REPORT to the GOVERNOR 2002 Arizona Commission on the Arts Letter from the Chair To the Honorable Janet Napolitano Governor of the State of Arizona Dear Governor Napolitano: In accordance with the requirements of the act which established the Arizona Commission on the Arts (A.R.S. 41-981), I am pleased to submit to you and the citizens of Arizona, the summary report of the Commission for the 2002 fiscal year. Through the Arizona Commission on the Arts, the state makes a strategic investment of public dollars to assure Arizona's competitive edge in attracting knowledge workers and their businesses. The diversity of our artistic offerings becomes a magnet for the tourism industry. And most importantly, the state investment in the arts contributes to the quality of life and education for the people of Arizona. We are proud that the agency represents the arts in state policy discussions including economic development, tourism, education, community and transportation design. The financial portion of this report reflects the 604 Community Service Projects supported by the Commission, listed by city and county, that contribute to the quality of life expected by the people of Arizona. The projects and organizations utilizing these matching grants benefited 6,566,393 audience members, participants and artists sharing their work. Contributions from local sources that matched the state's contribution were $95,630,866. Grant panels of qualified individuals from throughout Arizona reviewed the applications. Panel recommendations for funding were presented to the Commission, who made the final decisions on the allocation of these funds. We are guided by the fifteen Governor-appointed Commission members and community leaders, educators and arts professionals who have taken part in the Commission's planning process. With their advice we are working toward achieving the goals and objectives outlined in our plan Linking Up: Strategic Connections for the Arts in Arizona 2000-2006. With a staff of 20, the Commission features many diverse programs and services for Arizona residents. Our Vision An Arizona where all citizens experience the arts as integral to their lives. Our Mission To enhance the artistic development of all Arizona communities, arts organizations and artists through innovative partnerships and stewardship of public funds. Goals ! All people in Arizona have access to diverse arts experiences. ! Artistic and management skills of artists and arts organizations are strengthened. ! The essential role of the arts in teaching and learning, particularly in K-12, is accomplished. ! Access to arts information is provided through both “high-tech” and “high-touch” services. ! Public policy is favorable towards Arizona’s arts industry. ! Stable financial resources to implement the plan exist. Our History When the National Endowment for the Arts was formed by Congress in 1965, funding was made available to all state governments to form a state arts commission and to conduct a survey of all existing facilities, organizations and individuals engaged in the arts. The Arizona Commission on the Arts and Humanities was established as a state council by executive order of Governor Samuel P. Goddard on January 24, 1966. S.B. 139, establishing the Arizona Commission on the Arts and Humanities as a permanent state agency, was passed by the 28th Arizona Legislature and signed by Governor Jack Williams on March 13, 1967. The Arts Commission became the official agency of the State of Arizona “to stimulate and encourage public interest in the cultural resources, through the study and presentation of the performing arts and fine arts, to ensure that their role in the life of our communities will continue to grow and will play an even more significant part in the welfare and educational experience of our citizens.” In 1982, Governor Bruce Babbitt signed enabling legislation continuing the agency to July 1, 1992, and officially changing its name to the Arizona Commission on the Arts. Again in 1992, the agency was reinstated as an agency until 2002 by the Legislature and Governor Fife Symington. In 2001, the agency underwent a nine-month Sunset Audit through the Auditor General’s office. A bill reauthorizing the agency until 2012 was acted on by the Legislature in 2002. General Information Through the Arizona Commission on the Arts, the state makes a strategic investment of public dollars to assure Arizona's competitive edge in attracting knowledge workers and their businesses. The diversity of our artistic offerings also becomes a magnet for attracting tourists. This public investment leverages contributions from the private sector many times over and contributes to the quality of life and education opportunities expected by the people of Arizona. 1 A rts Standards. The State Board of Education adopted Arts Standards with the expectation that students demonstrate competency in music, visual art, dance and theater by eighth grade and proficiency in one art form by graduation. Commission programs and grants assist Arizona educators to ensure students meet the standards. The Commission's leadership reaches into all areas of the state to support programs that contribute to student learning, connect people in rural communities and urban centers, that preserve the rich traditions of Arizona's ethnic communities, encourage participation by people with disabilities and by citizens of all ages and supports strengthened artistic and administrative skills of arts organizations to position them to best serve the people of Arizona. The agency represents the arts in policy discussions including economic development, tourism, education, community and transportation design. A governoring board of fifteen commission members, appointed by the Governor of Arizona, awards grants and formulates policy consistent with the enabling legislation. Commission members serve terms of three years and are chosen for their demonstated ability, good judgement and experience in artsrelated fields. In addition, they are selected to ensure the geographic and ethnic representation of all areas of the state. All grants and awards from the Arts Commission are made in accordance with Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, American Disabilities Act, the Age Discrimination Act of 1975, and Title IX of the Education Amendments of 1972. 