Flagstaff’s FUTS trail system is a city-wide network of non-motorized, shared-use pathways that are used for both recreation and transportation. FUTS trails are generally eight to ten-feet in width, and are both paved and unpaved. With a few exceptions, urban trails are operated and maintained by the City of Flagstaff. At present there are about 50 miles of urban trails in the city, and the long-term plan for FUTS calls for almost 80 additional miles to be built to complete the system. Funding for construction and maintenance of FUTS trails comes from several sources, including a BBB (bed, board, beverage) tax that was approved in 1992, and a dedicated transportation tax approved in 2000. Given the miles of planned trail segments to be built, and limitations in funding for construction, it is important to establish priorities so that trails that are needed most are built first. It is equally important through this process to share information with the public about trails planning and prioritization, to make the process open and transparent, and to encourage meaningful public involvement and participation. This document provides a summary of the City’s priorities for FUTS trails and the process by which they have been established. Components of this document Trail rankings sum determines the priority ranking of the trail; the highest scores have the highest priority. The last column, labeled “Precedent,” indicates which trail segments are reliant on completion of another project. Four codes are used to indicate what type of project would precede the trail project: Dev means that the trail will likely be built in conjunction with private development, and is not necessary or practical to build in advance of the development. Road is used to indicate trails that would be built in conjunction with a future road/street project RdF are trail segments that will be completed by the Rio de Flag flood control project; or that would be impractical to pursue in advance of completion of the Rio de Flag project Trail is used for connectors and access trails that are not needed until construction of the main trail to which they connect. Evaluation criteria The evaluation criteria represent those factors which make one trail segment more useful, important, or urgent than another, and thus indicate which trails should be higher priority. There are a total of 14 criterion for trail segments and four for connectors/access trails. A description and rating guidance are provided to reduce the subjectivity of the rating process. The weighting factors vary between 0.5 and 2.5 and give a measure of the relative importance of each criterion. The Trail Rankings by Segment table indicates the priority ranking and summarizes the scoring for each trail segment and connector. For each trail segment or connector, a numeric score of 0 to 5 is given for each evaluation criteria, which is then multiplied by the weighting factor. The FUTS Trail Priority Evaluation 2011 November 2010 Page 3 Trail segments The trail segments described and evaluated in this document are taken directly from the City of Flagstaff’s master plan for FUTS trails, which is an element of the City’s Regional Land Use and Transportation Plan. The master plan for FUTS has evolved since the inception of the FUTS program in the early 1990’s and is regularly refined to help produce a better system. Planned trails are broken into logical segments that would likely be constructed as a single project. Connectors and access trails Connectors and access trails are short segments of trail that provide access to the FUTS trail system from neighborhoods, schools, commercial areas, and institutional uses. They are beneficial because they connect the trail system with places where people live, work, shop, and recreate, and they make it more convenient to travel around town on the FUTS system. This process will be renewed, and the priority rankings reviewed, each year in advance of the City’s budgeting process. It is not necessary, however, to recreate the process annually. Rather, the previous year’s ranking should be reviewed and modified, as necessary, to reflect any changes in circumstance that may have taken place in the past year that would affect trail priorities. Public participation is an important part of this process. The public is always invited to submit comments and ask questions. In the future, staff will be looking for more effective ways to provide information to the public and to collect and use feedback from the community as part of this process. How the rankings are used Very simply, these priority rankings are used to determine which trails the City builds first. The highest priority trails are programmed in the City’s five-year capital plan, which in turn is used to determine annual budget requests and grant funding applications. The draft criteria were then