This is an increase of 32.4% over the $31,871,900 reported for 2004. Part of this growth is due to the increase in the maximum credit amount for married filing joint filers, from $625 to $825. 69,232 donations to private school tuition organizations were reported, an increase of 8.5% over 2004. The Department was aware of 54 school tuition organizations operating in Arizona in 2005, the same number as in 2004. (Although this is the same number as in 2004, there were some organizations that stopped participating in 2004 and other organizations that started participating in 2005.) All submitted the statutorily-required report. The average donation in 2005 was $609. This is an increase from the $499 average in 2004, mostly due to the increase in the maximum credit for married filing joint filers. Scholarships paid by school tuition organizations in 2005 totaled $30.9 million, a 9.4% increase over the amount of scholarships paid in 2004. The number of scholarships paid in 2005 was 22,522, a 6.5% increase over the 21,146 scholarships paid in 2004. 345 private schools in Arizona received scholarship money from school tuition organizations, ten more than last year. 4 school tuition organizations gave scholarships to only one private school. 7 school tuition organizations gave scholarships to 25 or more private schools. The smallest average scholarship paid by a school tuition organization to a school was $50, paid by the Institute for Better Education to the Back to Basics Christian School in Willcox. The largest average scholarship paid by a school tuition organization to a school was $10,299, paid by Arizona Scholarship Fund to the Nellie P. Covert School. The majority of the scholarships (66.7%) and the scholarship money (67.5%) was paid to schools in Maricopa County. 1600 West Monroe Street, Phoenix AZ 85007-2650 www.azdor.gov INDIVIDUAL INCOME TAX CREDIT FOR DONATIONS TO PRIVATE SCHOOL TUITION ORGANIZATIONS: REPORTING FOR 2005 Arizona’s individual income tax credit for contributions to school tuition organizations, more commonly referred to as the private school tax credit, is governed by A.R.S. §43-1089. School tuition organizations (STOs) must report the following information to the Arizona Department of Revenue by February 28: 1. 2. 3. 4. The name, address and contact name of the STO. The number of contributions received in the previous calendar year. The dollar amount of contributions received in the previous calendar year. The number of children awarded scholarships or grants during the previous calendar year. 5. The dollar amount of scholarships and grants awarded during the previous calendar year. 6. The name and address of each school receiving the scholarships or grant money, along with the number and dollar amount of scholarships or grants provided to each school. The Arizona Department of Revenue is aware of 54 STOs operating in Arizona in 2005, down from 55 in 2004. All STOs have reported The number and amount of donations are set out in the following table. For calendar year 2005, $42.2 million has been reported by 54 STOs, a 32.4% increase over the donations reported for 2004. This increase in donations is in large part due to the increase in the maximum credit amount for married filing joint taxpayers for tax year 2005, $825 from $625 in the prior year. The largest STO, the Catholic Tuition Organization for the Diocese of Phoenix, reported $9.6 million in donations, 23% of the total. Arizona Christian School Tuition Organization was a close second, with $9.1 million in donations in 2005. To review the donations reported by each STO, see Appendix I at the end of this report. The range of average scholarship amounts paid by the individual STOs is from $246 (Dynamite Montessori Foundation) to $7,480 (New Way Learning Academy School Tuition Organization). STOs provided scholarships and grants to 345 private schools throughout Arizona. Arizona School Choice Trust provided scholarships and grants to 122 schools, more schools than any other STO. Appendix III, at the end of this report, lists the number of schools to which each STO provided scholarships and how many more or less schools received scholarships from the STO in the prior year. Those four STOs are Arizona Lutheran Scholarship Organization, Carden Schools Scholarship Fund, Christ Lutheran School Foundation and New Way Learning Academy School Tuition Organization. Not mentioned in the table above are three STOs that did not pay any scholarships in 2005. Maricopa County Schoolhouse Foundation and White Mountain Tuition Support Foundation are new STOs that will be making their first scholarship awards in 2006. Patagonia Scholarship is the third STO that did not issue any scholarships. Four private schools received scholarship/grant money from eight different STOs. These four private schools were Desert Christian Schools (379 scholarships for $560,880), Northwest Christian School (837 scholarships for $973,037), St. Jerome Elementary School (95 scholarships for $112,271) and Xavier College Preparatory (214 scholarships for $460,133). The following table shows the number of STOs contributing scholarship/grant money to the private schools. There were 70 private schools that received scholarship/grant money from two STOs. The smallest average scholarship paid by an STO to one private school was $50 paid by the Institute for Better Education to Back to Basics Christian School in Willcox. The highest average scholarship paid by an STO to one private school was $7,476 paid by New Way Learning Academy School Tuition Organization to New Way Learning Academy. The most scholarship/grant money received by one private school from all STOs was $973,037 for 837 scholarships ($1,162.53 average) to Northwest Christian School in Phoenix. Appendix IV lists the 343 private schools that received scholarship/grant money, the number of scholarships, the amount and the average scholarship. This table also shows the percent change in amount of scholarship money received and the percent change in the average scholarship paid if the private school was reported as receiving scholarship money in 2004. In terms of where the scholarship/grant money went within Arizona, the most money went to schools within the city of Phoenix. Slightly more than 31% of the scholarships went to 79 private schools in Phoenix and about 35% of the money. As would be expected, 66% of all scholarships granted went to schools in Maricopa County and 68% of the money. These are very close to the same percentages as in 2004 and 2003. Appendix V shows the cities within which the scholarship/grant money was received, the average scholarship and the percent change from 2003. It also shows the rank, which indicates the city or town with the highest average scholarship (Anthem #1 with an average scholarship of $5,557) to the lowest average scholarship (Chinle #62 with an average scholarship of $100).