2 The Commission’s History 1972 Three Arizona artists began work serving one school district in the Commission’s Artists in Education program. Today the Artists in Residence (Arts Education) and other education programs provide work for more than 200 artists with over 5000 contacts by artists and arts organizations with schools. Many of the artists who worked in the early years of the program are among Arizona’s successful practicing artists and their former students are among today’s arts audiences; some have followed their mentors to become artists. 1974 The Commission’s Expansion Arts program, serving Arizona’s ethnic populations, was the first state program of its kind in the country. The program encourages the presentation and preservation of Arizona’s rich ethnic traditions. 1976 The Commission initiated the Art in Arizona Towns program in response to interest from Arizona towns for quality performing arts events in their communities. Performing artists visit a community for three to six days, giving performances and workshops. The Ticket Discount program was introduced in partnership with social service organizations to help people with disabilities and elderly citizens attend performing arts events (program active for 15 years). 1978 The National Endowment for the Arts awarded a Challenge Grant of $480,000 to the Arts Commission for distribution among eight major cultural institutions. This special three-year grant required the institutions to match each federal dollar with at least three dollars of new and increased giving. The institutions actually matched the grant with seven dollars of private 3 donations to one federal dollar. This same year general operating support grants were awarded to large institutions. The Challenge Grant and Basic Aid demonstrate the commitment of the Arts Commission to contributing to the continued artistic development of our statewide cultural treasures. The Artists Fellowship program began awarding fellowships in the visual arts, the performing arts and creative writing. The program underscores one of the Commission’s primary goals: recognition and support for Arizona’s artists. Fellowship awards provide individual artists the opportunity for research and development. The Art in Public Places program was triggered when Governor Bruce Babbitt commissioned works of art by Arizona artists for two new buildings in the Capitol Mall. Following this, the Commission designed and implemented an Art in Public Places program that assists local communities in selecting, commissioning and funding art for public spaces. Initiated with the support of a National Endowment for the Arts fellowship grant to Executive Director Louise Tester, the Commission began a pilot project of cultural exchange with Mexico. This full-scale program, called the International Exchange program (International Arts Exchange), provides assistance for Arizona artists to tour Mexico and other countries and for international artists to tour Arizona. 1980 The first Governor’s Arts Awards program took place. Awards were given by Governor Bruce Babbitt to recognize excellence in individual and corporate support to the arts. The Governor’s Arts Awards program continues as a joint project of the Governor’s Office, Arizonans for Cultural Development and the Arizona Commission on the Arts. The Organization Development Program (ODP) was designed as a specialized training program to give technical assistance to the boards and staffs of Arizona’s developing arts organizations. Today the program provides funding and technical support to more than 130 Arizona arts organizations which produce ongoing public programs. 1981 The Design program was initiated to give technical assistance to communities and nonprofit organizations in graphic design and the planning of cultural facilities: performing arts centers, galleries, museums, cultural parks and artists’ spaces. 1982 As a result of a positive performance review conducted of state agencies by the Arizona Auditor General’s office, Governor Bruce Babbitt signed enabling legislation continuing the agency to July 1, 1992, and officially changing its name to Arizona Commission on the Arts. 1984 Arizona became an affiliate of Meet the Composer, Inc., the national service organization which promotes the music of living American composers, encourages the commissioning of new music and develops audiences for the music of our time. 1987 The Arts Commission celebrated its twentieth anniversary with the completion of a major research project resulting in a statewide arts plan, Arizona: The Arts in Partnership, 1987 - 1990. The plan gave visibility to Arizona’s model arts programs and showed how the arts could serve as partners with other sectors in promoting Arizona’s artistic resources. 1988 The Arizona Commission on the Arts joined six other state arts agencies in a national consortium that was awarded a three-year Challenge Grant from the National Endowment for the Arts to support individual artists. The Local Arts Agencies project began to assist developing local arts agencies with program planning and administrative and organizational skills. The project increases awareness and accessibility of the arts in each participating community. The Arts Commission, cooperatively with the Arizona Department of Education, completed the First Statewide Survey on the Status of Arts Education in Arizona Public Schools, 1988. Subsequently, a retreat held to assess the survey information was attended by educators, arts administrators and community leaders who issued a consensus statement, The Oak Creek Accord, a five-year plan for the future growth and direction of arts education in Arizona. 