Tax prep will be done at ERAU’s Robertson Aviation Safety Center, 3700 Willow Creek Road, Prescott. efforts to keep the Dewey-Humboldt community informed about developments and progress related to our work at the Iron King Mine / Humboldt Smelter (IKHS) Superfund site, EPA would like to describe our recent and upcoming activities at the site. EPA has completed sampling, screening evaluation, and health risk assessment for almost 600 residential properties in Dewey-Humboldt. We have found that the soils in the vast majority of yards do not pose an unacceptable health risk to residents as a result of the former mine or smelter operations. However, EPA has identified a limited number of properties where levels of lead (or arsenic) in yard soil are high enough that exposure to the soils over the long term could pose a health risk. In late January, EPA obtained authorization and funding to proceed with a cleanup action for soils at the limited number of residential yards where cleanup is warranted. Planning for the cleanup is now underway, which includes reaching out directly to homeowners whose yards may be impacted and identifying sources of clean soil to replace contaminated soils removed during the cleanup. In the upcoming weeks, EPA will issue a fact sheet that will include in-depth details about the residential cleanup, what it will entail, and how we made our decisions about which yards would require cleanup. EPA is also planning an in-person community meeting and Town Council update for late March or early April, and meeting dates and location will be announced in the upcoming weeks. EPA has also made progress on the Feasibility Study for the site, which is a study of cleanup alternatives that examines and evaluates options for addressing contamination at the non-residential areas of the site (such as the tailings pile, flood plain filled with tailings, the dam, and the smelter property). While this study will likely take a year in total to complete, we hope to be able to present some preliminary information about cleanup options in the upcoming months. We will be reaching out in the next few weeks about our upcoming outreach. Town reinstated a separate Board of Adjustment. The Town of Dewey-Humboldt is required by state law to establish a Board of Adjustment with the following powers and duties: (a) Hear and decide appeals from a decision, determination or interpretation made by the Zoning Administrator, in which it is alleged there is an error in an order, requirement or decision made by the Zoning Administrator in the enforcement of a zoning ordinance; (b) Hear and decide appeals for variances from the terms of the zoning ordinance only if, because of special circumstances applicable to the property, including its size, shape, topography, location, or surroundings, the strict application of the zoning ordinance will deprive such property of privileges enjoyed by other property of the same classification in the same zoning district. Any variance granted shall be subject to such conditions as will assure that the adjustment authorized shall not constitute a grant of special privileges inconsistent with the limitations upon other properties in the vicinity and zone in which such property is located; (c) Hear and decide appeals from decisions of the Zoning Administrator in requests for adjustments as set forth in division below; (d) Reverse or affirm, wholly or partly, or modify the order or decision appealed from and make such order or decision as ought to be made; and; (e) Interpret this chapter when the meaning of any word, phrase, or section is in doubt, or where doubt exists as to the proper district of a specific use. The Board of Adjustment (BOA) is not intended to meet often. Town Council has performed the duties of BOA since 2012 and has heard three hearings as the BOA since then. As of January 2017, Council received 10 applications, adopted Ordinance 17132 reinstating the Board of Adjustment, and appointed a five (5) member Board. Three serve four (4) year terms and two serve two (2) year terms. The members serving 4 year terms are: Ulys Brooks; Theodore Brooks; Cheryl Taylor. The members serving 2 year terms are: Linda Horvath; Gary Ford. The BOA appointments became effective in February, 30 days after Ordinance 17-132 was approved. All BOA meetings and hearings will subject to the Open Meeting Law requirements. The agendas will be posted on the Town website www.dhaz.gov if you are interested in attending its future meetings. You can also contact Steven Brown, Community Planner or Judy Morgan, Town Clerk for future BOA meeting information. We wish to welcome the new Board Members and to wish them success in this challenging and responsible task