FY 2007 Section 5311 Rural Public Transportation Program Annual Report Arizona Department of Transportation Public Transportation Division Introduction The Federal Transit Administration (FTA) Section 5311 Rural Public Transportation Program provides program funds for capital, operating, and administrative assistance to local public bodies, nonprofit organizations, and operators of public transportation services in non-urbanized areas. The program is funded by the FTA through federal apportionments to the Governor of each state and is based solely on each states non-urbanized population. The Public Transportation Division (PTD) of the Arizona Department of Transportation is the agency responsible for overall state administration of the 5311 program. The PTD provides financial and technical assistance to transit agencies throughout the state to enhance the access of people in non-urbanized areas to health care, shopping, education, employment, public services and recreation. The primary mission of the PTD is to identify public transportation needs and administer programs and resources to provide safe and reliable mobility options for Arizona’s communities. The mission is carried out through the following guidance: - Establish a funding culture based upon documented public transportation needs - Grow rural-urban and intra-urban connecting services - Publicly promote and facilitate public transportation programs at all levels The following pages provide an overview of the operating and cost data characteristics of each of the 17 transit agencies that participated in Arizona’s Section 5311 program for the period 1 July 2006 through 30 June 2007. The operating and financial data for this directory was obtained from each transit agency through a monthly billing process that includes submission of service data and program costs. The program summary on the last page provides ridership, program miles, vehicle service hours, administration and net operating cost, and a performance comparison for each transit agency as well as a total for the group. The Douglas Rides service that began December 2006 operates three routes that have a total of 59 stops throughout the City of Douglas. The Cochise Commuter service operates two round trips per day starting from the central transfer point in the City of Douglas. The Cochise Commuter makes two scheduled stops in Bisbee and completes the trip with five scheduled stops in Sierra Vista to include a link to Vista Transit. The dial-a-ride service covers both the Douglas Rides and the Cochise Commuter service but requires a 24 hour advance reservation.