reviewed by the City’s Pedestrian Advisory Committee and the Bicycle Advisory Committee at their December 2005 meetings. Priority rankings were determined in early 2006 by the City’s staff team and will be reviewed by both the Pedestrian Advisory Committee and the Bicycle Advisory Committee at their January meetings, as well as by the Beautification and Public Arts Commission in February of 2006. The last section on Forest Service land could be built to single-track, rather than FUTS trail, standards, and may not be a City project. Property rights: Rights for the portion across the future City park site will be obtained when land for the park is purchased or traded from the Forest Service. The single-track connection to the Forces of Nature Trail is across permanent Forest Service land. Status: The City has submitted an application for an enhancement grant for this trail. A short piece of this trail adjacent to Forest Springs townhouse development was built as part of the development. Interim or temporary facilities may be needed across the I-40 bridge in advance of bridge reconstruction. Status: Has not been studied in detail. Part of Flagstaff Loop Trail. Property rights: An easement from Gore will likely be necessary for the segment adjacent to Flag Ranch Road and south of I-40. Short stretches of easement across several properties will be necessary on the north side of the I-40 interchange. Rights across Presidio West will be obtained when development occurs. Status: Preliminary engineering drawings have been prepared. Would not be feasible to pursue further before the Rio de Flag flood control project is complete. Property rights: An easement from BNSF is required; discussions are complicated by BNSF’s plans for a third main line through Flagstaff. Status: The east end of the trail would be built as part of Crestview Estates, a proposed residential development. This trail is part of Flagstaff Loop Trail, and may be constructed through the detention basin as a single track trail prior to full improvement to FUTS standards. Property rights: The east end of the trail would be within open space dedicated as part of the Crestview development. An easement for the trail across a small portion of Lowell Observatory property has been obtained. The remainder is on City-owned land. Status: Part of trail has been constructed as part of Schultz Pass Meadows subdivision, and a rough trail already exists adjacent to City reservoir site. Property rights: Existing part to west is in right-of-way, and east half is on City-owned land. Easements will be needed across several private residential parcels in the middle section. The trail will be on the south side of the road, on the opposite side of the road from the main part of the private parcels and houses. However, the lots extend to the far side of 82 Santa Fe Trail - Route 66 Trail to Walnut St Length: 0.31 miles Alignment: Generally along north side of BNSF tracks just west of downtown. Passes through Colton Park on south side of Route 66, crosses Milton Avenue as a bike/ped bridge, follows tracks behind businesses on south side of Santa Fe Avenue, goes around north side of City warehouse along south edge of Lower Coconino Avenue. 105 Santa Fe Trail - Tunnel Springs Trail to Route 66 Length: 1.25 miles Alignment: South of BNSF tracks, through Clay Avenue detention basin. 36 Schultz Pass Trail - Fort Valley Rd to Schultz Pass Rd Length: 0.38 miles Alignment: Adjacent to south side of Schultz Pass Road. A FUTS-standard Fort Valley Road and Sechrist School. trail will be built when the parcel is developed. Property rights: Permanent rights will be obtained when the parcel is sold and developed. The County has been hesitant to encumber the parcel with an easement prior to its sale, but they are willing to allow the singletrack trail without permanent rights. An easement is also needed across a corner of a private parcel near Fir and Mesa. 47 Sego Lily Trail - Izabel St to Arizona Trail Length: 0.50 miles Alignment: Connection from the west end of Sixth Street in the Sunnyside neighborhood to the Arizona Trail on top of McMillan Mesa. This connection is used informally. Status: This trail is in design; construction could take place as early as 2011. Property rights: Within City-owned open space. Status: Awaiting resolution of Ruskin land exchange with Forest Service. The alignment on the west side of I-17 is being coordinated with the County’s Fort Tuthill master planning process. Potential cooperative project with Coconino County. Property rights: Easements are needed from the property on the east side of I-17 (which is part of the Ruskin-Forest Service land exchange) and possibly from the property on the east side of I-17. Permission is needed from ADOT to use the tunnel. Status: The east end of trail exists. The western section crosses two private parcels and would be built when the two develop. It may be possible to obtain easements in advance of development to extend the trail as far as DeMiguel School. Property rights: Easements will be dedicated with platting of the two private parcels. An easement will be needed across the south side of the DeMiguel school campus, and across a corner of a private, residential parcel. 