The Festival offers free family-oriented, hands-on activities and performances from 10am to 1pm on the Civic Center Center grounds and Theater on the Green. Visit with the Bunny during the EGGstravaganza from 10 until noon and join the free egg hunts for kids ages 2 to 10 starting at 11am. Check out the petting zoo, help Little Bo Peep find her sheep, and enjoy Freedom Station’s (fee required) inflatable play land. th Special Election re- A special election was held to refer the question of whether to approve the resolution for a purchase contract for the purchase of property located at 12925 E. Main Street. The final Official Canvass of results for the March 14, 2017, Special Election were accepted on March 21, 2017. The above mentioned ballot measure or Proposition 441, received a total of 991 votes with 341 "YES" votes (37.02%) and 580 "NO" votes (62.98%). Town is participating in joint Clean-up Day events in April and May. While the Town is working on the details of our own clean-up days, we were invited to participate in two joint events in Prescott Valley and in Mayer. Yavapai County is also participating. The event is scheduled for Saturday, May 6, 8:00 a.m. to 4:00 p.m. by the waste-water treatment plant on East Valley Road. The event flyer is included in the newsletter (page 2). There are minimal charges at this event. However, one of the advantages of this event is that residents are able to get rid of items such as tires, appliances with Freon, car batteries, and trash that would not be acceptable by the Town of DeweyHumboldt cleanup program. Oils or hazardous chemicals are not accepted. It is our understanding that they can be discarded at the Grey Wolf Land Fill; please contact Grey Wolf facility which is part of Waste Management to confirm. WM phone # is (928)779-6050. The Yavapai County Board of Supervisors, working with the Public Works Department, is hosting a community cleanup in Mayer. The event will be at the Mayer Yard (next to the Mayer Transfer Station), 11130 S. Antelope Creek Rd., 1/4 Mile south of Mayer, and will be open to Ya- vapai County residents, including D-H residents, for no charge on April 13th, 14th, 15th, 20th, 21st, and 22nd from 8:00 a.m. to 4:00 p.m. Accepted items: Household appliances, bagged trash, automotive batteries, unmounted tires (30 max.), furniture, and yard trimmings. Items not accepted: Loose trash, liquids, hazardous materials, cars, NiCad batteries and dead animals. This program is for residential use only. Commercial loads will not be accepted. For additional information, please contact the Yavapai County Public Works Department at (928) 771-3183. Dewey-Humboldt’s clean-up day details are forthcoming. Please stay tuned. Annexation update: In June, Council directed Staff to move forward with proposed annexation of 33 parcels of land which would be intended to align the northern boundary of the Town of Dewey-Humboldt. The annexation was successfully concluded in December, with a Council vote on an ordinance. The area that was annexed is approximately three miles wide, continuously adjacent to the existing town limits, and two hundred feet in depth, northerly from the existing town limits. Prior to this annexation the 33 properties within the northern town limits area were split between the Town’s incorporated area and a 200-foot strip of unincorporated area of Yavapai County. This situation often presented severe hardship for the owners of those split parcels. The owners of these parcels received tax bills from the Town and the County each year and in order to do a land split, lot combination, re-zone or any other adjustment to their properties, they were compelled to duplicate the process in the Town and in the County. Those property owners in the annexation area with homes in the 200-foot strip, could not vote in Town elections as their physical residence was outside of the Town’s incorporated limits. The Town began to have property owners inquiring about doANNEXATION continued on page 2 2 The Dewey-Humboldt Newsletter ANNEXATION continued from page 1 ing land splits and combinations of some of these parcels and it seems that they were experiencing extreme difficulty in accomplishing that process. To alleviate the problem posed by this situation, the Town decided to undertake the annexation of the 200foot strip into the incorporated Town. In order to accomplish the annexation, petitions needed to be signed by a minimum of 51 percent of the owners of property in the annexation area, as well as 51 percent of the property valuation in the area. The Town received signed petitions from almost 70 percent of the property owners, representing almost 78 percent of the valuation in the annexation area. The result of the annexation is not the end of the story for many of the property owners. The Town, in an attempt to be helpful, mailed each of the property owners in the annexation area Lot Combination forms that they could file with the County if they wished to combine their parcels into one. The completion of this final step will mean that the property owners who combine their parcels will receive only one tax bill during the 2018 tax season. Planning and Zoning Commission and Open Space and Trails Committee receive new members The Town of Dewey-Humboldt is empowered by state law to establish a Planning Commission setting forth the organization, number of members, terms of office and method of appointment and removal, to be provided by local ordinance. Each municipal planning commission shall have at least five members, with the following powers and duties as prescribed by state statute: 9-461.01. Planning agency; powers and duties. The Planning Commission shall: 1. Develop and maintain a general plan; 2. Develop such specific plans as may be necessary to implement the general plan; 3. Periodically review the capital improvement program of the municipality; 4. Perform such other planning functions as the legislative body may provide. On February 21, 2017, the Town Council of the Town of DeweyHumboldt appointed three new mem- bers to the Planning Advisory Commission, bringing the membership to the Council approved level of seven. Each member, when their term expires will be considered for a new four year term. The three new members are: Penney Hubbard 4/17 - 12/18 Lori Crofutt 3/17 - 12/20 Karen Brooks 3/17 - 12/18 The other four members are: Chair Victor Hambrick 12/14 – 12/18 Vice