1989 Artist Projects support individual artists in all disciplines for specific projects. The program responds to artists’ ideas, dreams and needs. Especially encouraged are collaborations and interdisciplinary projects. The Arizona Arts Trust Fund, established by the State Legislature by adding fifteen dollars to the annual corporate filing fee, increased general operating support for arts organizations. Participating organizations must document a plan to include representatives of racial and ethnic minorities on their boards. 4 Education projects assist schools and arts education organizations with projects that help make the arts basic to education. Strong emphasis is placed on collaborations among arts disciplines and use of community resources in the arts. 1990 Anti-Drug A.P.P.L.E. Corps, a partnership between Artists, Private enterprise, Prosecutors, Law enforcement and Educators places artists in after school programs to help youth, family and community to reject drugs. The program is supported with RICO funds from the Maricopa County Attorney’s Office. Arizona Arts Congress, in conjunction with Arizonans for Cultural Development and Arizona Alliance for Arts Education, brought over 300 people to the Arizona Capitol to hear legislators speak about the arts and to attend a luncheon with their legislators. Arizona Dance on Tour increases the audiences for quality dance presentations. National touring artists present concerts and residencies with local dance companies and communities. Tribal Museum program (Tribal Museum Assessment) provides technical assistance to established and emerging tribal museums and cultural centers. Over twenty-five tribes were surveyed in Arizona to identify needs of tribal museums and their communities. Technical assistance includes on-site consultants and salary assistance. 1991 Rural Assistance program provided technical assistance to rural sponsors for exhibition development. A series of workshops were held in Bisbee, Flagstaff, Globe and Sacaton. Topics included audience development, education programs, care and preserva-tion of artwork, working with historic buildings and developing exhibition seasons (program active for two years). 5 The Arts Commission joined the Arizona Department of Education and the fine arts departments of the three state universities in a collaborative effort to make the arts a part of basic education. The results of this joint effort were a Directory of Arizona Exemplary Fine Arts Sites, K - 8, Arizona Arts Education Research Institute and Artist/Teacher Institutes. 1992 Arizona Save Outdoor Sculpture! is part of a national campaign to locate and inventory publicly accessible outdoor sculpture and increase public awareness of the value of outdoor sculpture and the need to care for it. Arizona SOS! joins 35 other states in the effort sponsored by the National Institute for the Conservation of Cultural Property and the National Museum of American Art, Smithsonian Institution (program active for two years). Collaborative Initiatives program focused on collaborative artistic projects that help organizations involve and reach new communities. Priority goes to projects that show a sincere sharing of talents and specific efforts to understand different cultures. Funded by the National Endowment for the Arts (program active for one year). Arizona Arts Education Research Institute (AAERI) funds research studies which examine programs in the arts to determine their impact on learning. The program involves the Arts Commission, the Arizona Department of Education and the fine arts colleges of the three state universities. 1993 Border Arts project supported arts programs reflective of the cultural heritage of the people in the border counties of Yuma, Santa Cruz and Cochise (program active for two years). Tumblewords: Writers Rolling Around the West places Arizona poets and writers in underserved communities for outreach activities and public community readings. Supported through Western States Arts Federation. 1994 Arts Education Through Distance Learning allowed two teams to conduct distance learning experiments using communications technology with K-12 arts curricula. At the University of Arizona, music and visual art lessons were designed. At Arizona State University, dance and drama were the focus. (This program was active for three years.) 1996 The Arizona Arts Endowment Fund (Arizona ArtShare), a public/private partnership, was created by the Arizona Legislature and Governor Fife Symington. This long-term funding mechanism will, through income from permanent endowment funds, support the stabilization efforts of Arizona arts organizations, and arts education. 1997 Arts Standards. The State Board of Education adopted Arts Standards with the expectation that students demonstrate competency in music, visual art, dance and theater by eighth grade and proficiency in one art form by graduation. The Commission works with the Department of Education and the Arizona Alliance for Arts Education to develop strategies to help local schools make the arts an integral part of the curriculum. 1998 Arizona ArtsPlace. The Arizona Commission on the Arts entered into a unique collaboration with the Phoenix Arts Commission, Business Volunteers for the Arts, the Tucson-Pima Arts Council, Arizona State University, and the Western States Arts Federation. This collaboration provides grants, technical assistance, hardware/software, 6 and training to Arizona’s non-profit arts organizations to develop and maximize their online capabilities. (This program was active for six years.) 