V July 2009 Graham County, Safford, Thatcher, Pima Small Area Transportation Study 1.0 FINAL REPORT INTRODUCTION The Graham County, Safford, Thatcher, Pima Small Area Transportation Study (SATS) was initiated by Graham County, in conjunction with the Arizona Department of Transportation (ADOT), to develop a countywide, long-range multimodal transportation plan for this growing rural Arizona community. The project sponsors selected the PB Americas (PB) team to conduct this study under the direction of a Technical Advisory Committee (TAC), which included representatives from Graham County, City of Safford, Town of Thatcher, Town of Pima, Southeastern Arizona Governments Organization (SEAGO), and ADOT. 1.1. SCOPE OF WORK Seven (7) tasks were identified in this study. The tasks and descriptions are below: Task 1 – Refine the Work Plan: This task presented a detailed work plan which included a scope of work, study area boundary, project schedule, and staffing requirements. Task 2 – Current and Future Conditions: This task required the collection and incorporation of background data and information that was used to create a picture of current and future conditions in Graham County. This working paper included an inventory of current conditions and the forecasting of future conditions and deficiencies for the horizon years 2013, 2018, and 2023. Task 3 – First Phase of Public Involvement: This task included the first public meeting, which was held on August 7, 2008, at the Graham County General Services Building in Safford. An overview of the study, the study schedule, information on existing and future conditions, and future work task information was available for participants to review. Please see the Public Meeting Summary Reports in the appendix for detailed public meeting information. Task 4 – Evaluation Criteria and Improvement Plan: This task required the development of evaluation criteria and potential projects and strategies to address the needs and deficiencies identified in Task 2. In addition, a list of ranked projects was developed addressing short-, medium- and long-term improvements. Task 5 – Second Phase of Public Involvement: The second public meeting was held on April 28, 2009. The proposed improvement plan and projects were displayed and project information was available for distribution. Please see the Public Meeting Summary Reports in the appendix for detailed public meeting information. Task 6 – Final Draft Report: A draft report was created which documented the information, evaluation and recommendations from Tasks 2 & 4. In addition, the Public Meeting Summary Reports were included. STUDY AREA OVERVIEW Located in the Gila Valley, Graham County encompasses 4,630 square miles; which includes 22 square miles of water. The geography of the region comprises mostly high desert plains surrounded by the Gila, Pinaleno, Galiuro and Santa Teresa Mountains. The three incorporated communities of Safford, Thatcher, and Pima represent the principal center of population and economic activity in the County. The County also includes part of the San Carlos Indian Reservation. While agriculture has traditionally been a mainstay of the region, it has evolved into a center for light industry as well as the retail and service hub in Southeastern Arizona. The major highways in the area are United States (US) Highway 191, which runs northsouth through the City of Safford, and US Highway 70, which runs east-west and connects the cities of Safford, Thatcher, and Pima. National protected areas in the region include the Coronado National Forest and Gila Box Riparian National Conservation Area. 1.3. STUDY AREA BOUNDARY The study area boundary for the Graham County SATS is shown in Figure 1-1. The limits are: West: San Carlos Indian Reservation border. (SATS to include the Town of Geronimo.) FINAL REPORT REPORT ORGANIZATION This report is organized into seven sections, as follows: 1.0 Introduction Provides background information and sets the stage for the study. 2.0 Inventory of Existing Conditions Background data for the region is presented and used to create a picture of the current socioeconomic and transportation characteristics of the region. 3.0 Future Conditions This section details the planned residential and employment changes and evaluates their traffic impact to the regional transportation network in horizon years 2013, 2018 and 2023. 4.0 Evaluation and Improvement Plan This section describes the needs and deficiencies and details the evaluation of improvements to address such needs. A description of recommended improvement projects is also provided. 5.0 Other Needs This section details an environmental overview, recommends financial incentives/community partnerships/job creation as tools for managing growth, and provides a review of the Graham County Transit Feasibility Review Study. 6.0 Evaluation of Improvements This section details the evaluation criteria creation and review process that will be used to evaluate improvement projects in section 7.0. 7.0 Ranking of Projects Using the evaluation criteria created and approved in section 6.0, a ranking of improvement projects, both motorized and non-motorized, was created. 1.5. COMMUNITY INVOLVEMENT The Graham County SATS public involvement activities provided means for key stakeholders and members of the public to have meaningful involvement in the development of all recommendations. The first meeting, held on August 7, 2008, shared the results of Task 2 - Existing and Future Conditions. The second meeting was held on April 28, 2009 and presented the recommended improvements. PB Americas, Inc. 1-5 July 2009 Graham County, Safford, Thatcher, Pima Small Area Transportation Study 2.0 FINAL REPORT INVENTORY OF EXISTING CONDITIONS This section includes the existing conditions of the Graham County, Safford, Thatcher, and Pima Small Area Transportation Study. In this section, background data for the region is presented and used to create a picture of the current and future socioeconomic and transportation characteristics of the region. It includes two sections, an Inventory of Current Conditions and a Forecast of Future Conditions. The Inventory of Existing Conditions establishes the roadway characteristics of the study area roadways, presents accident history, current funding information, traffic volumes, regional environmental justice, existing roadway level of service, and an existing conditions traffic model. The Forecast of Future Conditions details the projected socioeconomic conditions, future traffic model results, and future deficiencies in the system. Subsequent working papers will detail recommended improvements. Existing Conditions The existing conditions chapter establishes the baseline conditions of the Graham County region for this study. It provides a review of the current operational conditions as well as a basis for projecting future conditions. The measures of existing conditions which have been selected for documentation and analysis include: Land use Socioeconomic data Environmental justice considerations Existing Street System Other modes of transportation Traffic crash data Existing traffic and operating conditions Each of these measures is presented in the following subsections of this chapter. 2.1. LAND USE An understanding of land use is important in determining and interpreting travel characteristics in an area. Land use information, in conjunction with population and employment data, is used to develop the travel modeling, which will be discussed in Section 3.3. Graham County land ownership consists of: U.S. Forest Service and Bureau of Land Management: 38% San Carlos Indian Reservation: 34% State of Arizona: 18% Private: 10% While agriculture has traditionally been a mainstay of the region, it has evolved to also become a center for light industry as well as the retail and service hub in Southeastern Arizona. Recent population and economic growth is associated with the Freeport McMoRan, Inc mine expansion and emergence as a regional shopping and services center. 