Pg 5 UPCOMING EVENT Next month the Town will celebrate the 10th Anniversary of it’s incorporation. Mayor and Town Council wish to thank all former Mayors and Councils, former and current Board, Committee, Commission Members, Citizens and Staff Members for their vital contribution to the Town’s wellbeing. A simple gathering is being planned for December 2nd at 4:00 p.m., to commemorate the Town’s Incorporation Anniversary. As many of you are aware, Town staff has been planning for the Town’s 10th Anniversary of Incorporation. The event is scheduled for December 2nd at 4:00 p.m., at Town Hall. Details will be forthcoming. Also, at Council’s direction, staff has been working on preparation for the 2012 International Building Codes adoption. Meetings regarding the building code changes will be held in the coming months. Please stay tuned. In October, “animal code review” and “code enforcement process” in general, regarding building code and zoning code violations, have been two popular subjects with the Dewey-Humboldt community. Staff prepared an update for the “animal related code review”, in this newsletter. The code enforcement process discussion pertaining to building and zoning codes will be continuing in November. ANIMAL CODE REVIEW & COMMUNITY OUTREACH UPDATE By Connie Dedrick, Community Development Coordinator & Yvonne Kimball, Town Manager Since May 2014, Town Council, the Planning and Zoning Commission (P&Z), Staff and Dewey-Humboldt community members have been looking into complex issues related to animals in our town. There have been productive discussions along the way. To recap the task and process: In May 2014 the Town Council discussed the need to review Town Code of Ordinance sections regarding animals, at Vice Mayor Alen’s request, which states to “revise and update (the code sections), look for missing links, missing definitions, also look into exotic animals and whether to keep them as pets, etc.” During the May Council discussion, other animal related issues were brought up. Town Council then collectively directed P&Z (and staff) to conduct the broadly defined “animal code review” task. Immediately after Council’s May discussion, staff began to receive input from the D-H Community. Meanwhile, P&Z reviewed and accepted the task in July. Considerable community input was heard at the July P&Z meeting. Subsequently, a community meeting, separate from P&Z and Council meetings, was held in late July to better gauge the Community’s pulse on this issue. At that meeting Staff learned that the Community desires to be actively involved in the animal code review task. Thereafter, in August, Staff recommended to the Council that the steps moving forward include a series of Community Outreach meetings, Town Staff meeting with Yavapai County Sheriff’s Office (who handles the town’s animal control services through an agreement), and the review of other municipality animal ordinances. Staff anticipates bringing findings and recommendations to Council after the new year. Council directed Staff to proceed with the recommended action plan. Since that time, Town Staff has met with YCSO, and held two additional Community Outreach meetings on August 31 and October 8, 2014. During the Community Outreach meetings, the community members became familiar with the Town Code sections regarding animals and were able to discuss animal control and code enforcement procedures openly with YSCO staff. The participants also exchanged views on how to strike a balance between protecting individual rights and enjoyment of animals and being considerate of the overall neighborhood peace and quiet. If you are interested in coming to an upcoming community outreach meeting, the next meeting is scheduled for November 12, 2014 at Cont. on Page 2—CODE 2 The Dewey-Humboldt Newsletter Cont. from Page 1—CODE 5:30 p.m. and will be held at Cherry Creek Ranch located at 938 S. Foothill Dr., Dewey. At this meeting, Staff plans to have the discussion with the community members focusing on the current Town Code section in Title XV relating to animals. All community outreach meetings are open to the public. We do encourage interested residents to sign up with Connie Dedrick, Town Community Development Officer. Finally, staff would like to thank the Council for assigning the “animal code” review task, which has stimulated productive discussions among the D-H community members; further staff wanted to thank the Town Residents for your active participation in the discussions. COMMUNITY DEVELOPMENT CORNER DARK SKY ORDINANCE As the change of the seasons occurs, sunset comes earlier. This time of year we receive calls regarding outside lighting that is left on all night and/or unshielded light. Please remember to turn off outside lights before retiring for the evening, to preserve energy and so everyone can enjoy the beautiful night skies. Town Code of Ordinances Sections 153.150, 153.151, 153.152, and 153.153 provide for “light pollution control”. The Code Sections can be located via dhaz.gov follow the “Code of Ordinance” link. COMMUNITY NEWS The Mayor’s Winter Window Painting Contest will be held on Saturday, December 13th, from 9am-2pm for Charter & Home Schooled Children, at the Dewey Post Office, and Monday, December 15th for the Humboldt Elementary School children, on Main Street Humboldt! A “BOOK BOX” FOR BUTTE STREET PARK Sandra Goodwin, Chair, FOL The number of neighbors who have found and are using the Butte Street Park has momentum now and most days you will find children playing on the equipment and/or teens sitting around in the gazebo. And now the Friends of the Library (FOL) has announced a new, fun addition to the Park. While it is generally called a Book Box – it is actually a “Magazine Box” that invites folks to “READ, ENJOY, RETURN OR PASS ON” a variety of magazines. The Box idea came from around the country and pictures were taken and brought home of ones most recently found in Saratoga, Calif. Throughout neighborhoods one could find these boxes