Chair Jeff Siereveld 1/17 - 12/20 Luiz Chavez 1/17 - 12/20 Rich Schauwecker 12/15 - 12/18 The Open Space and Trails (OSAT) Committee is a “standing citizens” committee comprised of five executive members and any number of associate members. Executive members vote on matters before the OSAT and constitute a quorum, must be residents of the town, are appointed by the Council, and serve twoyear terms; while associate members are appointed by the executive members (subject to Council veto), need not be residents, and serve for an indefinite duration. OSAT members are subject to reappointment without limit. It was established to further the implementation of the Dewey-Humboldt Open Space and Trails Master Plan. Newly appointed members are Terry Goacher and Ken Murphy. The current are Executive Members Skip Gladue and Sandra Goodwin (Chair); and Associate Member Carl Marsee. We wish to welcome the new Commission and Committee Members and wish them success in this challenging and responsible task. COMMUNITY NEWS HUMBOLDT ELEMENTARY SCHOOL ADEQ DRINKING WATER LEAD SCREENING RESULTS On February 27, 2017, as part of a statewide screening for the presence of lead in school drinking water conducted by ADEQ, in coordination with several agencies and the public schools, 8 drinking water samples were collected at Humboldt Elementary School. It appears that 1 of the 8 samples exceed the screening level of 15 parts per billion (ppb). The fountain in the courtyard near main building 1001 tested out at 21 parts per billion. The Arizona Department of Environmental Quality’s (ADEQ) Drinking Water Section is in communication with the school district about immediate actions to take in response to the result. We understand that this information may cause concern for your staff, students and parents and we are committed to providing health information to help explain the situation and address these concerns. Most importantly, we want to assure you that the school’s water is safe for handwashing, cleaning and toilet use. Moreover, drinking water is not a common source of lead poisoning in Arizona. The drinking water at your school is not likely to cause lead poisoning in your students and staff The Unit 78 winners of the most food collected for the Food Bank last December were the 21 students in Mrs. Shreiner's Kindergarten class. The kids were treated by Unit 78, American Legion, Humboldt, to pizza, pop, cookies and coloring books to celebrate their efforts. Well done kids! due to the limited amount of water the individuals are likely to drink from school water sources each day. Recommended Immediate Actions: If one or both samples are between 15 and 50 ppb, flush all drinking water sources in the building for 1 minute before use as drinking water or a cooking source and notify parents. ~~~ Parents have been notified and provided with a Facts for Parents document (in English and Spanish). The Town of Dewey-Humboldt does not provide water to Humboldt Elementary School, but wanted to keep you informed of the status due to the importance of the drinking water and the role of HES. D-H COMMUNITY ENVIRONMENTAL BOARD Want to get involved and meet others interested in the environment and community projects? Join the Dewey-Humboldt Community Environmental Board, in collaboration with the University of Arizona Superfund research program (this is not a Town Council ad hoc committee). Our mission: “Identifying and striving to address local environmental issues through science, education, and community collaboration.” Background: The Dewey-Humboldt Community Environmental Board was originally formed in 2012 as a venue for the University of Arizona Superfund Research Program to share their ongoing research with local citizens. Now, it is time to build and expand the board - please join us! Meetings are held quarterly on the second Wednesday of the first month of each quarter, at 12:30 p.m. at the Dewey-Humboldt Public Library. Our next meeting is June 14th! Tuesday, April 25: 6:00 – 8:30pm the library’s Movies for Grownups is showing the 2016 movie Hidden Figures, based on true events and on the book by Margot Lee Shetterly. This movie depicts the story of three African-American women, played by Taraji P. Henson, Octavia Spencer, and Janelle Monàe, who are the brains behind turning the American space program around when competing with the Russians in the early 1960’s. The Dewey-Humboldt IONS group will meet on Tuesday, April 4: 10:30am – 12:30pm. Located across the globe, IONS groups bring together a dynamic collection of people dedicated to exploring noetic topics toward a personal and collective shift in consciousness, with an essence in Science, Spirit, Curiosity, and Community. The local group is scheduling speakers for upcoming meetings specializing in the areas of Toltec Wisdom (as taught by Don Miguel Ruiz), Kundalini Yoga (as taught by Yogi Bhajan), as well as local teachers specializing in Nature-Based Wellness. IONS meetings are open to everyone with all points of view. Visitors are welcome! FANS OF CULTDOM, an activity where you can enjoy movies and TV shows from a variety of genres including science fiction, action, suspense, mystery, horror, and comedy, is held on Saturdays: 1 – 3:30pm. The library’s Book Discussion Group will meet on Tuesday, April 11: 9:30 – 10:45am. The group is reading, Annie Freeman’s Fabulous Traveling Funeral, by Kris Radish. This light-hearted book tells the tale of five women who have been charged by Annie Freeman, their now deceased friend, to take her ashes across the country to all the places that were important to her in a traveling funeral. On the journey, the five women learn more about each other and about what is still possible in their lives as they unravel Annie’s secret along the way. The library has limited copies of the book available for checkout. So, come in to the library to pick up a copy of the book, and then come for the discussion. There will be light refreshments. On the menu: Hamburgers, Hot Dogs, Potato Salad, Beans, Chips, Cookies and Drinks. The Society plans a mill & rock crusher demo, historic walk-through mine tour, live music, horse shoes, children’s mule rides, trick roping, panning for gold and other activities. A high-clearance vehicle is recommended to reach the location in the Bradshaw Mountains off Hwy 69 and the Iron King Road. Signs will lead to the destination six miles from the highway.