2.2. SOCIOECONOMIC DATA Growth rates can be an indication of future growth and therefore are important in developing traffic forecasts. Population and employment are direct inputs to the travelforecasting demand model to determine the number of trips being made each day. Specifically, in the traffic model, population produces trips and employment attracts trips. Population In the 2000 Census, the population of Graham County was reported to have increased 26% since 1990. Since then, the population growth was reported to be relatively flat. Beginning in 2006, the area saw an increase in building permits and with the recent announcement of the Freeport-McMoRan mine expansion, the area has experienced an influx of workers and their families. Table 2-1 provides the population of the three incorporated towns, as well as the unincorporated area in Graham County. TAZs are geographic subdivisions of the study area that are used in the travel forecasting model. Similar land uses, physical barriers, or major transportation corridors define the zone boundaries. The study area has 76 TAZs, as shown in Figure 2-1. Based on information provided by the TAC and the study of land use pattern by the project team, the current total population of 34,270 within the study area is distributed to the 76 TAZs, as tabulated in Table 2-2. The population density map is presented in Figure 2-2. This figure depicts densely populated areas near the downtowns of Safford, Thatcher and Pima, with outlying areas of lower density residential. FINAL REPORT ENVIRONMENTAL JUSTICE Title VI of the Civil Rights Act of 1964 and related statutes assure that individuals are not subjected to discrimination on the basis of race, color, national origin, age, sex, or disability. In February 1994, President Clinton signed Executive Order 12898, “Federal Actions to Address Environmental Justice in Minority Population and Low-Income Population.” The purpose of the Executive Order was to focus attention on the “environmental and human health conditions in minority communities and low-income communities with the goal of achieving environmental justice.” The Executive Order does not supersede existing laws or regulations; rather, it requires consideration and inclusion of these targeted populations as mandated in previous legislation, including: Title VI of the Civil Rights Act of 1964 National Environmental Policy Act of 1969 (NEPA) Section 309 of the Clean Air Act Freedom of Information Act The U.S. Department of Transportation issued its final order to implement the provisions of Executive Order 12898 on April 15, 1997. This final order requires that information be obtained concerning the race, color or national origin, and income level of populations served or affected by proposed programs, policies, and activities. It further requires that steps be taken to avoid disproportionately high and adverse impacts on these populations. One of the first steps in assuring environmental justice is the identification of those populations specifically targeted by the Executive Order – minority and low-income populations. According to the 2000 Census, the racial composition of the Graham County study area was predominantly white, with about 32.9 percent minorities. Racial demographics for the study area are shown in Table 2-5. According to the 2000 Census, approximately 16% of the population in Graham County is 60 years or older. Nearly 21% of Graham County residents live below the poverty level. Socioeconomic data for Graham County and the three incorporated cities are listed in Table 2-6. Pima 51% 49% 43% 18% 20% EXISTING STREET SYSTEM The existing street system (Year 2007) within the study area is currently served by an arterial street system, collectors, and local streets. ADOT manages three highways in the study area: US 70, US 191, and SR 366. These highways serve as major roadways in the street network within the study area and distribute local and regional traffic. ADOT Facility Descriptions US 70 The US 70 is an east-west highway that connects the study area to New Mexico in the east and to Globe to the west. It is the main route through the Graham County area and is used by visitors and recreational users to access San Carlos Lake and other attractions. There are approximately 29 miles of US 70 in the study area. According to the State Highway Log System, it is currently classified as a principal arterial in the urbanized area, and as a rural minor arterial outside the urbanized area. US 191 The US 191 is a north-south highway that serves as the major regional route within the Safford region, connecting Safford with I-10. According to the State Highway Log System, it is currently classified as a rural minor arterial south of Safford City and as a principal arterial within the urbanized area. The US 191 provides access to the Graham County Park, fairgrounds, and Roper Lake State Park. Approximately 15 miles of the highway is within the study area. PB Americas, Inc. 2-13 July 2009 Graham County, Safford, Thatcher, Pima Small Area Transportation Study FINAL REPORT SR 366 The SR 366 departs from US 191 approximately eight miles south of Safford and heads westward to the top of Mount Graham. The roadway provides access to the Safford Federal Correctional Facility, as well as the University of Arizona Binocular Telescope Facility. It is classified as a rural minor collector in the State Highway Log System. Number of Lanes The number of lanes for all of the arterials and collectors within the study area was inventoried for roadway capacity calculation. The data collected is based on the 2007 HPMS database and supplemented by more recent information provided by the TAC. Although there are other factors such as access and traffic control devices, the roadway number of lanes is the most significant factor that affects the capacity of a street. Figure 2-6 and Figure 2-7 illustrate the number of lanes on each road for the existing condition. Five-lane roadways are comprised of four through lanes plus a continuous center left-turn lane. Similarly, 3-lane roadways have two through lanes and a continuous center two-way left-turn lane. The majority of the roads in the area have two through lanes with the exception on US 70 and US 191, which have four through lanes in the incorporated urban area. Functional Classification Functional classification, the grouping of roadways by the character of service they provide, was developed for transportation planning purposes. According to the “Arizona Functional Classification Guidelines”, urban and rural areas have fundamentally different characteristics as to density and types of land use, density of street and highway networks, nature of travel patterns, and the way in which all of these elements are related in the definitions of highway function. An “urban area” is defined as an urban cluster and/or urbanized area. Within the study boundary, the Safford-ThatcherPima metropolitan area is classified as an urban area. The entire territory outside of the urban boundary consists of rural area within the study area. The characteristics of the roadways serving both rural and urban areas, as defined in ADOT’s “Arizona Functional Classification Guidelines”, are described below: Rural Principal Arterial Highways: Serve high volume, long distance trips and provide high speed travel and minimal interference to through movement. Rural Minor Arterial Road: Serve most of the larger communities not served by the principal arterial system, provide trip length and travel density greater than those served by collector systems, and provide relatively high travel speeds with minimum interference to through movement. Serve shorter trips and provide more moderate speed than arterial routes. All rural state highways that are not arterial highways will be on the rural collector system as either major or minor rural collectors. Rural minor collectors tend to have lower traffic volume than rural major collectors, carry traffic over a shorter distance than a major collector; or carry traffic on trips to less important intra-county traffic generators. Rural Local Roads: Serve primarily to provide access to land uses adjacent to collector and arterial roadways. Tend to have lower traffic speed limits and lower traffic volumes. Urban Principal Arterials: Carry trips of longer length; provide the greatest mobility and highest speed for through movement. Serve the highest traffic volume generators and the major centers of activity of a metropolitan area. Urban Minor Arterial: Provide trips