Town staff hopes all D-H citizens had a wonderful holiday season. Town Hall starts off the new year with a few exciting announcements: At 2014’s first council meeting, the Council appointed a new Vice Mayor, Arlene Alen. Council Member Dennis Repan has been the Vice Mayor since November 2013 to replace former Vice Mayor John Dibble, who resigned due to personal reasons. According to Town Code Section 30.031 (D), the Council will appoint the most senior Councilmember who has not already been the Vice Mayor to the Vice Mayor position. Town Code also states that in the Mayor’s absence, the Vice Mayor shall perform the duties of the Mayor. Mayor and Council Member’s contact information is posted on the Town website www.dhaz.gov. The Dewey-Humboldt Town Code of Ordinances is also available on the Town website. Mayor Nolan and Vice Mayor Alen at the January 7, 2014 meeting. From left to right: Mayor Nolan, VM Alen, former Vice Mayor Repan, CM Hamilton and CM Williams-Rowe. The Town Council has prepared an Intergovernmental Agreement (IGA) with the City of Prescott to allow D-H citizens to participate in Prescott’s Household Hazardous Waste event in Spring 2014. Once the IGA is executed by the City of Prescott, DH residents will be able to dispose of certain hazardous items, such as antifreeze, certain batteries and so on, at the HHW event. Staff will notify our citizens of the details before the event. The Town Council renewed the use permit for the D-H Historical Society to operate the Museum at its current location for an additional five years. The Museum is located at 12925 E. Main St. and is open on Thursday, Friday and Saturday from 10 until 4. The Museum has some interesting exhibits and it is free of charge to D-H residents. Please pay it a visit if you have not already. Some citizens have told me that you would like to see the Town talking about the future. We heard you. In February and March, Town Council is going to have some Economic Development Visioning discussions. The Visioning Sessions will be facilitated by Northern Arizona University faculty. It is a complimentary service provided to rural local governments by NAU (Thank VM Alen for bringing this service to the Town’s attention). The Council is expected to explore and hopefully establish some future economic goals through the Visioning sessions. Some improvement work to Foothill Dr. drainage is in store for 2014. One area is Quarterhorse Ln., the other south of Ridge Way on Foothill Dr. The Town’s on-call engineers are working on the design for the improvement project. With appropriate funding, we can expect to see the construction begin later this year. The project will improve the drainage in the Foothill Dr. area after storms and reduce further damage to the roadway. Continued on page 2 2 The Dewey-Humboldt Newsletter Town Hall—Cont’d from pg. 1 The project design utilizes funding from Yavapai County Flood Control District. The Town received $70,000 in Fiscal Year 2013-14. The Town may have a traffic light at the intersection at Main St. and S.R. 69 in the future. The current Town Council and prior Councils have all supported a traffic light at this dangerous and busy intersection. Recently, Arizona Department of Transportation agreed to conduct a traffic count study which is the first step for the consideration of a light at state highways. The study was done in September 2013 by ADOT and the Town received notification in January 2014 that the traffic has met the warrant for a traffic light. Since the town’s incorporation in 2005, the Town has made several efforts to reduce the speed of motorists traveling through SR 69 and/or having a traffic light at the intersection. ADOT conducted a traffic count in 2009; but the results did not meet the warrant requirements. Now that the traffic counts have been completed satisfactorily, in the coming year Town officials will be discussing the details of adding a light at the intersection with ADOT officials and other regional agencies. In December 2013, the Prescott National Forest (PNF) staff met with Town staff and Town Open Space and Trails Committee (OSAT) at the PNF trails access point located at the end of Newtown Avenue in DeweyHumboldt. The purpose of the site visit was for PNF to gain a field perspective of the location in light of the Town proposed trailhead project. Triggered by difficulties and limitations of equestrian vehicle parking, OSAT approached the Town Council to see about enlarging the trail access point to allow for a larger parking space. The Town approached PNF in July 2013 and the recent site visit was evidence of progress. OSAT reported that this proposal has received wide support from the D-H community and the Quad-city area. Lastly, In December 2013’s newsletter, there was an announcement about the recycle bin service being discontinued beginning January 2014. The bins were out of commission beginning January 1, 2014. Due to a contractual glitch with the service provider Waste Management, the recycle bins are reopened until March 28, 2014. The bins are open to accept recyclable items for the next couple of months. The same recycle rules and restrictions apply. Town staff wanted to thank our citizens for your cooperation and understanding. COMMUNITY NEWS: DHHS FIELD TRIP By Patti Lake On January 11th the DeweyHumboldt Historical Society had a well-attended guided trip to the mines between Cleater and Big Bug Creek. 50 adventurous people with 22 cars had a full day and great time exploring the mines with their guides Kevin Leonard and John Young. The first mine they explored was at Turkey Creek, second at Poland Creek. Before the trip began everyone went on a guided tour of the Museum, and a few became new members of the Historical Society. The Historical Society welcomes its new members and would like to invite more people to become members and also to join in on future upcoming events and all the fun! You can read all about the Museum on the improved webpage at: www.dhhsmuseum.org and also link to our new Facebook page. Hope to see or hear from you soon! YCSO SAFETY MESSAGE 1. Is distracted driving really a problem? Distracted driving kills. The friends, family, and neighbors of the thousands of people killed each year in distracted driving crashes will tell you it is a very serious safety problem. The nearly half a million people injured each year will agree. 2. What is distracted driving? Distraction occurs any time you take your eyes off the road, hands off the wheel, and your mind off your primary task: driving safely. Any non-driving activity you engage in is a potential distraction and increases your risk of crashing. 3. If it's so dangerous, why do people do it? Some people still don't know how dangerous distracted driving is. Others know about the risks of texting and talking while driving, but still choose to do so anyway. They make the mistake of thinking the statistics don't apply to them, that they can defy the odds. Still others simply lead busy, stressful lives and use cell phones and smartphones to stay connected with their families, friends, and workplaces. They forget or choose not to shut these devices off when they get behind the wheel. 4. Who are the most serious offenders? Our youngest and most inexperienced drivers are most at risk, with 16% of all distracted driving crashes involving drivers under 20. But they are not alone. At any given moment during daylight hours, over 800,000 vehicles are being driven by someone using a hand-held cell phone. Texting is the most alarming distraction because it involves manual, visual, and cognitive distraction simultaneously. Sending or reading a text takes your eyes off the road for 4.6 seconds. At 55 mph, that's like driving the length of an entire football field, blindfolded. It's extraordinarily dangerous.
