Dear Parent: Arizona citizens are entitled to know how student test scores compare with the test scores in other states. I’m pleased to report that Arizona students perform above the national average. All students, grades two through nine, take the Terra Nova, a national test. As shown on page 2 in this booklet, Arizona students perform above the national average. Continued on page 1 Continued from front page In the Scholastic Aptitude Test, and the ACT college entrance test, Arizona students also perform above the national average (p. 2). In a RAND study of NAEP (National Assessment of Education Progress) scores, adjusted for family characteristics, Arizona students also performed above the national average (p. 3). This surprises many people because of studies that confuse what Arizona spends per pupil, with what students learn, as shown by test scores. Spending comparisons are controversial, but Education Week is an objective publication, and has no reason to favor or disfavor Arizona compared to other states. It finds that Arizona is next to last in spending per pupil (p. 4). I believe that if we raise our resources to something close to the national average, because of our emphasis on academic rigor and accountability, we could be in the top ten states in test scores. The same is true for our graduation rate. A study using peculiar factors was unfairly critical of Arizona, but the gold standard studies are Education Week, The Manhattan Institute, and the Urban Institute. All three studies show Arizona’s graduation rate at about the national average, about 70%, and far above comparison states: Texas – 66.8%; New Mexico – 56.7%; Florida – 57.5% (p. 5). The Fordham Foundation, which studies state standards, ranks Arizona first in the nation in “curricular content, standards-based reform, and school choice.” The Chief Historian for the History Channel, stated at a news conference: “We analyzed the history curriculum of every state... And it was Arizona that stood head and shoulders ahead of the other 49.” It’s important to measure how well students are doing academically. That’s what counts. By that standard, Arizona students perform above the national average. Upon identification, the school must: notify parents/legal guardians of the school status; develop and implement a School Improvement Plan within 90 days of the identification; set aside 10% of the schools Title I funds for professional development for teachers and the principal; the district must offer parents the option of transfer and offer supplemental educational services to eligible students, and offer support to the school in its school improvement efforts. In addition, the school must implement the restructuring plan. Out of School Improvement – A Title I school that has made adequate yearly progress (AYP) for two consecutive years and is no longer identified. Total Identified – Total number of Title I schools identified for Title I school improvement. Total Not-Identified – Total number of Title I and non-Title I schools identified as making adequate yearly progress (AYP). Title I School – any school that receives Federal Title I funds; the school agrees to the accountability measures mandated by the No Child Left Behind Act of 2001 (NCLB). 31 AZ LEARNS - State Accountability Excelling - meets or exceeds state performance and state progress goals and has the requisite percentage of students “Exceeding the Standard” category on AIMS. School performance was at or above the state baseline and/or the school made adequate growth during the past three years. Additionally, the school met the performance threshold required for Excelling schools with a certain percentage of their students exceeding the standard on the Arizona Instrument to Measure Standards (AIMS) over the past three years. Highly Performing - meets or exceeds state performance and state progress goals and has the requisite percentage of students “Exceeding the Standard” category on AIMS. School receives total scale value placing it in the Highly Performing classification. School performance was at or above the state baseline and/or the school made adequate growth during the past three years. Additionally, the school met the performance threshold required for Highly Performing schools with a certain percentage of their students “Exceeds the Standard” category on the Arizona Instrument to Measure Standards (AIMS) over the past three years. Performing - meets state performance goals, and meets state progress goals. School receives total scale value placing it in the Performing classification. School performance was at or above the state baseline and/or the school made adequate growth during the past three years. Performing Plus - above state performance goals, however the number of students exceeding the standard on the AIMS test is not sufficient to earn a highly performing or excelling label. Underperforming - needs to meet state performance and state progress goals. School receives total scale value placing it in the Underperforming classification. School performance was below the state baseline and did not make adequate growth, or the school started above the state baseline and did not make adequate growth during the past three years. Failing to Meet the Academic Standards - needs to meet state performance and state progress goals. School performance has been designated as Underperforming for three consecutive years and a site review determined that the designation of Failing to Meet the Academic Standards was warranted. 32 Tips for Parents Attendance We live in an era of high-stakes testing. To obtain diplomas, students will be required to pass the AIMS test. Test questions measure only materials covered in class. Students who attend class regularly perform well, but teachers cannot instruct students who are not present. Homework Students who do homework achieve at a higher level. Helping children with homework is a wonderful way for parents and children to interact. Discipline Parents need to teach students facing discipline that actions have consequences. When parents fight teachers, and teachers are not supported in disciplining disruptive students, some teachers tend to give up. That has lead to anarchy in some public schools across the country.