of moderate length. Provide lower travel mobility and lower speed limits than urban principal arterials. Urban Collectors: Distribute traffic from arterials and collect traffic from local streets into the arterial system. Urban Local Streets: Provide direct access to the adjacent land. Provide the lowest travel mobility and lowest posted speed limits. The existing functional classification system for the Graham County study area, based on the federal Highway Performance Monitoring System (HPMS), is shown in Figure 2-6. An inset map for the Safford-Thatcher area is shown in Figure 2-7. As illustrated on the map, the study area is currently served by US 70 and US 191, which provide regional access to the study area from outside of Graham County. FINAL REPORT OTHER MODES OF TRANSPORTATION Other modes of transportation in the study area include transit, bicycle and pedestrian activity. These are summarized below. Transit Currently, the only public transit service available in the Graham County study area is provided by South Eastern Arizona Community Action Program, Inc. (SEACAP), using one vehicle. The need to provide public transportation in the area has been addressed by community leaders who commissioned a feasibility study to determine the transit needs of the community, the Graham County Transit Feasibility Study, completed in 2007. This feasibility study’s objectives were to identify transit dependent populations, the need for connections between major community activity centers and funding alternatives. The results of the feasibility study indicated that there is demand for public transit services and recommended operating various fixed routes. However, community leaders continue to address the complexity of funding and management issues and no transit service has yet been. Additionally, several private and informal park and ride facilities are located throughout the region, as shown in Figure 2-10. Most are used by employees of the FreeportMcMoRan mine. The mine offers a shuttle service for some employees. Other locations are used by workers who have coordinated private carpools. In subsequent sections, this study will recommend transit service based on data from the feasibility study, as well as park and ride locations based on demand and funding options. The study identified a number of existing and proposed streets designated as bicycle routes and multi-use paths within the Eastern Arizona Railway right-of-way between Pima and Thatcher and along Gila River between Pima and Safford. The on-street striped bicycle lane needs to be four feet in width according to the guide, while an off-road multi-use path needs to have a minimum of 12-foot width. The guide required that provision for bicyclists be considered on all roadway improvements. Additionally, the City of Safford and Town of Thatcher have completed a multi-use path and/or bicycle route system plans. All area bike and multimodal plans are shown in Appendix D. All bicycle facilities in the area are divided into the following four categories: Shared-Use Paths – a paved pathway designated for the exclusive use of bicycles and other non-motorized vehicles in scenic recreational areas. Bike Lanes – a bicycle lane located on the paved area of a roadway shoulder for preferential use by bicyclists. Bike Routes – a roadway identified as a bicycle facility by guide signage only without special lane markings. Bicycle traffic shares the roadway with motor vehicles. Wide Curb Lanes – not officially designated as bikeways with at least 14 feet wide to accommodate cyclists. The bicycle, if adequately planned for and utilized, can play an important role in the transportation system to enhance mobility and recreational riding. Pedestrian System The two types of pedestrian facilities are sidewalks and multi-use paths. Sidewalks are an important element along urban roadways and near local activity centers such as schools, commercial centers and public recreation areas that attract significant pedestrian travel. In developing a pedestrian system, priority should be given to segments that would provide safe school routes or to enhance continuity of the system. Since the need to cross major streets often discourages walking, signalization or other protection of pedestrian crossings at these locations should be considered where warranted. 2.6. TRAFFIC CRASH DATA Historical crash data for Graham County was obtained from the Arizona Department of Transportation, which consists of all city and county crash records. Table 2-7 is a summary of crash types for all vehicle crashes from 2001-2006. Statistics also shows that State Rural Roads have more crashes than Other Rural Roads. A total of 1891 crashes were reported during the years 2001 to 2006 in the Graham County area. The top ten high crash locations were preliminarily identified based on the total number of crashes in six years. These locations will be further identified and analyzed based on accident rates developed using traffic volumes. The spatial distribution of all the crashes in 2006, the most recent year of crash data, in Graham County is presented in Figure 2-11 and Figure 2-12. As presented in Figure 2-13, the fatality rate of traffic crashes in Graham County increased from 2002 to 2006. Figure 2-17 also shows the Arizona vs. the national fatality rate per 100 million VMT in the last five years. As the number of fatalities is actually increasing, the fatality rate keep flat due to the annual increase in vehicle miles traveled in Arizona. However, the overall fatality rates based on 100 million miles traveled is much higher in Arizona than national rate. One reason is due to the dramatic population growth (22.9% from 2000-2006) in Arizona, which is more than three times higher than the national average. The breakdown of total crashes in Arizona by type for the year 2006 is listed in Table 2-9. The breakdown of fatal crashes in Arizona in the year 2006 is shown in Table 2-10. It is observed that US 70 has several intersections with a high number of crashes in the Thatcher and Safford downtown areas. The intersections on US 191 with the most number of crashes were generally located south of Discovery Park Blvd. Within Safford, the intersection of 20th Ave and 8th St is the intersection with the highest number of accidents. At this intersection, 38 crashes were recorded during the past six years. It was identified that these vehicles operate at slow speeds, but are not affecting traffic safety significantly. Pedestrian safety issues such as lack of sidewalks along streets and unmarked crosswalks were identified by many people as a concern. The primary concern was for children who walk to school and recreation centers. Inadequate traffic control devices such as stop signs, traffic signals, crosswalks, and street lights were also identified for specific road segments and intersections. Lighting improvements at Relation St and US 191 are recommended for general safety and mobility. Additionally, the federal Safe Routes to School program may be beneficial to the Graham County region to provide funding assistance for safe pedestrian and bicycle facilities near schools. Safe Routes to School is a program that enables and encourages children, including those with disabilities, to walk and bicycle to school; to make bicycling and walking to school a safer and more appealing transportation alternative. The program facilitates the planning, development, and implementation of projects and activities that will improve safety. The product of the program may include: Specific infrastructure improvements (sidewalk improvements, traffic calming devices) and non-infrastructure improvements (education campaigns) for which the local agency can receive federal funding, A Safe Route to School map on file with the local transportation department displaying preferred walking and bicycling travel routes within the school districts' established boundaries. The development of a complete streets policy may also be beneficial in guiding future roadway design. The goal of a complete streets policy will be to ensure the accommodation of all transportation modes. 