The information was collected in response to administrative rules written by the Arizona Department of Health Services as part of the Vital Records Administrative Code. Adherence to the reporting requirement was not enforced but regular reminders along with a standard reporting format were sent to clinics that provided abortion services. These forms were received by the Department and data entered to allow the preparation of a report. The data allowed for the estimation of pregnancies in addition to counts of births. This information can be accessed at http://www.azdhs.gov/plan/report/ahs/index.htm . In 2010, SB1304 was passed by the legislature that statutorily required the reporting of abortions and treatment of complications associated with abortions. In addition, the office of the Courts were required to report the number of petitions received by the court for authorization to perform abortions on unemancipated minors as prescribed in Arizona Revised Statutes §36-2152. The collection of this information was begun July 29, 2010. This report is a combination of the two reporting efforts. The 2010 data combines the information collected prior to August in the older format. The data since July 29,2010 is completely electronic with the clinics and hospitals reporting through a WEB base reporting system. The new reporting system was designed to meet the requirements of the new law and training was offered to all facilities that conduct abortions. Even though this data does not include individually identifiable information, those who enter the data, enter through an ID and password protected portal to submit the data. Many of the tables in this report are the same as those in the 2010 Arizona Health Status and Vital Statistics Report. In order to maintain the same numbering scheme as that used in the Health Status Report, the title numbers on the tables in this report are not consecutive. These tables were prepared by Christopher Mrela and Clare Torres of the Vital Statistics Section. 3 Highlights • In calendar year 2010 there were more abortions performed (11,438) in Arizona than any year since 2004. There was an 11% increase from 2009. It is possible that the new statutory requirement to report, starting in August of 2010 could account for the increase. • In 2010, 13% of the abortions were performed on girls younger than 20 years of age. White non-Hispanics was the race of 46% of the patients and another 30% were Hispanic. In reviewing the education of the women who had an abortion, 38% were high school graduates or less, 28% had at least some college, and the remainder were unknown. • Non-surgical abortions were conducted in 44% of the procedures. • Fifty-four percent (54%) of the women had a least one previous live birth and 37% had received a previous abortion. • There were 77 abortions on fetuses with 21 weeks or more gestation. • Based on the county of occurrence, only Maricopa and Pima Counties reported conducting large numbers of surgical abortions. The other counties practiced non-surgical abortions almost exclusively. • From July 29 – Dec 31, 2010 there were 23 petitions to the courts for orders authorizing abortions without parental consent. Of these 21 were granted. • In 2010, there were 66 women treated at hospitals or clinics for complications from an abortion. Of these the largest proportion was associated with delayed or excessive hemorrhage. 4 Characteristics of Women Receiving Abortions Table 1D-1 gives the numbers of abortions by the Characteristics of the women who have received them for the last 11 years from 2000 to 2010. The information includes demographics (race/ethnicity, age, and years of education), weeks of gestation, the facility where the procedure was done, previous pregnancy history and type of abortion. In comparing abortions to live births, the higher the ratio value the more frequently the decision is made to have an abortion instead of a live birth. Tables 1D-2 looks at the 11 year trend of abortions, births and the ratio of the two by race/ethnicity. Figure 2 demonstrates that the 2010 ratio was higher than any year since 2004. Figure 3 shows that White non-Hispanic and Black birth to abortion ratios are higher in 2010 where the American Indian and Asian ratios were the lowest. It provides information by age and race/ethnicity of the women. There were 77 abortions on fetuses with 21 weeks gestation or more in 2010. Figure 4 demonstrates that the majority of all abortions are in the first 8 weeks of gestation. Of most note from these tables is: • Residents of Pima, Cochise, and Santa Cruz counties show a reduction in the yearly number of abortions over the last 11 years. • The rate of abortions per 1000 women giving birth is highest for residents of Coconino, Greenlee and Pima Counties (154.4, 209.5, and 151.5 respectively). Mohave, Apache and Graham were the counties with the lowest rate (10.9, 17.3, and 28.3 respectively). • Based on the county of occurrence, only Maricopa and Pima Counties reported conducting large numbers of surgical abortions. The other counties practiced non-surgical abortions almost exclusively. • The proportion of abortions in women whose age is less than 20 when compared with all abortions to county residents was higher Arizona Administrative Office of the Courts. It represents the petitions filed from July 29, 2010 to December 31, 2010 in Arizona courts for the purpose of obtaining orders authorizing abortions without parental consent for non-emancipated minors. The number of those appeals that resulted in the denial being reversed 22 Number of Petitions 23 21 21 0 0 0 0 Complications Due to Abortion From July 29, 2010 to December 31, 2010 there were reported a total of 66 patients who were treated for complications resulting from an abortion. The largest proportion resided in Pima County with Maricopa County being second largest. The most common complication was associated with delayed or excessive hemorrhage. There were 23 women with complications in the 20-24 age group. This was the largest number for any of the age groups.
