October 23, 2005 Voter Perceptions of Growth and Growth Plans in Arizona Statewide Sample of 500 Registered Voters October 23, 2005 Overview of Research Findings 1. Opinions about the way Arizona is growing are evenly divided. • About one-half of those interviewed (55 percent) are satisfied; 43 percent are dissatisfied with the way Arizona is developing. • Sixty-two percent are satisfied with the way the area in which they live is developing; 37 percent are not satisfied. • Forty-seven percent support voluntary guidelines for a single, statewide set of principles to guide growth and development; 40 percent are opposed. • Forty percent favor a state law that would require local communities to follow a uniform set of principles that would guide land use planning and zoning; 46 percent are opposed. • Twenty-one percent of those who responded to an open-ended question asking what they liked about the way their community was developing said they liked the fact that it was vibrant and growing; 15 percent said they liked the fact that their community was not growing. 2. Much like there is a cultural value that favors local control of public schools, Arizonans feel growth and development should be handled at the local, not the state, level. Only 14 percent felt the state should have the major responsibility for managing growth and development in the area in which they live. Seventy-nine percent of those living in cities or towns feel control should be vested in local, rather than state, government. Seventy-seven percent of those living in nonincorporated areas support county, rather than state, control of growth policies. 3. There is little evidence to indicate that people support either establishing boundaries where development can occur or limiting the number of people living in a particular area. 4. When asked what elements of a growth plan they consider to be “crucial,” Arizonans opt first for essentials. Fifty-five percent said an adequate supply of clean water was crucial; 53 percent streets, roads and freeways; 46 percent providing adequate energy including alternative sources of energy; 43 percent said maintaining forests for recreational purposes and 38 percent clean air. Important but not crucial elements of a growth plan related more to quality-of-life issues. Thirty-five percent want open spaces preserved; 32 percent want to make sure there is an adequate number of public parks and that they are maintained; 32 percent also want to preserve “mom and pop” operations whenever possible; public transportation, quality jobs, strong neighborhoods and a diverse economy also were in the important-but-not-crucial category. 1 Areas that could be included in growth plans but are of a lower priority include maintaining local identity and cultural heritage (22 percent crucial), assessment of impact fees (17 percent), communities with diverse populations (15 percent), the need for new communities to finance public buildings (15 percent) and limits to the number of people who can live in a community (14 percent). In response to an open-ended question regarding what they thought the single most important thing their community’s growth plan should include, essentials comprised five of the first six mentions including a transportation plan, adequate water supply, good schools, good public safety and job creation. 5. When asked to rate the effectiveness of various indicators of growth in a community, most people felt that a low crime rate, the percent of home ownership and the number of happy or satisfied people living in a community were the best way to measure positive growth. When asked an open-ended question as to what they thought was the best way to measure whether or not a community was growing in a positive way, low crime rate, business and commercial growth and happiness were the most frequently mentioned indicators. 2 Methodology The information in this report is based on telephone interviews with 700 registered voters. One random sample of 500 registered voters was selected from all registered voters living in Arizona. This sample was proportionately stratified so that voters in each of Arizona’s 15 counties were included in the sample. An additional sample of 100 interviews with registered voters living in Pima County was also interviewed. A third random sample of 100 registered voters living in the more rural counties also was interviewed. The purpose of selecting the two smaller samples was to create sub-samples of Pima County and rural voters that could be compared with the opinions of voters in Maricopa County. The combined samples allow generalizations to be made to registered voters in four areas: Sample Size Sampling error All registered voters in Arizona Maricopa County voters Pima County voters Rural voters 500 281 202 197 plus or minus plus or minus plus or minus plus or minus 4.4% 6.7% 7.2% 6.9% The sampling error for each area listed above is calculated upon the proportion or percentage giving a dichotomous response being .50 and assuming the 95 percent level of significance. The interviews were conducted by professional interviewers using a CATI system during the period October 17 – 20, 2005. A comparison of statistics generated in the sample with known population parameters (age, county of residence, length of residence, party registration) indicates the sample is a valid microcosm of the population of all registered voters living statewide in Arizona. The questions were constructed by the study directors, Dr. Bruce D. Merrill and Tara Blanc, in consultation with Alan Maguire and Arizona Department of Commerce administrators. Dr. Merrill is Professor of Mass Communication and Director of the Media Research Program In the Walter Cronkite School at Arizona State University. Ms. Blanc is a doctoral student in The School of Public Affairs at Arizona State University. Dr. Merrill and Ms. Blanc conducted the survey as private consultants. The tables included in the main body of the report show how the random sample of 500 voters living statewide in Arizona answered each question. Tests of significance, either Chi Square or T-Tests, were used to determine whether there were any statistically significant differences in how voters in Maricopa County, Pima County or the rural counties answered the questions. Few differences were found. The following table lists those differences that were found. 3 Table One Statistically Significant Differences Found In Terms of How People Living in Maricopa County, Pima County and the Rural Counties Answered the Survey Questions. 1. Pima County residents (47 percent) were less satisfied with how the communities they lived in are developing compared to residents of Maricopa County (68 percent) or the rural counties(59 percent). 2. Pima County residents are less likely (45 percent) than Maricopa county residents (58 percent) to support a single statewide set of principles to be used as a voluntary guide for growth plans for all local communities in Arizona. 3. Pima County residents are less likely (38 percent) than Maricopa county residents (50 percent) to feel that local growth plans should include an adequate street and highway plan. 4. Pima County residents (64 percent) were less likely to feel the availability of affordable and workforce housing in a community is an excellent or good way to measure growth compared to residents of Maricopa County (77 percent) or the rural counties (75 percent). 5. Pima County residents (26 percent) were less likely than Maricopa County voters (36 percent) to feel the number of people who report being happy or satisfied living in their community is an excellent way to measure growth. 6. Rural voters are less supportive (36 percent) than Maricopa County (52 percent) or Pima County residents (47 percent) to support a state law which would require local communities to followa uniform set of guidelines when they create plans for land use planning and zoning. 7. Rural voters are more likely (37 percent) than those living in Maricopa County 22 percent) or Pima County (25 percent) to see providing affordable or workforce housing as crucial when developing local growth plans. 8. Rural voters are less likely (53 percent) than Maricopa county (68 percent) or Pima county voters (62 percent) to feel a transportation plan is a really crucial or very important part of future growth plans. 9. Rural voters are more likely (33 percent) than voters in Maricopa County (18 percent) or Pima County (23 percent) to feel that preserving unique cultural and historical identify should be a very crucial part of any growth plans adopted by local communities. 10. Rural residents are more likely (34 percent) than Maricopa County (23 percent) voters to believe that the quality of life in a community is a really crucial component of future growth plans. 4 11.