2.7. EXISTING TRAFFIC AND OPERATING CONDITIONS This section presents the existing traffic and roadway characteristics and defines the methodologies utilized in the analysis of network performance. Included is a discussion of the existing operating conditions of the street system in the study area. The posted speed limit is reduced to 45 mph and further reduced to 35 mph approaching the US 191/US 70 intersection in the City of Safford. The speed limits of other streets within the study area generally range from 25 miles per hour on the local streets to 35 and 45 miles per hour on the collectors and arterials in the urban area. Figure 2-18 shows the Graham County study area speed limits. An inset map for the Safford-Thatcher incorporated area is shown in Figure 2-19. FINAL REPORT EXISTING TRAFFIC Existing (Year 2007) daily traffic volumes on the street system in the study area are shown in Figure 2-20 and Figure 2-21. The volumes on US 70 and US 191 were obtained from ADOT 2007 state highway traffic counts. Others were obtained from HPMS annual average daily traffic counts (2006) and the 2007 Safford City Transportation Study. As shown in the figures, the highest daily traffic volumes are on the two principal arterials: US 70 and US 191. The US 70 carries about 20,000 vehicles on an average daily basis inside the Safford City area. The US 191 also carries almost 10,000 vehicles when it passes through the Safford area. Other high volume locations include 20th Ave, 8th Ave, and 8th St in the Safford urban area. There are six levels of service defined by the Highway Capacity Manual 2000 (HCM), published by the Transportation Research Board (TRB). Each level of service is given a letter designation from A to F, with A representing the optimal or best condition and F representing the worst. Roadway segment level of service is characterized by the HCM as follows: LOS A: Best, free flow operations (on uninterrupted flow facilities) and very low delay (on interrupted flow facilities). Freedom to select desired speeds and to maneuver within traffic is extremely high. LOS B: Flow is stable, but presence of other users is noticeable. Freedom to select desired speeds is relatively unaffected, but there is a slight decline in the freedom to maneuver within traffic. LOS C: Flow is stable, but the operation of users is becoming affected by the presence of other users. Maneuvering within traffic requires substantial vigilance on the part of the user. LOS D: High density but stable flow. Speed and freedom to maneuver are severely restricted. The driver is experiencing a generally poor level of comfort and convenience. LOS E: Flow is at or near capacity. All speeds are reduced to a low, but relatively uniform value. Freedom to maneuver within traffic is extremely difficult. Comfort and convenience levels are extremely poor. LOS F: Worst, facility has failed, or a breakdown has occurred. Roadway segment level of service is based on the number of lanes, the functional classification of the roadway, maximum desired level of service capacity, roadway geometrics and the existing or forecasted average daily traffic volume. Roadway LOS is used to describe the degree of traffic congestion. Roadways having a level of service in the D, E, or F range are considered congested and warrant further review for possible improvements. In rural areas, LOS C is the general standard for acceptable roadway performance, and LOS D is generally considered acceptable for roadways in areas transitioning from rural to urban. In this study, the level of service for each street segment in the network is determined by comparing the actual traffic volumes to the capacity calculated for each roadway type. This method of assessing roadway segment levels of service is widely used for planning applications. A LOS/Capacity thresholds look-up table, Table 2-15, has been developed for this study based on the Highway Capacity Software+ developed by McTrans Center. This software is a faithful implementation of the procedures outlined in the most recent version of the Highway Capacity Manual. The capacity is defined as the volume threshold for the type of facility. PB Americas, Inc. 2-39 July 2009 Graham County, Safford, Thatcher, Pima Small Area Transportation Study FINAL REPORT For the purposes of this study, roadways that are at or over capacity will be identified as deficient for review, while roadways with level of service C and better for roadway segments are considered acceptable for arterial and collector roadways under daily operating conditions. Based on the existing street system inventory, the current traffic volumes were compared to the threshold volumes listed in Table 2-15 to determine whether a roadway is over capacity (LOS D or worse for rural area, LOS E or F for urban area), at capacity (between LOS C and LOS D for rural area, between LOS D and LOS E for urban area) or under capacity (LOS C or better for rural area, LOS D or better for urban area). Streets segments that are at or over capacity are identified as deficiencies in the system and would warrant further review for possible improvements in this study. The result of existing Level of Service results are presented in Figure 2-22 and Figure 2-23. The network performance shows that all the study area roadways are operating at acceptable levels of services in the year 2007. The impact of this growth on the transportation system needs to be quantified so that necessary improvements can be identified and programmed for future projects. The future horizon years for this transportation study are 2013, 2018, and 2023. This section presents estimates of the anticipated residential and employment changes and projects the traffic impact to the regional transportation network based on growth estimates. The estimates developed for the study were gathered from local planning agencies during a period of significant economic growth and development. In the more recent time frame (2009) some of these proposed developments failed and many have been scaled back. Although this data represents the potential for development, in retrospect, the timing of the traffic impacts may be extended as a result of the current, more moderate growth climate. 3.1. SOCIOECONOMIC DATA The primary measure of growth used in this study was population and employment. The current 2008 population of the Graham County study area is 34,270 with 10,132 employees. The population and employment in the study area are distributed into 76 traffic analysis zones (TAZs) for use in the travel forecast model. This was the basis for developing the future traffic volumes. Several studies and plans were used to determine the future characteristics of the region, with detailed guidance from the TAC. Based on the size, status and locations of the proposed projects and additional discussion with the TAC, the population increase based on these development projects was projected for each TAZ for the future analysis years. The population growth in the study area by 2023 can be foreseen along the US 191 Corridor and the suburban area of Safford-Thatcher metropolitan area as a result of new subdivision developments. Most significantly, it is assumed that the planned Sierra Del Sol Development located on the east side of US 191, south of the study area, will cause a dramatic increase in population in the southern portion of the study area. According to the 2007 Woods and Poole Employment Estimates, between the Year 2005 and Year 2030, the employment will grow at an average annual rate of 2.3% in the Graham County area. This growth rate was used to establish a baseline projection for the overall study area and specific adjustments were made based on the analysis of the impact of the proposed improvement projects, the current employment pattern, geographic advantages and constraints. More specifically, the growth rate is lower in areas with dense employment today, while higher in areas adjacent to these TAZs. The employment growth by the year 2023 will focus on the areas north of Safford with the anticipation of Freeport-McMoRan mining expansion, River View development and Greenberg II development, as well as areas along the US 191 corridor with the proposed residential and commercial development. Table 3-1, Table 3-2 and Table 3-3 tabulate the population and employment projects for 2013, 2018 and 2023, respectively, per TAZ. The spatial distribution for the 2013, 2018, and 2023 population