The purpose of the publication is to expose the nature and extent of crime in Arizona, to guide the criminal justice system in its efforts to combat crime and to prompt the citizen action that is necessary if we are to prevent and control crime in our society. Crime is a social disease. It affects everyone. All of society is concerned with its control. To provide an effective defense against crime it is vital that every citizen unites with law enforcement authorities. To flourish, crime needs the apathy of the community. If apathy is replaced with hostility to crime, that ability to flourish is greatly reduced. We hope this publication will help arouse that hostility to crime in the Arizona community. V. L. Hoy Director iii The Arizona Uniform Crime Reporting System 1 INTRODUCTION LIMITATIONS OF THE PUBLICATION The third year of publication of the AUCR Report adds a further dimension to crime reporting in Arizona. The capability of delineating three years of crime statistics will aid the user in defining crime rates and making analyses and comparisons. The statistics listed in this publication are the most accurate data currently available. The AUCR Unit is in a continual process of refining and adding more meaningful information to assist the users in their fight against crime. HISTORY OF ARIZONA UNIFORM CRIME REPORTING The AUCR Unit first began receiving quantitative crime statistics from Arizona police agencies during January 1975. By the close of the calendar year 1977, 78 out of a possible 86 (90.7%) Arizona police agencies were contributing to the AUCR program. An accurate estimate of the exact influence which the missing reports from the 8 nonreporting agencies have on this statistical publication is difficult to assess. These nonreporting agencies represent a combined census population of 22,529 or less than 1 percent of the total population. The evaluation of the significance of the crime statistical resource must be made by the local community institutions, organizations and police agencies of the state. These segments of society can determine the worth of the AUCR system by their applied use of the resource in deterring, reducing and preventing community crime. Only then can this system assume that it has begun to meet its stated intent. The interpretation of crime statistics frequently results in a controversy as to the accuracy of the comparison and how these statistics were compiled. We ask that great care be taken in analysis and interpretation. The following factors have a major influence on the statistics presented in this publication. 1. Crime figures presented in this publication are police statistics as distinguished from judicial or penal statistics. 2. Actual crimes represent violations of Arizona statutes. 3. Some police jurisdictions overlap. 4. Crime rates, as used in the AUCR program, are based on census-fixed residential populations of police jurisdictions. 5. Arizona Indians living on reservations are not counted in AUCR population figures, although they are included in the state's population figures. 6. Some juveniles are informally handled which affects the accuracy of the reported juvenile offenses. UNIFORM CRIME REPORTING CLASSIFICATION OF OFFENSES INTENT OF THE SYSTEM The intent of the Arizona Uniform Crime Reporting (AUCR) System is to supply Arizona communities, agencies, institutions and organizations with a resource of quantitative crime statistics which they can use, efficiently and effectively, to deter, reduce and prevent crime. OBJECTIVES OF THE SYSTEM The scope of this system shall be to produce a reliable set of state quantitative crime statistics which measure the extent, fluctuation and distribution of serious crime in Arizona. The extent of the conditions and performance of the AUCR Unit, Department of Public Safety, shall be limited to the intent set forth by Statute (ARS 41-1750), and as defined in the Governor's Executive Order 68-3, dated November 15, 1968. 2 Major Crime Offenses (Crime Index) Part I Violent Crimes 1. 2. 3. 4. Runaways PROCEDURES AND METHODS Each contributing agency is responsible for compiling its own reports. To aid in this endeavor, the Arizona UCR supplemental guide manual is supplied to all contributors. This manual outlines reporting procedures in detail and is complete with examples and illustrations. Additionally, the AUCR Field Representatives provide instruction and clarification as required. Each agency is supplied with a complete set of forms yearly. These forms are used by the agencies when they submit their reports to the AUCR system. Arizona has two principal geographical locations containing a dense conglomerate of people - the city of Tucson with 306,500 people, and Phoenix, the capital city, with a population of 682,200. More than 43 percent of the 2,296,270 people who live in Arizona, live in these two cities. One of the unique characteristics of Arizona is its temperate climate. This factor has contributed to the state's rapid population and economic growth. The population median age is 29.1 years, while the median age for the United States is 27.7 years. The state's population density is 20 persons per square mile, with a total population of 2,296,270. This figure includes the Indians living on the reservations within the state. With reference to the economic aspects of the state, manufacturing produces more income for Arizonans than any other facet of our economy. Mining is the second largest industry, agricultural production third, and tourism fourth. These factors should be considered when reviewing the statistical information presented in this publication. The following population distribution grouping factor has some influence on the volume and type of crime displayed in this Annual Report. The cities, towns and counties within the state have been divided into seven (7) groups according to population size. The seventh group (ungrouped) is provided for identification of volume and type of crime (Part I crimes) to account for total offenses. The following is the grouping explanation. GROUP NR. I Over 250,000 population. There are only two (2) cities that fall within this group. PORTRAIT AND PROFILE OF ARIZONA Arizona, with 113,909 square miles, is the sixth largest state in the United States. Much of this area is owned by the Federal Government in the form of Indian reservations, National Parks, and National Forests. Arizona is 69% federally owned; 27% of