74 Sheep Crossing Trail - Pulliam Dr to Fort Tuthill Length: 0.82 miles Alignment: Follows and old forest road between Pulliam Drive and I-17 and crosses under I-17 in existing sheep tunnel. Further extension will connect main buildings at Fort Tuthill. 99 Sinclair Canyon Spur - Sinclair Wash Trail to Sinclair Canyon Trail Length: 1.19 miles Alignment: Winds through south end of University Heights neighborhood, crosses DeMiguel School campus, then follows side canyon southwest to Sinclair Canyon through former Villagio Montano site. FUTS Trail Priority Evaluation 2011 November 2010 Page 24 100 Sinclair Canyon Trail - Sinclair Wash Trail to Woody Mountain Rd Length: 1.10 miles Alignment: Follows the canyon of the Sinclair Wash. Status: Most of trail would be built when the site is developed. Property rights: Open space and easements for most of trail will be dedicated when the private parcel is developed. Additional rights on a private parcel to the south have been dedicated in conjunction with division of the parcel. Status: Not studied. This trail could be built to less than a full FUTS standards and could be a cooperative project with the County, Forest Service, and Flagstaff Arboretum. Property rights: Almost all of the alignment is on National Forest land. Status: A portion will be built as part of the Rio de Flag flood control project. At this time BNSF is unwilling to allow the trail to cross its crossover, which prevents the trail from extending west all the way to San Francisco Street. Future improvements could include conversion of the drainage culvert at Butler Avenue to a trail crossing. Property rights: The south section of the trail (south of Butler Avenue) is mostly on Cityowned property, although it is likely that additional easements outside of City-owned property will be necessary. Easements across private parcels on the north side of Butler should be obtained as part of land acquisition for the Rio de Flag flood control project. 109 Sinclair Canyon Trail - Woody Mountain Rd to Arboretum Length: 2.29 miles Alignment: Follows the canyon of the Sinclair Wash to the Flagstaff Arboretum. 90 Southside Rio Trail - San Francisco St to Sinclair Wash Trail Length: 1.72 miles Alignment: Follows the historic channel of the Rio de Flag (Sewer Canyon) southeast from downtown. 115 Southwest Crossing Trail - Highland Mesa Rd to Woodlands Village Blvd Length: 0.12 miles Alignment: Along the south side of Forest Meadows Street. Status: Not studied Property rights: Trail may require additional easement outside of the existing right-of-way. Status: The east half of the trail is on private land and could be built as part of a development project. The west half of the trail has not been studied. Property rights: Open space and easements ill be granted by development for the east half of the trail. Easements across several private parcels are necessary for the west half. 102 Switzer Canyon Spur - Switzer Canyon Dr to Arizona Trail Length: 0.88 miles Alignment: Traverses the western slope of the south end of McMillan Mesa. FUTS Trail Priority Evaluation 2011 November 2010 Page 25 12 Switzer Canyon Trail - Forest Ave to Switzer Canyon Dr Length: 0.28 miles Alignment: Follows the west side of Turquoise Drive in the band of open space between the wash and the street. Status: Two sections of this trail are complete. The remaining sections are in design and anticipated for construction in 2011. Property rights: Easements for the existing segments of the trail are either in place. The City is working with the property owners to secure the remaining easements. 124 Switzer Canyon Trail - Switzer Canyon Blvd to Terrace Ave Length: 0.64 miles Alignment: Follows forested open space on the Status: The north end of the trail is under south and east slopes of Cherry Hill, from the construction as part of a townhouse end of Terrace Avenue to the intersection of development. Switzer Canyon Drive and Turquoise Drive. Property rights: Easements are in place for the north end of the trail. Staff is exploring an open space acquisition of two parcels on the south slope of Cherry Hill to accommodate the trail. 