zoning areas. Council also guided the P&Z to deal with only the parcels split by the zoning lines. Town Planning and Zoning Commission meets on the first Thursday after the first regular council meeting. COMMUNITY DEVELOPMENT CORNER Permit fee schedule and refund by Don Roberts, Building Official/ Inspector Building permit Fees are calculated based on project valuation. A plan review is performed to determine the square footage of livable space, garage size, patio, electrical, plumbing etc., then the cost for each item is determined using the valuation fee schedule. The valuation fee schedule provides for the cost of the Building Permit fee and plan review fee. Town Code Chapter 150, Appendix A: Valuation and Fee Schedule states building permits are calculated per the Yavapai County Valuation and Fee Schedule. Please call Don Roberts, Town Build- ing Official at 632-7362, if you wish to review the valuation schedule. Once you are ready to proceed with a building permit and pay the fees, please be aware that only a portion of the fees can be refunded. Town Code Section 150.01 Building Codes Administrative Code; 109.07: Fee Refunds provide for the following: The Building Official may authorize refunding the greater of $25.00 or 25% of the Building Permit fee paid when no work and no inspection has been done on an issued permit. The Building Official shall not authorize the refunding of any fee paid upon a written application filed by the original applicant later than 180 days after the date of fee payment. We understand that planning for a building project is quite involved and often times means a big financial commitment. Before you begin, we encourage you to call Don Roberts for some advice and consultation on the process. Don will be happy to provide and review an estimate of fees with you. Melissa Ruffner, Arizona Historian; Dean Cook, Cowboy Poet; Arizona Rough Riders; and the Arizona Rangers will be the speakers. Demonstrations will include the Phoenix Gold Prospectors, panning for gold; Eric LaBlac, blacksmithing; Sandy Geiger and Judy Kaufman, weaving; and the members of the Dewey-Humboldt Society demonstrating mining, DeweyHumboldt Town history, and Native Americans that lived in our area. The Summer Meal Program is funded by the U.S. Department of Agriculture (USDA) Child Nutrition Program, which was established to ensure all children, ages 18 and younger, continue to receive nutritious meals over the summer months for FREE. Free Meals will be provided at the sites and times as follows: Monday through Friday. We will be closed on the 4th of July. This program is for ALL children! SWEET 'N SPICY SRIRACHA GLAZED SALMON From The Skinnytaste Cookbook 1/4 cup reduced-sodium soy sauce 2 tablespoons honey 1 tablespoon rice vinegar 1 tablespoon Sriracha sauce or to taste 1 tablespoon grated fresh ginger 1 tablespoon minced garlic 1 lb wild salmon fillet cut into 4 pieces 1 1/2 teaspoons sesame oil 2 tablespoons finely chopped scallions In a 1-gallon zip-top plastic bag, combine the soy sauce, honey, vinegar, Sriracha, ginger, and garlic. Add the salmon, toss to coat evenly, and refrigerate for at least 1 hour, or up to 8 hours, turning the fish once. Remove the salmon from the bag, reserving the marinade. Heat a large sauté pan over medium-high heat and add the sesame oil. Coat the bottom evenly and add the salmon. Cook until one side of the fish is browned, about 2 minutes. Flip the salmon and cook until the other side browns, 2 more minutes. Reduce the heat to low and pour in the reserved marinade. Cover and cook until the fish is cooked through, 4 to 5 minutes.
