There will be crafters, bakery goods, Christmas items and Santa will arrive at 11am! Kids can have a FREE picture with Santa and can make a free Christmas ornament! The Town of Dewey-Humboldt is offering to Residents of the Town, an opportunity to access grant funding from the Town, to implement solutions* aimed at improving water quality. The Town is not a public utility provider, however, we recognize the concerns of our citizens and wish to provide assistance. Grant applicants will be required to complete an application, demonstrating the implementation of a solution with a reasonable connection to the improvement of the quality of the water from their wells. Copies of the receipts indicating that the applicants have invested a minimum of $100 towards that solution are required as part of the grant application. Grant funds will be first come-first served and limited to $100 per household. Town Council has allocated a total of $10,000 for this program. The application period is available from December 1 to December 30, 2016. All DeweyHumboldt residents can apply for this reimbursement grant. Grant will be awarded in late January and early February in 2017. An application form for the Grant can be obtained from: Steven Brown at (928) 632-7362 or by email at: stevenbrown@dhaz.gov *Through this financial assistance program, the Town intends to promote public health and encourages residents who are concerned with their drinking water quality to make necessary improvement measures. Town is not a water provider and does not have the expertise to verify the adequacy nor the effectiveness of any chosen solution by grant applicants. Winter snow removal plan: Winter is upon us. In the event we receive heavy snow in the coming months, Town Public Works Department has made sure the snow plow is ready to go in preparation for the cold weather. The snow removal plan is as follows: Staff will start with the main collector/ feeder roads throughout town, then work into the smaller neighborhood roads. We will get to all the town-owned roads as quickly as possible. The snow plow blade is wide and the truck has to move slowly in order to effectively remove the snow. When snow removal is in process, there may be traffic delays on town-owned roads. Your patience would be appreciated. During a snow storm, we also ask our residents to avoid parking your vehicle on the roads because your vehicle parked on the streets may become an obstacle for town’s truck to remove snow. Annexation of the 200-foot strip along the town’s north-western boundary line: In June 2016, Council directed Staff to move forward with proposed annexation of 33 parcels of land which would be intended to align the northern boundary of the Town of Dewey-Humboldt along the north line of Sections 4 and 5, Township 13 North, Range 1 East. Presently, the properties within this northern Town Limit area are split between the Town’s incorporated area and a 200-foot strip of unincorporated area of Yavapai County. The area to be annexed (200-foot strip) is approximately three miles wide, continuously adjacent to the existing Town Limits, and two hundred feet in depth, northerly from the existing Town Limits. Each parcel in the 200-foot strip of county land is split by the Town boundary leaving property owners with one part of their parcel in the County and the other part in the Town, and this situation often presents severe hardship for the owners of those split parcels. The owners of these parcels receive two tax bills from the County each year, and in order to do a land split, lot combination, re-zone or any other adjustment to their properties, they are compelled to duplicate the process in the Town and in the County. Those property owners in the annexation area who have their homes in the 200-foot strip, cannot vote in Town elections. The Town recently had property owners inquiring about doing land splits and combinations of some of 2 The Dewey-Humboldt Newsletter these parcels, and it seems that they were experiencing extreme difficulty in accomplishing those. To alleviate the problem posed by this situation, the Town decided to undertake the annexation of the 200 foot strip into the incorporated Town. In order to accomplish the annexation, petitions were needed to be signed by a minimum of 51 percent of the owners of property in the annexation area, as well as 51 percent of the property valuation in the area. To date (mid-November), the Town has received signed petitions from almost 70 percent of the property owners, representing almost 78 percent of the valuation in the annexation area. On November 15, 2016, the Town Council adopted an ordinance that extended the corporate limits to include the 200 foot strip. The annexation will become effective 30 days after the adoption by the Council of the ordinance. This annexation action has resolved a decade-long jurisdiction confusion for the residents in the 200-foot area, the Town and the County. Free Brush Chipping: The Firewise Board for DeweyHumboldt will be offering free brush chipping for residents of DeweyHumboldt only, on Saturday, December 17, 2016. BRUSH ONLY, NO HOUSEHOLD DEBRIS. Anyone interested in having brush chipped at their property should place the brush on their property, at the edge of the road, and out of the traveled way. We will also be accepting brush for chipping at the Town vacant property across from the Historical Museum. Official final results for the DH Candidate election should be in by the first week in December with the swearing in of new Council scheduled at the December 6th Council meeting. Prescott NF will have a total 500 permits available at $15 each, which can be paid for by cash, credit card or personal check over-the-counter (sorry, no phone or mail orders will be accepted). Payments in cash (exact change) are preferred to keep the lines moving. Unlike previous years, only one permit will be issued per household; however, one person may purchase permits for two other people not living in his or her household. Permits are first-come, first-served until sold out, and will be sold at the Bradshaw Ranger Station: (928) 443-8000 (300 total permits available starting 8am to noon on Saturday, November 19) You may cut outside of the “Recommended Christmas Tree Cutting Area” shown on the map, but you cannot cut in Wilderness areas, private land areas, or areas marked “No Cutting Allowed."
