Introduction
The Federal Transit Administration (FTA) Section 5311 Rural Public Transportation Program provides
program funds for capital, operating, and administrative assistance to local public bodies, nonprofit organizations, and operators of public transportation services in non-urbanized areas. The program is
funded by the FTA through federal apportionments to the Governor of each state and is based solely on
each states non-urbanized population.
The Public Transportation Division (PTD) of the Arizona Department of Transportation is the agency
responsible for overall state administration of the 5311 program. The PTD provides financial and technical assistance to transit agencies throughout the state to enhance the access of people in non-urbanized
areas to health care, shopping, education, employment, public services and recreation. The primary mission of the PTD is to identify public transportation needs and administer programs and resources to provide safe and reliable mobility options for Arizona’s communities. The mission is carried out through
the following guidance:
- Establish a funding culture based upon documented public transportation needs
- Grow rural-urban and intra-urban connecting services
- Publicly promote and facilitate public transportation programs at all levels
The following pages provide an overview of the operating and cost data characteristics of each of the 17
transit agencies that participated in Arizona’s Section 5311 program for the period 1 July 2006 through
30 June 2007. The operating and financial data for this directory was obtained from each transit agency
through a monthly billing process that includes submission of service data and program costs. The program summary on the last page provides ridership, program miles, vehicle service hours, administration
and net operating cost, and a performance comparison for each transit agency as well as a total for the
group.

The Bisbee Bus
The Bisbee Bus operates a fixed route service that will
deviate up to three quarters of a mile for clients with special
needs and the elderly. The service area includes Old Bisbee,
Warren, San Jose and the Naco area. The Bisbee Bus also
connects with the Cochise Commuter which operates two
routes - one between Douglas and Bisbee and one between
Douglas and Sierra Vista.

GENERAL DESCRIPTION
Bullhead Area Transit Service - BATS
The BATS transit service operates a deviated fixed
route and a dial a ride demand response system. The
deviated fixed route system operates two routes.
Route 1 operates North/South along the Highway 95
corridor. Route 2 operates in the Riviera area of the
city serving major shopping and medical centers.
The dial a ride service operates with a 35 minute window for pickup and is available throughout the
Bullhead City limits.

Douglas Rides and the Cochise Commuter
Catholic Community Services (CCS) operates Douglas
Rides, a deviated fixed route transit service in the City of
Douglas, a commuter service called the Cochise Commuter
operating round trip from Douglas through Bisbee to Sierra
Vista, and a dial-a-ride service for passengers with special
needs.
The Douglas Rides service that began December 2006
operates three routes that have a total of 59 stops throughout
the City of Douglas. The Cochise Commuter service operates two round trips per day starting from the central transfer
point in the City of Douglas. The Cochise Commuter makes
two scheduled stops in Bisbee and completes the trip with
five scheduled stops in Sierra Vista to include a link to Vista
Transit. The dial-a-ride service covers both the Douglas
Rides and the Cochise Commuter service but requires a 24
hour advance reservation.

The Cotton Express Transit service operates a deviated fixed
route and dial a ride service. The deviated fixed route has 46
stops throughout the city on three separate routes referred to
as the Central Shopper’s Loop, a West Loop; West of AZ
Blvd., and an East Loop; East of AZ Blvd. The dial a ride
service is for clients with special needs due to age or
disability.

GENERAL DESCRIPTION
Cottonwood Area Transit System - CATS
The Cottonwood Area Transit System operates a deviated
fixed route, dial a ride service, and is linked with the Sedona
Roadrunner to provide commuter service between Cottonwood and Sedona. The deviated fixed route has 33 scheduled stops on a Red Line that runs southbound and a Blue
Line that runs northbound servicing Cottonwood, Clarkdale,
Bridgeport, and Verde Village. The dial a ride service is for
clients who cannot get to a bus stop and a 24 hour advance
reservation is required.

The Hopi Senom Transit System operates a fixed route system servicing medical, employment, commercial, human

On 30 October 2006, City Transit Services changed its
name to Havasu Area Transit and started providing a fixed
route system and a demand response service. The fixed
route service has five routes that link at a downtown transfer station at 30 minutes past the hour. Pre-qualified Curbto-curb service is available for elderly persons over 65,
persons with disabilities, and people living outside the
scheduled route area.

VISTA TRANSIT
Vista Transit services are provided through a deviated fixed
route system with five routes utilizing transfer points
throughout the community. The routes are designed as
neighborhood circulators that meet every one-half hour at the
transit transfer center and service major employers, lowincome housing, shopping centers, senior activity centers,
medical facilities, and all City, State, and County offices.
Curb-to-curb service is also available for the elderly and disabled with a 24-hour advance reservation.

Valley Metro/RPTA utilizes Section 5311 funding to operate
two routes. Route 660, operated by Total Transit Inc.,
provides three weekday roundtrips from Wickenburg to
Glendale with a stop in Surprise. Route 685, operated by
Ajo Transportation, provides service from Gila Bend into
Phoenix. Service is provided along MC85 with stops in
Buckeye, Avondale, Goodyear, Tolleson, and the Desert Sky
Mall in Phoenix. This service also connects with Pima
County Department of Transportation contract with Ajo
Transportation servicing Ajo to Gila Bend.