1999 School To Work was a federally funded program, designed to bring businesses and schools together to create meaningful work experiences for students. The Arizona Commission on the Arts became the fiscal agent for a unique Arts and Humanities Partnership to introduce students to the wide variety of careers available in the arts (program active for three years). ARTability: Accessing Arizona’s Arts is a consortium of 30 plus organizations who combined resources to hire a full-time Accessibility Coordinator to provide technical advice to arts and cultural organizations wishing to develop accessible programs and spaces; distribute information regarding accessible arts programs and facilities to the disability community; organize, promote and coordinate Audio Description, American Sign Language interpretation, and other accessibility services; promote Universal Design in architecture; provide information on accessibility-related issues; and promote community awareness of disability-related issues. Artist/Teacher Institutes supports two or three-day professional development institutes for teachers and administrators on-site in rural school districts throughout Arizona. The Institutes are presented by Arizona Commission on the Arts staff and a group of teaching artists, and are designed to help teachers in rural schools gain additional understanding and skills to teach using the arts and to implement the Arizona arts standards. 2000 Arts and Culture Build Communities is a public/private partnership with the Arizona Community Foundation, the Arizona Humanities Council and the 7 Arizona Department of Commerce, to support planning and implementation of projects with ethnic or rural arts/cultural or heritage organizations that support a community’s cultural resources through economic and tourism development strategies. ArtistsRegister.com/Arizona is a statewide online register of Arizona’s visual artists which eliminates multiple slide submissions for artists and provides easy-to-access notices of public art projects and competitions. The online register is designed to connect people interested in visual arts with Arizona artists and their work. ArtistsRegister.com/Arizona is a collaborative project with the Chandler Arts Commission, City of Glendale, City of Yuma, Greater Oro Valley Arts Council, Phoenix Arts Commission, Scottsdale Cultural Council, Tempe Cultural Services, Tucson/Pima Arts Council and the Western States Arts Federation. 2001 The agency participated in a ninemonth sunset audit by the Auditor General. Legislation was introduced and passed in the 2002 session to reauthorize the agency for 10 years. Arizona has also been selected as one of 13 states to participate in a national research project funded by the WallaceReader’s Digest Funds to explore new strategies to build public participation in the arts. The Understanding Participation project (UP) is designed as a learning opportunity between the state arts agency, consultants in the areas of arts participation, and Arizona’s arts organizations, communities and artists. The project brings together national research and technical assistance combined with local research and experiments to result in broadening, deepening and diversifying participation in the arts. The Arizona Commission on the Arts participates in the programs of the Western States Arts Federation. WESTAF is valued in the promotion of the arts in and of the western United States, including online registers for visual, performing and literary artists. The Arizona Commission on the Arts is also a member of the National Assembly of State Arts Agencies, Americans for the Arts and The Association of American Cultures. In its first year of existence, the Commission sponsored 32 events, serving a small arts constituency. Since that time the migration to the Southwest has multiplied several times the population of Arizona, increasing the demand for the arts. Criss-crossing the state are hundreds of arts and community organizations, dedicated to making their communities better places in which to live, work and play. The organizations receiving Commission support reach or touch more than six million people annually. The commitment to continued cultural development in Arizona is a challenge shared by arts organizations, artists, audiences and the Arizona Commission on the Arts. A nti-Drug A.P.P.L.E. Corps, a partnership between Artists, Private enterprise, Prosecutors, Law enforcement and Educators places artists in after-school programs to help our youth, family and community to reject drugs. 8 Program Areas What specifically does the Commission do? The Commission is known most as a funder; as well the agency is a source for information, research and consultation about the arts industry. Information and Referral Staff and Consultant Resources with expertise in arts disciplines and community development provide referrals and information to help artists and arts organizations connect most effectively with their communities. Areas of expertise include organization development, community participation building, grants preparation, marketing, fundraising and board development. A specialized non-circulating library, the Arts Resource Center, with up to date publications on copyright, taxes, legal issues, health hazards in the arts, arts participation, fundraising, management, marketing, publicity, board development and facility planning. The commission also has an extensive website, at www.ArizonaArts.org. Research The Commission receives and has access to a wide array of current information, data and materials in arts, arts education and related areas. The Commission can guide people to information and resources through our website and links: publications available in our Arts Resource Center; or research and data aailable through other service organizations and public agencies. The Commission also tracks research and statistics on a broad range of areas from cultural tourism to economic impact studies of the arts to the influence of arts education on student learning. The Understanding Participation project (UP, Arizona's partnership with the Wallace-Reader's Digest Funds) will 9 provide research and learning about what motivates people to participate in the arts with strategies to put this knowledge into action. Professional/Staff Assistance Commission program staff have expertise and experience in arts adminstration and the arts disciplines, and as facilitators. Constituents are encouraged to call to talk about potential projects; discuss organizational or career development issues; ways in which they would