The majority of the data presented was collected by the Flood Control District's (FCD) ALERT System, with contributions from the Phoenix National Weather Service (NWS) Forecast Office. The goal of this report is to present the data for general information purposes, and as a guide for future prediction of water levels and discharge rates for FCD structures, particularly Dreamy Draw Dam, Cave Buttes Dam, Indian Bend Wash, and the Arizona Canal Diversion Channel (ACDC). Storm Report: October 6th, 1993 Page 3 METEOROLOGY The October 6th storm over central Arizona was caused by the convergence of a strong Pacific low pressure system and it's associated cold front with a significant amount of moisture from the remnants of tropical storm Norma streaming into the State from the southwest. Daytime heating added to the atmospheric instability of these air masses. In the Phoenix area, light rain fell generally from 2:00 am to 5:00 am, then heavy rains fell from around 11:00 am through 3:00 pm. Eleven of the nineteen Gages which measured flow reached alarm levels established in the ALERT software. Graphical runoff data are included in this report as Figures 10 - 13. Figure 10 shows hydrographs along Indian Bend Wash at Sweetwater Avenue, Indian Bend Road, and McKellips. The Indian Bend Road hydrograph was estimated using high-water marks surveyed in the field, the McKellips hydrograph, and previous hydrographs. Figure 11 presents hydrographs along Cave Creek and the ACDC. Figure 12 shows the impoundment hydrograph and rainfall at Dreamy Draw Dam, and Figure 13 shows the impoundment hydrograph at Cave Buttes Dam. The only measured runoff of consequence in terms of return frequency occurred along Indian Bend Wash, where a peak discharge of 7,600 cfs was estimated at the Indian Bend Road crossing. According to the most recent Flood Insurance Study for Indian Bend Wash, this flow represents approximately a 25-year recurrence interval runoff event (see Figure 14). There were no reports of water overtopping any FCD structures or channels, and no reports of structural damage to any of our facilities. All but two of the 138 automatic rain Gages returned accurate data, although because of the very high rainfall intensities at times, more incremental data was lost than is usually the case. The technical staff is currently working on new repeater configurations and programming which may improve this situation. Only one water level Gage which received runoff failed to operate, unfortunately, it was a critical one: Indian Bend Wash at Indian Bend Road. Flows at this site were later estimated using previous hydrographs, high-water marks, and the McKellips hydrograph. One other stage sensor, New River at Glendale Avenue, operated throughout the storm but accurate data was impossible to compute because of recent construction activities in the channel. A record of ALERT alarms is presented in Table 3. A total of 24 precipitation and water level alarms were sounded and acknowledged by operators. The Construction and Operations Division was notified by Hydrology to monitor three structures: Sunset and Sunnycove dams in Wickenburg and Dreamy Draw dam in Phoenix (see Table 4). Cave Buttes dam stopped rising at 16 feet so no notification was made. No structures reached the notification elevation for the County's Department of Emergency Services. Storm Report: October 6th, 1993 Page 31 Storm Report: October 6th, 1993 Page 32 Storm Report: October 6th, 1993 Page 33 SUMMARY This report presented rainfall, runoff, and statistical data from the Flood Control District's ALERT data collection system for the storm of October 6th, 1993. This particular storm was caused by a fast-moving Pacific cold front colliding over central Arizona with moisture from Tropical Storm Norma. Fourteen of the District's 138 rain Gages measured more than 2.00 inches of rain over an average duration of approximately three hours. Significant runoff events were recorded along Indian Bend Wash, Cave Creek, the Arizona Canal Diversion Channel, and at Dreamy Draw dam. The ALERT system performance was exemplary, allowing operators to make required safety notifications in a timely manner and according to District policy.