and employment is shown in Figure 3-1 through Figure 3-6. FINAL REPORT DEVELOPMENT ACTIVITIES New developments are associated with an increase in roadway traffic volumes. If the existing roadway capacity is not sufficient to accommodate the additional traffic, it will cause congestion and other problems. To identify whether a proposed development will have a significant traffic impact; a traffic impact analysis should be conducted. According to the ITE Manual, generally, a comprehensive traffic analysis should be completed whenever a development is expected to generate 100 or more new inbound or outbound trips during the peak hours. With the new residential and commercial development that is anticipated, it is projected that Graham County will have an increase in the use of its transportation network. The proposed new subdivision developments along the US 191 Corridor and the SaffordThatcher-Pima urbanized area will result in increased traffic volumes. All of the developments in the study area were inventoried and are shown in Table 3-4. FINAL REPORT PLANNED STREET SYSTEM In order to perform an analysis of future traffic operations for the final horizon year 2023, a future base street system must be established. The future base network was obtained by updating the existing street system with the schedule of all the confirmed projects listed in the current transportation improvement program (TIP) as well as the previous 1998 Graham County SATS recommended projects. The transportation improvement projects that were incorporated in the future base network are listed in Table 3-5. To begin, there are two distinct sets of tasks to be performed which provide the input to a third set. One set involves the compilation of land use data and associated trip generation rates in the study area. This information is then used to calculate trip productions and attractions for each zone. The other set of concurrent tasks is the identification of the street system to be included in the model and the development of the highway network to represent the street system. The network data includes the TAZs (traffic analysis zones), street segment lengths, speed, and capacity. Using the street segment lengths and speeds in the network, the minimum time paths between zones are determined. PB Americas, Inc. 3-15 July 2009 Graham County, Safford, Thatcher, Pima Small Area Transportation Study FINAL REPORT The productions and attractions for each zone and the minimum paths between zones are used as the inputs to the third set of tasks, the trip distribution and assignment process. Trip distribution is accomplished using a mathematical model. The most commonly used distribution model is the gravity model which assumes that the attraction of trips between zones is inversely proportional to the distance between zones. The result of the gravity model is a trip table which is a matrix of all trips distributed to/from each zone. These trips are then assigned to the street system, via the minimum paths (based on time), to produce traffic forecasts for the network. Figure 3-7: Travel Forecast Model Process PB Americas, Inc. 3-16 July 2009 Graham County, Safford, Thatcher, Pima Small Area Transportation Study FINAL REPORT Model Calibration The demand model for this study was created using the TP+ (Transportation Planning Plus) program, which is an integrated computer package for traffic forecasting process developed by Citilabs. TP+ provides a general framework for implementing a wide variety of travel demand forecasting processes encompassing simple 4-step models of trip generation, trip distribution, mode choice, and trip assignment for both highway and transit systems. In this study, the conventional four-step demand forecasting methodology was applied without the mode choice consideration. Before the transportation model could be used to forecast traffic volumes, the model's representation of existing traffic conditions was validated. The first step was to build the highway network into TP+ and to develop the existing land use data for each zone. The base network was verified to make sure it properly represents the existing street system. Then trip generation, distribution, and assignment were performed in TP+. The result is a loaded highway network with computer-simulated volumes. Trip generation rates developed for the study model were initially derived from the Graham County 1998 SATS with the adjustments made based on the small community characteristics and travel patterns, as determined from the new model. Using those rates, the total number of trips generated in each internal zone was calculated to identify the relative trip intensity of each of the zones. External zones represent traffic entering and exiting the model area from outside of the study area. The traffic assignment was accomplished using a capacity restrained process. The capacity restrained assignment is an effort to replicate the actual traffic condition based on the capacity of the streets. If the volume on a road reaches capacity, the path times are re-calculated and the traffic is then re-assigned to the shortest time path. A number of model parameters and factors can be adjusted to improve the simulation. This adjustment process is the calibration of the model. The factors which can be adjusted include the street segment speed and capacity, friction factors, and intrazonal trip times. The friction factors are used to define the effect that the distance between zones has on the relative attractiveness of trips between zones. The intrazonal trip times add time to the trip within a zone so that a certain percentage of trips must leave a zone to be satisfied. Screenlines Initially, coarse adjustments were made to the model to shift traffic and replicate travel patterns. Before "fine tuning" the volumes, an additional check was made of the overall traffic in the area using screenlines. Another methodology of analyzing traffic movement in an area is by examining volumes across screenlines. A screenline is an imaginary line across which all the traffic flows can be counted and summed. This technique provides a means for examining major travel trends and removes the discrepancies that are inherent in model generated volumes on individual street segments. The screenlines used for this analysis are shown in Figure 3-9. In the calibration process, screenlines are used to verify the total amount of traffic on area streets. If the total simulated traffic volume across a screenline is lower (or higher) than the existing traffic volumes, then a percentage adjustment is made to the simulated volumes across the screenline. This percentage is then applied to adjust the individual forecasts. The comparison between existing and simulated volumes indicates that the model results are reasonable and that existing volumes are being replicated well. As shown in Table 3-7, the simulation volumes across all of the screenlines are within 10% of existing traffic counts. FINAL REPORT TRAVEL FORECASTS With the travel forecast model properly calibrated, traffic projections were developed for the future horizon years. The model inputs for the future condition were based on the projected population and employment data and the planned street system previously described. The anticipated trips generated from the proposed development projects listed earlier were considered. In addition, traffic at the external zones was increased to account for growth outside of the study area. The volumes at the external zones were increased by 35% in accordance with the Arizona Department of Economic Security population growth forecasts for the State and Graham County, as well as the historical traffic volumes from Arizona Department of Transportation in those areas. The daily forecast volumes for 2013 and 2018 are shown in Figure 3-10 through Figure 3-13. The forecasts were derived from the model outputs and adjusted where appropriate. The adjustments were made to account for unknown estimation errors in the model and remove discontinuities that are inevitable in model-generated numbers. Until 2020, the number of lanes information in the study area remains the same as the existing condition. After 2020, US 191 south of Armory Rd to SR 266 was widened to a 4-lane highway and US 70 between Hollywood Rd and Bowie Ave was widened to a 5lane roadway. Figure 3-14 and Figure 3-15 show the roadway network completed by 2023. This includes the improvements listed in Table 3-5. The daily forecast volumes for 2023 are shown in Figures 3-16 and 3-17. Overall, the total daily trips on the street system throughout the study area are expected to triple between 2007 and 2023. It should be noted that the traffic forecasts are based on the assumption that the employment growth rate and residential development presented in the “Growth Forecasts” section will occur by 2023. In 2023, the highest traffic volumes, as projected, will be concentrated on US 70, US 191, 20th Ave, 14th Ave, 8th Ave, 8th St, Relation St, 20th St and Discovery Park Blvd. Specifically, US 70 within the Safford City limits and US 191 south of 20th St are forecasted to have an average of more than 30,000 and 50,000 vehicles per day. With the build-out of the Sierra Del Sol development, the volume on US 191 will increase dramatically by the year 2023. The proposed residential development and retail will make it a major trip generator and attraction for the area as well as the region in the future. 