like to connect to others in their communities or artforms; or to facilitate staff and boad discussions. The Commission’s Peer Consultant Roster offers a wide variety of consultants with experience in board development, marketing, fundraising, cultural tourism, community cultural inventories, arts participation research projects, accessibility, and other specialized areas. Consultant Services Grants are available to assist with the costs for one-day consultancies which leaves each organizations with ideas and tools to move forward. Convening A catalyst and facilitator in bringing members of a community together around important issues. Annual Southwest Arts Conference (SWAC) for over 250 arts workers statewide to discuss current topics in the arts. Ticketing Task Force is a forum to discuss strategies for making ticket purchasing easier for consumers. Connecting the arts with Main Street programs to learn about design and programmatic issues in the arts that affect the economic viability of rural areas. T he Commission serves not just as a funder, but as a source for information, assistance and connection throughout the state. Technology The Commission has been a partner for six years with the Phoenix Arts Commission and others in Arizona ArtsPlace, a grant program to help Arizona arts organizations maximize their online capabilities. This program is currently on hiatus. Our website contains information on technology resources for arts and nonprofit organizations. Funding A tool to affect the quality and depth of programs available to the people of Arizona. Organizations General Operating Support for not for profit arts organizations of all sizes; to provide the foundation and infrastructure that allows organizations to develop and present high quality and effective programs for the public. This support is also available for local arts agencies and tribal museums. Projects in the disciplines of design and public art, literature, music, dance, theatre and visual and media arts that strengthen the quality of artistic resources available to communities. These art forms may by produced by discipline companies or provided to their communities by presenting organizations or festivals. Special initiatives include Meet the Composer, Dance on Tour, Traveling Exhibitions, Tumblewords: Writers Rolling Around the West and a involvement with the Arizona Department of Transportation to include enhancement projects within transportation design (T-21). Arts Education connects practicing artists in all disciplines with schools, afterschool programs, libraries, museums and other community settings. These programs reenforce the value of the arts as a part of basic education, support the implementation of the Arizona Arts Standards and provide students and teachers opportunities to explore the arts and 10 participate in hands-on creative experiences with artists. The Arizona Arts Education Research Institute supports research in arts education in partnership among the Commission, the Arizona Department of Education and the fine arts colleges of the three universities. Individuals Fellowships are awarded each year in performing arts, visual arts and creative writing and Artist Projects are awarded each year to artists from all disciplines. These programs are research and development awards to recognize and encourage accomplishment and further work by individuals in the artistic disciplines The Residency Roster lists artists in all disciplines who have been selected through a qualitative jury process to work in schools and communities. Artists with official invitations to perform and present their work from governments outside of the United States may be selected for the International Arts Exchange. Professional Development awards are provided to artists to travel outside Arizona to further their professional artistic and management development. ArtistsRegister.com is a non-juried listing for visual artists; WritersRegister.com for writers and 11 PerformingArtistsRegister.com for performing artists, managed by the Western States Arts Federation. The AritstsRegister.com/Arizona is supported in Arizona with other partners including Phoenix Arts Commission, Tucson/Pima Arts Council, Mesa Arts Center, Scottsdale Museum of Contemporary Art, Glendale Arts Council, Chandler Cultural Foundation (check others) The Commission is part of a consortium of 40 organizations called ARTability to connect people with disabilities to the arts. Financial Assistance Awarded by the Commission (alphabetical by county and city) This section details each individual grant made to organizations and individuals in FY02. Organized alphabetically by county, and then by municipality within the county, this lists each grantee and the title of the project or grant type, and the sources of funds for the grant. A rizona has also been selected as one of 13 states to participate in a national research project funded by the WallaceReader’s Digest Funds to explore new strategies to build public participation in the arts. All grants are awarded through a process in which the organization or individual applies for support; if they meet eligibility requirements, their application is reviewed through the applicable process and criteria. Applicants must document/certify the use of the funds before payment is made, and they report on the project after completion. Federal funds are provided through Congressional appropriations to the National Endowment for the Arts; Arizona receives funds through a Partnership Agreement (a portion is calculated by formula, a portion through a competitive review process) and Challenge America (designed to support programs in underserved areas). State funds are appropriated by the Arizona State Legislature. ATF denotes the Arts Trust Fund; these grants are specifically designated for general operating support for arts organizations. Other funds come from interest generated by Arizona ArtShare, the state arts endowment fund; RICO funds through the Maricopa County Attorney's Office to support Anti-Drug A.P.P.L.E.