in front of homes including the invitation to take advantage of the benches in front of the homes that READ, ENJOY, RETURN OR PASS ON. Implementation in DeweyHumboldt was easy given our great people so willing to do whatever they can for the community. One very talented volunteer – who did not want to be recognized – built the box from a picture brought home from Saratoga. Another volunteer sanded, sealed and applied weather protecting paint to the box and the mounting post. As they say, the rest is history and the box is very, very popular. The FOL established two donors who constantly supply the magazines (the max inventory we can handle) and volunteers weekly restock and exchange the magazines in the box. Come visit the park, bring your children and/or grandchildren to play on the playground and do enjoy the “Book Box” magazines. (The Park is located at Butte Street and Prescott Street). HISTORIC HUMBOLDT WALKING TOUR A Bradshaw Mountain High School class of 18 students came to Humboldt last month to take the Walking Tour Through Historic Humboldt. Their tour was guided by Dewey-Humboldt Historical Society members, and the students thoroughly enjoyed the adventure! Guide pamphlets are available at the Museum, Thursday through Saturday from 10 until 4. You can venture out on your own or set up an appointment for a guided tour. General topics include animal protection and human impacts. These topics cover many familiar subjects. Human impact, for instance, includes climate change, habitat destruction, invasive species, resource harvest, and toxic pollution. Each of these subjects has many issues and concerns. Resource harvest covers cattle grazing, farming, logging, mining, and water diversion. Uncommon News: The NatCon News includes stories missed by mainstream media. For instance, recently we covered a new report released by the Department of Defense describing U. S. military preparations for dealing with climate change. The report also describes DOD's strategy for reducing greenhouse gasses responsible for the changes. NO Advertising: There is no paid advertising on the NatCon News. Individual stories may continue on websites with advertising. Nature Conservation: The term Nature Conservation implies cataloging, protection, and maintenance of nature. Curators do this work. Nature’s curators are the field biologists, climatologists, geographers, and private citizens that catalog and study the nature and condition of animals, plants, and ecosystems. This month, we will have special events for you to enjoy including our Huge Fall Book Sale, an awesome E-Reader and Table Computer Class, a Turkey Craft Hunt and a Thanksgiving Story Time for kids The BIG FALL BOOK SALE, run by the Friends of the Library, continues on Saturday, November 1st from 9 to 4, Thursday, November 6th from 12:30 to 7:30, and Friday, November 7th and Saturday, November 8th from 9 to 4. The JW Mitchell Room (lower floor— Prescott Street entrance) will be filled with gift quality books, DVD and VHS movies, audio books, games, puzzles and other items for sale. Find great Christmas presents for your friends and family! Books for all ages and reading interests will be available. Most paperbacks are $0.25, most trade paperbacks are $0.50, and most hard backs are $1.00. If an item has a different price, it will be marked on the item. The last day of the sale, Saturday, November 8, will be our $5.00 per Bag Sale. Place as many items as you can in a bag provided by the library and pay only $5 for all the items! Parents, please stay with your children. Then, the library will have a Turkey Scavenger Hunt - Arts & Crafts activity, ran by Ms. Lisa, for 2nd – 5th graders, from 11:00 am - Noon! Scattered around the library will be turkeys hidden inside library books. Using a clue sheet, find the hidden turkeys. But watch out, as there are decoys hidden too! The group is viewing the brand new series 8 of Doctor Who, starring Peter Capaldi, the 12th Doctor, and Jenna Coleman as Clara Oswald, on our 90” movie screen. Two episodes will be screened on each date in November. New participants are always welcome. We will have refreshments on hand. The library’s Book Discussion Group will be meeting on Tuesday, November 18: 9:30 – 10:30am. This month the discussion members are reading Unbroken: A World War II Story of Survival, Resilience, and Redemption by Laura Hillenbrand. This book chronicles the true story of survival and endurance of Lt. Louis Zamperini, who is captured and interrogated by the Japanese after his Army Air Forces bomber crashes in the Pacific Ocean. The group will discuss this book, talk about the issues and the people presented in the book, plus have fun causal discussion as well! VOTE—NOVEMBER 4TH By Na Rains (from the DHCO Community Cookbook)     2 1/2 cups orange juice 6 oz package raspberry Jello 16 oz whole cranberry sauce Small container of cool whip or 1- 1/2 cups whipping cream In a sauce pan combine 1-1/4 cups orange juice, cranberry sauce, and jello. Stir over medium heat until jello dissolves. Stir in remaining orange juice. Chill until partially set, then fold in the cool whip or whipped cream. Pour into jello mold or ring. Chill 4 to 6 hours. Serves 8. WHO MADE THAT? Ice Cream Cone Up until the early 20th century, eating ice cream was a formal event, always accompanied by a bowl and spoon. Then the 1904 St Louis World’s Fair happened. There were many spectacular food exhibits at that Fair, but the one that made the most lasting impression was a Syrian concession vendor’s booth. He curled a waffle cookie into a receptacle for ice cream. There was no plate or spoon required for this new ice cream cone. Controversy ensued as the concept spread through the booths at the Fair and various other booth operators claimed that they invented the cone. But eventually the original story stood the test of time. We will be watching for Santa (AKA Mayor Terry Nolan) who will be arriving at Noon and will be available for a photo shoot with Chad Castigliano.