3.6. FUTURE OPERATING CONDITIONS A review of future traffic conditions involved the capacity analysis of roadway segments with projected traffic volumes. The results of the analysis are expressed in terms of Level of Service (LOS) as previously described in Section 2.8. PB Americas, Inc. 3-21 July 2009 Graham County, Safford, Thatcher, Pima Small Area Transportation Study FINAL REPORT To examine the operating conditions of arterial street segments, the daily traffic volumes are compared to capacity threshold volumes for various types of roadways, as previously shown in Table 2-15. Future capacity of the planned street system was calculated to account for all the roadway improvements to be completed at the future target year. The 2013, 2018, and 2023 forecasted traffic volumes were compared with the capacity thresholds in Table 2-15 to obtain the operating condition of the roadways. Roadway segments that are predicted to be at or over capacity for 2013, 2018, and 2023 were identified. The modeling of the roads for level of service assumed a minimum of a 2-lane paved road being in place. FINAL REPORT DEFICIENCIES Based on the analysis of projected operating conditions, deficiencies in the future roadway network were identified. These were used in the subsequent section of this study which recommended improvements to the regional transportation network. According to Highway Capacity Manual 2000 (HCM 2000), LOS C is recommended as the acceptable LOS in the rural areas and LOS D in the urban areas. The roadway capacity deficiency therefore is defined when a roadway segment experiences LOS D or worse for rural area and LOS E or worse for urban area in this study. The roadway segment of US 191 south of Armory Road to SR 266 was programmed to be widened as a 4-lane divided highway after year 2020. Other major roadway deficiencies within the Graham County study area are summarized in Table 3-8. As shown from Table 3-8, the following major roadway segments will start to show unacceptable LOS by year 2013. 1) US 191 between 11th St and US 70 This roadway segment is currently a 3-lane urban principal arterial with a speed limit of 35 MPH. It is anticipated to operate at LOS F from 2013 to 2023. The 2018 ADT on this segment ranged from 24,200 to 32,900 vehicles per day. Adding one lane in each direction to form a 5-lane section is recommended to accommodate the 2018 projected traffic. However, even the widened 5-lane roadway is not expected to operate at an acceptable LOS by 2023, at which time the ADT is projected as 34,400 to 48,000 vehicles per day. It is recommended to research and plan for an alternative route for US 191 to alleviate the capacity limitation. 2) US 191 between Armory Rd and Swift Trail This US 191 segment is currently a 2-lane rural minor arterial with a 55 MPH speed limit. This segment is operating well under existing conditions; however, the 2-lane roadway would not provide enough capacity in five years by assuming that 30% of the developments along US 191 were completed. It would start to experience LOS E by 2013 for most of the segments and LOS F by 2018. The minimum recommended improvement is to widen to a 4-lane divided highway on this segment by year 2013. 3) US 191 between Swift Trail and Artesia Rd This segment currently operates well and would begin to experience LOS D by 2013 and LOS E/F by 2018. It was programmed to be widened to a 4-lane roadway in 2023. However, for part of the segment the operating condition would be LOS D. This is an unacceptable rural LOS; therefore it is recommended that the 4-lane widening be implemented earlier than currently planned. PB Americas, Inc. 3-31 July 2009 Graham County, Safford, Thatcher, Pima Small Area Transportation Study FINAL REPORT 4) US 70 between Bowie Ave and San Jose Rd US 70 within this segment is a 2-lane rural minor arterial with a speed limit of 55 MPH. This roadway segment experiences LOS D from 2013 to 2018 and LOS E by 2023. Widening the segment to a 3-lane highway is recommended for year 2008-2013. 5) 20th Ave between Relation St and 26th St The ADT for this segment is projected to be 11,100 to 15,200 vehicles per day from 2013 to 2023. It is currently operating as a 3-lane urban minor arterial between Relation St and Golf Course Rd with a 35 MPH speed limit. 20th Avenue is a 2-lane road south of Golf Course Rd to 26th St. The capacity issue can be solved by adding one lane in each direction to form a 5-lane section which aligns well with the 5-lane section to the north. 6) 8th St between 20th Ave and 14th Ave This segment is a 2-lane urban collector with a 25 MPH speed limit. The projected ADT is around 8,700 to 12,000 from 2013 to 2023. Adding a two-way center turn lane is recommended to address the capacity issues. However, other improvement alternatives need to be researched because roadway widening is not possible due to limited right of way. The roadway segments experiencing capacity issues by year 2018 are listed as below. 7) US 70 between north-west study limit and Bryce-Eden Rd This rural segment would experience LOS D by year 2018 with a 65 MPH two lane rural minor arterial. Adding a center turn lane is recommended as a minimum improvement. 8) Relation St between 20th Ave and 14th Ave This segment on Relation St is a 2-lane urban collector with a 35 MPH speed limit. It is planned to carry approximately 11,300 to 13,500 vehicles per day from 2018 to 2023. Adding one lane in each direction to form a 4-lane roadway can meet the projected ADT needs. 9) Armory Rd between US 191 and Stockton Rd Armory Rd is a 2-lane rural minor collector with a speed limit of 45 MPH. Starting from year 2013, it is expected to operate at LOS E. The ADT for this segment is projected to be 7,100 to 9,100 vehicles per day from 2013 to 2023. Adding a center turn lane is recommended to be the minimum improvement. 10) Quail Trail between US 191and Stockton Rd The projected ADT for this segment is 7,600 to 10,100 from 2018 to 2023. It is recommended to widen this segment to a 4-lane roadway. 11) Artesia Rd east of US 191 Starting from 2018, this segment on Artesia Rd will experience LOS D. The projected ADT ranged from 7,500 to 9,800 in 2018, and from 10,000 to 13,000 by year 2023. It is recommended to widen this 2-lane local road to a 4-lane roadway. It is projected to carry 7,100 to 9,100 vehicles per day from 2013 to 2023. It is recommended to widen this road to a 4-lane road. By year 2023, additional roadway segments are expected to require capacity improvements. These segments are described below: 1) US 191 between 20th St and Discovery Park Blvd This segment on US 191 is a 5-lane urban principal arterial with a speed limit of 45 MPH. The segment will operate well until 2018. However, it will experience LOS E by 2023. It is recommended to research and plan for an alternative route for US 191 to alleviate the capacity limitation. 2) US 191 between Discovery Park Blvd and Armory Rd This segment on US 191 is a combination of 5-lane rural principal and minor arterial with a speed limit of 45 MPH. The 2023 ADT projection of 59,600 on this segment is the highest at any location in Graham County area. It is recommended to research and plan for an alternative route for US 191 to alleviate the capacity limitation. 