that federal ownership is in the form of Indian reservations. Uniform Crime Reporting Summary Data 5 STATEWIDE CRIME SUMMARY OFFENSES • There were 176,346 Crime Index Offenses reported. Of these offenses, 19.1 percent were cleared. • The crime rate for the state of Arizona was established at 76.8 Part I offenses for every 1,000 inhabitants. • The value of property stolen amounted to $65,414,345. The value of property recovered was $20,003,201 for a 30.6 percent of property recovered. • In 1977, law enforcement agencies reported 215 murders, an increase of 24.3 percent over 1976. • Firearms were used in 59.1 percent of all Murder and Nonnegligent Manslaughter cases reported. • In 1977, Larceny-Theft represented the largest number of our Crime Index Offenses. The 101,575 offenses accounted for 57.6 percent of the State Crime Index. • Burglary accounted for a substantial value of property loss amounting to $25,865,819. • Residential Burglaries accounted for 72.2 percent of all Burglaries reported. Of these, 37.7 percent were committed at night. Aggravated Assaults accounted for 7,081 Crime Index Offenses. Of these, 32.3 percent were committed by the use of Hands, Fists, or. Feet. In 1977, 10,019 Motor Vehicles were stolen for a total property value of $21,809,106. ARRESTS During 1977, there were 117,219 persons arrested for all Criminal Acts. Adults accounted for 78.6 percent of all Violent Crime arrests. Juveniles accounted for 58.9 percent of all Property Crimes and 31.2 percent of all arrests made during 1977: LAW ENFORCEMENT OFFICERS KILLED AND ASSAULTED One Law Enforcement Officer was killed in a motor vehicle accident. There were 1,164 Assaults on Officers reported and 96.6 percent were cleared. The month of January had the highest frequency of murders, with 29. There were 176,346 index crimes reported and the crime of murder made up .1 percent of these offenses, and 1.9 percent of the 11,232 violent crimes. CLEARANCE RATES FOR HOMICIDE 215 There were .09 murders for every 1,000 Arizona residents. The weapon most often used to commit these murders was the firearm, which was used to commit 59,1 percent of the murders_ Information was gathered on the type of firearm, and it was shown that 76.4 percent of the firearms were handguns. Cutting or stabbing instruments were used to commit 16.3 percent of the murders. Other weapons (blunt objects, poisons, explosives, arson, drowning, etc.) were used in the commission of 18.1 percent of the homicides. All other murders were committed through the use of personal weapons such as hands, fists, feet, etc. These amounted to 6.5 percent. This accounted for 53.4 percent of the actual offenses. Juveniles accounted for 12.5 percent of the clearances. Forcible rape and attempts to commit forcible rape accounted for 781 of Arizona's actual 176,346 index crimes reported in 1977. Of this number, 561 were actual forcible rapes, and 220 were attempts to commit forcible rape. There were 11,232 violent crimes in 1977 and the offense of rape made up 7 percent of those crimes. There were 7,081 aggravated assaults in the state in 1977 3.0 assaults for every 1,000 Arizonans. The largest number of these assaults were committed in the month of November, with 697. Personal weapons, such as hands, fists and feet etc., predominated as the weapon most frequently used to commit an aggravated assault. These types of personal weapons were used to carry out 32.3 percent of the aggravated assaults. During 1977, 4,437 or 62.7 percent of the 7,081 actual offenses of assault were cleared by either arrest or exceptional means. The reporting agencies were successful in clearing 6,581 of these crimes. Of the total number of persons arrested, 57.8 percent were juveniles and 42.2 percent were adults. The greatest number of burglaries were in the forcible entry category, which accounted for 62.8 percent of all burglaries. Unlawful entry no force burglaries accounted for 29.4 percent, and the remaining 7.8 percent were attempted forcible entries. The nighttime burglaries (6 PM - 6 AM) accounted for 23,050 or 43.3 percent of the actual offenses. These larcenies made up 61.5 percent of the nonviolent crimes. Of the total number of these crimes, 19,110 were cleared. Of all arrests for larceny, 40.7 percent were adults, and 59.3 percent were juveniles. A total of $16,624,964 was stolen in these larcenies. The category in which the largest amount of dollar loss occurred was from All Other, wherein $6,513,088 was taken. This phrase implies results expressed in numbers rather than descriptive phrases. Statements relating to type and CRIME ANALYSIS nature of crimes and rates of occurrence and distribution in Arizona, but not comparisons of agencies or causes. CRIME RATE — A figure which represents the number of crimes committed known to the police for each 1,000 population. Or Index Crimes, refers to the seven CRIME INDEX major crimes or Part I crimes, which are: Homicide and Nonnegligent Manslaughter, Rape, Robbery, Aggravated Assault, Burglary, Larceny-Theft, and Motor Vehicle Theft. Note: The "Other Assaults" - simple, not aggravated, are not Part I, or Index Crimes, but are collected on the Return A for quality control purposes, and to give a complete picture of total assault activity. The numeric value PERCENT OF DISTRIBUTION expressed in percent of the total number of occurrences. CLEARANCE BY ARREST — The perpetrator of an offense has been apprehended. CLEARANCE BY EXCEPTIONAL MEANS — The person(s) who committed the offense has been identified; there is sufficient information to support an arrest, charge and prosecution; his whereabouts are known; and for some reason beyond police control he cannot be arrested. PART I OFFENSE — Any of the crimes on Form A. These crimes occur most frequently in the United States and subsequently generate the most interest. Furnish assistance to peace officers throughout the state in crime scene investigations for the detection of latent fingerprints, and in the comparison thereof. E. The chief of the criminal identification section may, with the written approval of the director and in the manner prescribed by law, remove and destroy such records as he determines are no longer of value in the detection or prevention of crime. 5. Provide information from its records to law enforcement agencies of the state or its political subdivisions upon request by the chief officer of such agency or his authorized representative.