119 Switzer Wash Trail - Fourth St to Route 66 Trail Length: 0.86 miles Alignment: Follows the Switzer Wash along the north side of Butler Avenue, turns north and continues in the wide floodplain along the wash, crosses I-40 in an existing tunnel, then continues north along the wash on the west end of Gore’s property to Huntington Drive. On the north side of Huntington, the trail would follow a small wash and cross under the BNSF tracks. Status: A section of the trail along Butler Avenue will be built as part of the Butler Avenue widening project. Another small section near Huntington may be built as part of the Wal-Mart development. Both of the existing crossing structures, at I-40 and the BNSF tracks, must be enlarged to accommodate a trail. Property rights: Some easements exist on the south side of I-40. Approval from ADOT is required to use the underpass. Easements will be needed across private parcels on both sides of Huntington, and permission from BNSF to cross the tracks will also be required. Status: Not clear if there sufficient width to accommodate both the drainage and the trail between Lockett and Linda Vista and along the north side of Linda Vista. Property rights: Drainages between Lockett and Linda Vista and along Linda Vista are already within right-of-way or on property owned by the City. The section between Linda Vista and the National Forest would require numerous easements from private single-family lots. This acquisition is likely to be problematic because the planned alignment is through a series of back yards. 16 Thomas Trail - Bushmaster Park to Pipeline Trail Length: 0.86 miles Alignment: Follows an alley and drainage north from the northeast corner of Bushmaster Park, turns west and follows a drainage along the north side of Linda Vista Drive, then turns north and follows the drainage through several private single-family lots to the southern boundary of the National Forest. A single-track trail would continue north from the point to the Forces of Nature Trail. FUTS Trail Priority Evaluation 2011 November 2010 Page 26 84 Thomas Trail - Route 66 to Bushmaster Park Length: 0.32 miles Alignment: Along a concrete drainage on the south side of Siler Homes from the southeast corner of Bushmaster Park to Fanning Drive, then turns south adjacent to west side of Fanning Drive. Status: Not studied. Not known if there is adequate width to accommodate both the drainage and the trail. Property rights: The drainage along the south side of Siler Homes is owned by the City. It is not known if there is adequate width in the right-of-way of Fanning Drive to accommodate a trail. Status: Short sections of this trail have been built as an 8-foot sidewalk in compliance with the Woodlands Village specific plan. Future development will be required to build the trail at the time of development. Property rights: Will be within the street rightof-way. 108 University Trail - Woodlands Village Blvd to Yale St Length: 0.29 miles Alignment: Along the south side of University Avenue. 2 Walnut Canyon East Spur - Abineau Canyon Dr to Walnut Canyon East Trail Length: 1.09 miles Alignment: Along west side of Section 20. Status: Will be built as part of development of Section 20. Property rights: North end of trail is within City open space; south end would require easements from six private parcels. 38 Walnut Canyon West Trail - Foxglenn Trail to Loop Trail Length: 1.74 miles Alignment: Within floodplain south of Rio de Flag, follows base of hillside adjacent to Forestdale neighborhood south to National Forest. 66 Winifred Ranch Trail - Mt. Elden Townhomes to Forces of Nature Trail Length: 0.14 miles Alignment: Continuation of an existing trail through Mt. Elden Townhomes development; travels north through National Forest land. Status: Portion of trail is on National Forest parcel that could be traded for development. North end of trail would be built as single-track trail in cooperation with Forest Service. Property rights: Would require approval from Forest Service. Status: An 8-foot trail exists along the length of Woodlands Village Boulevard. The remainder north of Route 66 would be somewhat dependent on completion of the Rio de Flag flood control project. Property rights: The Woodlands Village Boulevard section is within right-of-way. Sections north of Route 66 are within right-ofway for Route 66, an alley right-of-way, and along a drainage tract owned by an HOA. 11 Woodlands Trail - Route 66 to Santa Fe Trail Length: 0.55 miles Alignment: Adjacent to east side of Woodlands Village Boulevard, crosses Route 66 and continues north through vacant parcels and West Glen mobile home park. Between Route 66 and I-40 the trail will be built as part of the planned Presidio West development. A section on the I-40 overpass will be built when overpass is reconstructed or an interchange is built. South of Kiltie Lane the trail will be built by future development on both sides of Woody Mountain Road. Property rights: An easement is needed across private land for a short stretch of the section north of Route 66; the remainder of this section is on City-owned land. Between I-40 and Kiltie Lane an easement may be needed from Gore to allow the trail to wander outside the right-ofway.