3) US 191 between Armory Rd and Swift Trail Although the segment would be widened to four lanes by year 2023, the roadway is probably still unable to meet the traffic projections ranging from 34,500 to 49,500 vehicles per day. The minimum improvement recommendation is adding a center turn lane to form a 5 lane on this segment by year 2023. 4) US 191 between Swift Trail and Artesia Rd Adding a center turn lane and making this an urban 5-lane section for this segment is recommended by year 2023. 5) US 70 between Bowie Ave and San Jose Rd This rural 2-lane minor arterial segment will operate at LOS E by 2023 with an ADT projection of 11,800. Widening this segment to 4-lane divided roadway is recommended. 6) US 70 between San Jose Rd and US 70/US 191 Split This rural 2-lane minor arterial segment will operate at LOS D by 2023 with an ADT projection of 7,500. Widening this segment to 4-lane roadway is recommended. 7) 8th Ave between Airport Rd and 1st St This is a 2-lane rural major collector with a speed limit of 45 MPH. It would experience LOS D in 2023 with a projection of 11,900 vehicles per day. It is recommended to widen this segment to a 4-lane roadway. Currently 14th Avenue is a 3-lane urban collector with an existing speed limit of 35 MPH. It is recommended to add one lane in each direction to form a 5-lane section and address the capacity issue. 9) Lone Star Rd between US191 and US70 The Lone Star Rd is a 2-lane urban collector with speed limits from 25 MPH to 35 MPH. It will serve as the major access road for the planned Welker Farm Development. The ADT on this road will be projected as 13,300 by year 2023 on the west side to US 191. It is recommended to widen this road to a 4 lane urban collector. 10) Discovery Park Blvd between 14th Ave and US 191 Discovery Park Blvd is a 2-lane urban minor arterial under existing conditions. East of 14th Avenue, the speed limit is 45 MPH. By year 2023, the entire segment will operate at LOS E. The ADT projection is approximately 11,500 in 2023. It is recommended to widen this road to a 4-lane arterial. 11) Lebanon Rd between 20th Ave and US 191 Lebanon Rd is currently a 2-lane local road. The projection ADT on this road is 8,100 by 2023. It is recommended to add a center turn lane. 12) Stockton Rd between Quail Trail and Artesia Rd As a parallel road to US 191, this segment of Stockton Rd will function as the major alternative route for access to the mega Sierra Del Sol development. The projected ADT is approximately 6,900 by year 2023. It is recommended to widen Stockton Road to a 4-lane road. The study area encompasses Safford, Pima, Thatcher, and Graham County. Working Paper #1 evaluated existing and future conditions throughout the study area. In addition, comments have been received from the public and community leaders. This document, Working Paper #2, uses the data collected and generated in Working Paper #1 to make recommendations for improved transportation facilities. It includes identification of needs and deficiencies, evaluation of improvements to address such needs, and a ranking of projects. The potential improvement projects are evaluated based on the criteria set with input from the TAC, and ranked as short-, mid-, and long-term programs. The rankings of projects are based on priorities, costs, and financing options. Mobility Needs Mobility needs are related to the circulation and access requirements of the existing and future developments. It is evaluated in terms of access to and travel time between activity centers. As the major developments are expected along US 191 Corridor and the suburban area of the Safford-Thatcher-Pima metropolitan area, access management will be required in these areas. Also, access by different modes will be needed to facilitate multimodal transportation circulation. In terms of circulation, street connectivity was identified as a concern by some of the residents. They indicated a need for an extension of certain streets to provide connection to a nearby street and to new corridors. The recommended projects to enhance mobility and access throughout the region based on concerns identified by residents and local agencies are listed below. FINAL REPORT OTHER NEEDS ENVIRONMENTAL OVERVIEW The environmental justice issues are related to the environmental and human health conditions of minority and low-income population. In Graham County, according to Census 2000, 32.9 percent of the Graham County residents were minorities and nearly 21 percent of the population lived below the poverty level. Approximately 16 percent of the population was 60 years or older. In the study area, based on the census data, no general clustering of minority and low-income population was identified. The equitable distribution of transportation services to provide access to jobs and services to all, including minority and low-income populations, must be provided. Other environmental issues which related to the noise and air pollution corresponding to traffic congestion were also identified by the residents. Communities adjacent to the US 191 corridor from Lebanon Road to Artesia Road were identified by people as affected by the increased traffic. 5.2. FINANCIAL INCENTIVES/COMMUNITY PARTNERSHIPS/ JOB CREATION Financial incentives such as travel allowances, transit, and ridership benefits are required to encourage the use of alternative modes of transport. Currently, many park and ride facilities are used by the Freeport McMoRan mine employees. The mine also offers a shuttle service for employees. Partnerships with the governmental organization at the state and city level, elected officials, community, and other non-profit organization should be strived to get support for transport related projects. Transportation improvement should support job creation and thus by increasing access to good jobs, help the economic development of the region. Access to underutilized land would be helpful in the development of such land, therefore increasing the opportunity for economic growth and job creation. FINAL REPORT REVIEW OF THE GRAHAM COUNTY TRANSIT FEASIBILITY REVIEW The Graham County Transit Feasibility Study identified transit dependent populations, the need for connections between major community activity centers, and funding alternatives. The study identified a substantial demand for transit in this region and recommended operating alternatives. Unfortunately, the complexities of the funding and management issues were not resolved and no transit service was implemented based on this study. The study recommended that some sort of variable route operating on a fixed schedule would be preferable to meet the identified travel demand. Specifically, they suggested the creation of a deviated fixed route service on a predetermined time schedule, but with the provision for the vehicle to follow any route needed to pick up individuals along the way and make it to the fixed points on schedule. At this point, the TAC and local government staff decided to revisit the implementation phase in order to bring transit services to Graham County after a specific period of time. FINAL REPORT EVALUATION OF IMPROVEMENTS EVALUATION CRITERIA The evaluation measures are a list of factors that should be considered in the review of a potential improvement project. The measures are included in the project descriptions to identify potential benefits, impacts, and constraints. More detailed analysis of the measures would be required during the concept development and design phase of a project. Evaluation criteria outline both qualitative and quantitative factors which are used to evaluate potential projects. The application of the criteria may vary depending on the category of road. Initially, a list of evaluation criteria was developed to provide direction to the TAC in identifying the most applicable and significant criteria for use in this study. This criterion is provided below. Cost Construction cost estimates will be calculated for each potential improvement. The costs are planning level costs based on a unit cost for each project type. Costs are a major factor in establishing priorities for improvements and are