to which they have been appointed. A new Community Outreach bulletin board. At CM Wendt’s request, Council authorized staff to install a new Community Outreach Bulletin Board at the location of the Acme Water’s standpipe, near the intersection of Kachina and Manzanita, just off State Route 69. The Bulletin Board was installed in cooperation with Acme Water Company and has been in use since early February. This was seen as an opportunity to provide an additional location for the presentation of information of interest to community residents. The standpipe is visited by numerous residents of Dewey-Humboldt and the surrounding communities on a fairly regular basis. The Dewey-Humboldt Newsletter 3 COMMUNITY DEVELOPMENT CORNER Building Permit Requirements: Town regularly receives questions of whether a building permit is needed for a structure. The easy answer is “Call the Building Official at 632-7362 and find out”. Oftentimes inquires on zoning and permitting matters can lead to complicated scenarios, and it is not always easy to give a generalized answer. In the case of building a structure under 400 sq. ft,, the Town’s Code of Ordinances, Section 105.2.1, provides that: A building permit shall not be required for the following: One–story detached accessory building on RESIDENTAIL PROPERTIES ONLY, used as tool and storage sheds, garages, carports, playhouses, animal shades, barns, and similar uses, provided the area does not exceed 400 square feet under roof and not to exceed a height of 12’ from natural grade to the mean roof height. The site of the accessory building must meet all setbacks, and requires a zoning clearance permit to verify this. Any addition of plumbing, mechanical, or electrical to the structure will require a separate building permit. Detached accessory buildings shall not be considered or used as habitable space. As one finds out from reading the above code, there are a great deal of variables. Just a couple of examples: commercial structures and residential structures are subject to different rules; if your barn exceeds a certain height, then it would be subject to a different set of rules. Therefore, always call Town Hall and the Building Official when you are planning to build something. PERMITS ISSUED The Town’s Building Department issued the following permits in January. Citizens may have an item placed on the agenda by contacting a Council Member or filling out a form available at Town Hall. 1 REGIONAL NEWS RABIES SHOTS CRUCIAL AS CASES SURFACE IN COUNTY From the Prescott Valley Town News Keeping up on rabies vaccinations is one of your most important responsibilities as a pet owner. Neglecting rabies shots can cause you to lose your pet, through contact with a rabid wild animal, or because of contact with a wild animal and no proof of vaccination. In the past two months two cases of rabies in wild animals have been confirmed within 45 miles of Prescott Valley. In December two dogs and a horse on a Cordes Lake ranch had to be euthanized after being attacked by a rabid fox. None of the animals had current rabies vaccinations. In January authorities euthanized a bobcat in Sedona after it injured four people, a dog, and a house cat in three separate attacks. State law requires that if a dog or cat is bitten by a wild animal, unless that animal can be caught and tested, animal control must assume the wild animal had rabies. If the pet has a current rabies vaccination, it must be quarantined at home for 45 days. If the pet does not have a current vaccination it must either be quarantined at a veterinary facility for six months at the owner’s expense, or euthanized. The Yavapai Humane Society has low cost vaccination and licensing clinic each Friday from 8 to11:30am and 1 to 4:30pm. Local veterinarians and feed stores often have vaccination and licensing clinics. CORNED BEEF CROCK POT DINNER 2 -2 ⁄2 lbs corned beef brisket 1 medium onion, sliced 1 stalk celery, cut in 3 4 medium potatoes, peeled and halved 4 medium carrots, peeled cut in 3 1 cup beef bouillon 1 bay leaf 1 garlic clove, smashed 1 1 teaspoon Worcestershire sauce ⁄2 teaspoon dry mustard 4 small cabbage, cut into wedges 1 teaspoon caraway seed Trim brisket of all visible fat, cut to fit 4 qt or larger crockpot, if necessary. Place onion, celery, potatoes and carrots in bottom of crockpot, lay brisket on top. Whisk together bouillon, bay leaf, garlic, Worcestershire sauce and dry mustard and pour over brisket, cover pot. Cook on low setting for 8 to 10 hours, adding cabbage wedges and caraway seed for the last hour of cooking. Discard cooking liquid, slice meat onto hot serving plates, accompany with the cooked potatoes, carrots, celery, cabbage wedges and your favorite mustard.