used to compare to available revenue. Right of Way Impacts The need for new right of way for an improvement should be determined as early as possible in the project development process since the acquisition of right of way typically takes longer than the design and construction. This is a qualitative measure that identifies if additional right of way is needed for a project. Building Acquisitions This is a quantitative measure that documents the number of buildings expected to be acquired as part of the improvement. The number is a conservative estimate at the planning stage. Relief of Congestion Relief of congestion is a quantitative measure that compares the base condition level of service with the LOS after the improvement. This measure gives an indication of the overall impact of the improvement on the area transportation system. Traffic Service This is a measure of the projected traffic volumes that an improvement is expected to attract. The description of each improvement will include the daily traffic volume. Its will be measured in terms of improved travel time between activity centers. Engineering Challenges There can be unique conditions that must be overcome in order to develop a feasible project. These often require special design features in order to construct a project. Engineering challenges are identified in the project descriptions so that they can be used in the prioritization of projects. Engineering challenges could include drainage patterns, terrain, railroad crossings, and utilities. They are shown in Table 7-1 through Table 7-3. The actual implementation of projects will depend on a number of factors including available funding, cost sharing, and joint participation and development contributions. It is important to note that the recommended motorized and nonmotorized projects should be implemented using complete streets guidelines to ensure that the projects support future transit investment. 7.1. IMMEDIATE NEEDS Projects to be included in the 2008-2013 five-year program, with type of project, costs, and financing options, are shown in Table 7-1 and in Figure 7-1 through Figure 7-4. Non-motorized projects such as sidewalk and multi-use path projects were assumed to be completed along with associated roadway widening. The construction costs for some projects were provided by Safford, Thatcher and Graham County. Construction costs for the rest of the projects were calculated using unit prices and guidelines provided by Safford. Figure 7-1 and Figure 7-2 display the LOS by 2013 with the short-term recommended roadway widening projects implemented. It shows most of the segments previously with unacceptable LOS in the no-build condition will be improved to LOS C or D. Particularly on US 191 between 11th St and US 70 with restriping to 5-lanes, the LOS F improves to LOS B; south of Armory to Swift Trail, LOS E and F on US191 improve to LOS B; between Swift Trail and Artesia Rd, the LOS on US 191 improves from D to B with the widened 4-lane roadway. In downtown Safford, 20th Ave between Relation St and Golf Course Rd would experience LOS A with the widened 5-lane urban minor arterial. 8th St between 20th Ave and 14th Ave would have better LOS of D with the center turn lane added. However, other improvement alternatives need to be researched because roadway widening is not possible due to limited right of way. On US 70 between Bowie Ave and San Jose Rd, the operating condition improves to LOS C. Figure 7-15 through Figure 7-18 present the Impact on the street system by year 2018 and 2023 with the short-term recommended roadway widening projects implemented. For the year 2018, US191 would experience better LOS. Most segments between Artesia Rd and US 70 would experience LOS C or D. In downtown Safford, previously deficient segments in the no-build condition would experience all the acceptable LOS. By year 2023, the 4-lane divided highway on US 191 cannot meet the projected ADT requirement; most of the segments start to show LOS E or F. In downtown Safford, the segments with the short-term improvements still expect acceptable LOS. D-2 July 2009 Graham County, Safford, Thatcher, Pima Small Area Transportation Study FINAL REPORT APPENDIX E: Public Involvement #1 GRAHAM COUNTY SMALL AREA TRANSPORTATION STUDY Public Involvement Summary – Meeting #1 August 7, 2008 1) OVERVIEW ADOT and Graham County hosted an open house for the Small Area Transportation Study (SATS) on August 7, 2008 at the Graham County General Services building in Safford. The purpose of the meeting was to present an overview of the study and summary of the existing and future population, employment and traffic characteristics of the region. Future work tasks and the project schedule were also presented. The meeting was intended to be informative while gathering public input on important community issues to be considered during the study. Study team members were present during the meeting to answer questions and to collect comment letters. 2) NOTIFICATION The meeting advertisement was published in Eastern Arizona Courier newspaper both on Sunday, August 3, 2008 and Wednesday, August 6, 2008. The advertisement outlined the purpose of the meeting and also provided contact information for the project management team. 3) MEETING DETAILS There were 23 attendees at the public meeting, many of whom contributed comments. The concerns expressed were focused on traffic safety, street connectivity, and creating a livable community. Attendees were encouraged to leave comments either during the meeting or later within two weeks from the meeting either through mail, email or fax. The comments are summarized below and included verbatim in the Appendix. 4) COMMENT SUMMARY Traffic Safety Traffic safety issues, particularly inadequate roadway lighting, absence of traffic control devices such as stop signs, traffic signals and street lightings were the primary concerns for the area residents. Specific comments were: A signalized intersection at Reay Ln and US 70, A signalized intersection at Lone Star Ln and US 191, and th th A stop sign at the intersection of 11 Ave and 8 St Lighting improvements at the intersection of Relation St and US 191 Street Connectivity Connectivity of streets was another concern for residents. Some of the public meeting attendees indicated a need for an extension of certain streets to provide connection to a nearby street and also for new corridors to enhance mobility. Specific comments to improve pedestrian safety were: o o o Providing sidewalks on: Relation St, 8th Ave, 14th Ave, 20th Ave, 8th St, and 20th St Stop sign at 11th Ave. and 8th St, and Pedestrian signals Congestion and corresponding noise and air pollution was also identified as an issue. Increasing capacity of major roads such as US 191 from Lebanon Rd to Artesia Rd was suggested to enhance the livable environment in adjacent communities. PB Americas, Inc. E-2 July 2009 Graham County, Safford, Thatcher, Pima Small Area Transportation Study FINAL REPORT COMMENT RESPONSE The following section contains the complete comments received from the attendees of Public Meeting #1. On Central Road and Hwy 70 make a road to Cluff Ranch Road. I would like to see 8th Street extended west to connect to Cluff Ranch Road. A stop light is needed at Reay Ln and Hwy 70. Need lights on Relation and 191. I see some areas where there could be improvements made that would make it safer to walk: o Sidewalks in Safford – Relation, 8th Ave., 14th Ave., 20th Ave., 8th St., 20th St. – these are major cross roads for school aged kids. o Stop light at Lone Star and Hwy 191 – kids of all ages are crossing here. o Stop sign at 11th Ave. and 8th St. in Safford – kids cross here in summer to go to the pool. 191 S. should be 5 lanes to Artesia Road or further – that would allow many residents along the stretch of 191 S. of Swift Trail to continue to live in their homes – 4 lane divided hwy in that area does not appear to be needed – 5 lanes will meet the need. E Swift Trail and Cienaga Ln is showing capacity being exceeded. This does not seem to reflect reality. Cienaga goes no where. Stockton north of Artesia is exceeded and Quail Trail is exceeded but a connection in between is not. Why is E Swift Trail/Cienaga Ln marked as over capacity in 12 years? PB Americas, Inc.
